SUBJECT: MAIN STREET OVERHEAD UTILITY CONFLICTS
_RECOMMENDATION:
That the Tustin City Council authorize the use. of surplus
decorative street lighting funds (Project No. 700070) to fund the
relocation of overhead Pacific.JBell utilities along Main Street at
specified areas between "C" Street and the Route 55 Freeway.
BACKGROUND:
Decorative • street light installations along Main Street between "C"
Street and. the Route 55 Freeway were previously authorized by the
City Council.. Due to the size and configuration of these
decorative street lights, a conflict resulted between the overhead
utilities and the new street lights.
Previous correspondence with Pacific Bell indicated that it would
be the City's responsibility to fund the cost of relocation of the
overhead telephone company facilities. The City Attorney's office
is currently reviewing the funding responsibility of this
relocation and we do not have a final determination at this time.
The Southern California Edison Company has verbally indicated that
there will be no additional cost to alter their facilities because
the new underground street light facilities will cause the overhead
street light facilities to be removed as part of the new street
light installation.
DISCUSSION:
Pacific Bell has indicated that the cost associated to the
relocation of their overhead facilities is estimated to be
$10,660.00. The City originally budgeted $77,100.00 for the
decorative street lighting based upon a preliminary cost provided
by the Edison Company. Actual' cost to date has amounted to
$54,800.00, resulting in a project surplus of $22,300.00. The
Pacific Bell cost for relocation of their fa---ilities could be
funded from this project surplus.
Staff would suggest that the City proceed with the relocation of
the Pacific Bell facilities in the amount of $10,660.00 and fund it
with the surplus in the above mentioned surplus in project account
No. 700070. This will allow the decorative street lighting project
to proceed as previously scheduled. Concurrently with this action,
staff will continue to work with the City Attorney's office to
determine if the City should be refunded the cost for the Pacific
Bell overhead facilities.
This proposed work will not create any additional financial impact
to the 1990-1991 Capital Improvement Budget.
