1. APPROVAL OF MINUTES - MARCH 4 REGULAR MEETING
Recommendation: Approve the City Council Minutes of March 4,
1991.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,893,931.05
and ratify Payroll in the amount of $274,518.90.
3. RESOLUTION NO. 90-37 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN
CITY RECORDS AND PAPERS IN THE POSSESSION OF THE FINANCE
DEPARTMENT OF THE CITY OF TUSTIN NO LONGER REQUIRED FOR THE
CONDUCT OF CITY BUSINESS PURSUANT TO THE AUTHORITY GRANTED BY
SECTIONS 34090, 34090.5 AND 34090.7 OF THE GOVERNMENT CODE OF THE

Recommendation: Adopt Resolution No. 90-37 authorizing the
destruction of certain City records and papers no longer
required as recommended by the Finance Department.
4. RESOLUTION NO. 91-43 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN
RECORDS, DOCUMENTS, AND PAPERS IN THE POSSESSION OF THE POLICE
DEPARTMENT OF THE CITY OF TUSTIN NO LONGER REQUIRED FOR THE
CONDUCT OF CITY BUSINESS PURSUANT TO THE AUTHORITY GRANTED BY
SECTIONS 34090, 34090.5 AND 34090.7 OF THE GOVERNMENT CODE OF THE
STATE OF CALIFORNIA
Recommendation: Adopt Resolution No. 91-43 allowing the
destruction of selected records, documents, and papers, as
allowed by law, as recommended by the Police Department.
S. RESOLUTION NO. 91-42 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR INSTALLATION
OF STREET LIGHT CONDUIT ON SYCAMORE AVENUE FROM CANTERBURY AVENUE
TO 6001+ EASTERLY OF CANTERBURY AVENUE
Recommendation: Accept the improvements constructed and
authorize the recordation of the Notice of Completion for said
improvements with the adoption of Resolution No. 91-42 as
recommended by the Public Works Department/ Engineering Division.
6. INDEMNITY AGREEMENT BETWEEN CITY OF TUSTIN AND EMS DEVELOPMENT
COMPANY AND W.O. AND M.A. ENDERLE TRUST NUMBER 1
Recommendation: Approve and authorize the City Manager to
execute subject agreement as recommended by the Public Works
Department/ Engineering Division.
7. ACCEPTANCE OF PUBLIC IMPROVEMENTS - PARCEL MAP NO. 88-179
Recommendation: Accept all public improvements related to
Parcel Map No. 88-179 and authorize the release of the following
bonds: Faithful Performance No. 965948S - $30,000.00; Labor and
Material No. 965948S - $15,000.00; and Monumentation No.
965949S - $1,000.00 as recommended by the Public Works
Department/Engineering Division.

Recommendation: Authorize the City Clerk to advertise bids
for additional furnishings for the Senior Center as
recommended by the Community Services Department.
9. RESOLUTION NO. 91-34 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
SIDEWALK, CURB AND GUTTER REPAIR PROJECT, 1990-91 FISCAL YEAR, AND
AUTHORIZING ADVERTISEMENT FOR BIDS
Recommendation: Adopt Resolution No. 91-34 approving the plans
and specifications for subject project.and directing the City
Clerk to advertise for bids as recommended by the Public Works
Department/Engineering Division.
10. AWARD OF CONTRACT FOR THE CONSTRUCTION/MODIFICATION OF TRAFFIC
SIGNAL AND SAFETY LIGHTING AT VARIOUS LOCATIONS
Recommendation: Award the contract for the subject project to
the low bidder, Intersection Maintenance Service of Anaheim, in
the amount of $394,254.50, and authorize a supplemental 1990-91
budget appropriation from the Capital Improvement Fund in the
amount of $24,,000 as recommended by the Public Works Department/
Engineering Division.

X. OLD BUSINESS
1. ADDITIONAL PARKING SPACES AT CAMINO REAL PARR
The City Council at their previous meeting of March 4, 1991,
requested staff submit proposal/cost analysis for additional
parking spaces on El Camino Real adjacent to Camino Real Park.
Recommendation: Pleasure of the City Council.
XI. NEW BUSINESS
1. CELEBRATION AND HOMECOMING EVENTS FOR THE TROOPS
At the March 4, 1991 City Council meeting, Tustin resident Larry
Bales suggested that the City sponsor or coordinate an event or
events to welcome home the troops who served in the Middle East.

1. PLANNING COMMISSION ACTION AGENDA - MARCH 11, 1991
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
March 11, 1991.
2. CONTINENTAL CABLEVISION INSTALLATION RATE INCREASE
Continental Cablevision has advised the City of their intent to
increase cable installation rates from $19.95 to $29.95.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering-Division.
3. AIRPORT STATUS REPORT - FEBRUARY MEETINGS
Summary of main issues discussed at the following meetings:
Airport Land Use Commission, Noise Abatement Committee, and
Coalition for a Responsible Airport Solution
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
4. STATUS REPORT ON COMMUTER RAIL STUDY
Purpose of this report is to indicate the present status of the
Commuter Rail Study and to advise the City Council of the Orange

Recommendation: Receive and file subject report as recommended by
the Community Development Department.
5. STATUS REPORT ON CENTRAL ORANGE COUNTY FIXED GUIDEWAY PROJECT
This report is to advise the City Council of any recent
developments on the Central Orange County Fixed Guideway (COCFG)
project and to discuss follow-up actions to the previous concerns
identified by the City Council.
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
6. YOUTH EDUCATIONAL PROGRAMS
At the Council meeting of March 4, 1991, Councilmember Potts
requested an update of the Police Department's progress in
providing anti -gang educational programs within the Tustin Unified
School District.
Recommendation: Receive and file subject report.
7. SOUTHWEST NEIGHBORHOOD STABILIZATION PROGRAM UPDATE
This report is a brief summary of each program status: Community
Assistance Team, Code Enforcement, Preparation of a Property
Maintenance Ordinance, Infraction Citation Procedure, Graffiti
- Abatement Program, Apartment Managers Certificate Program,
Marketing/Education Promotion and Overcrowding Ordinance.
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
8. SOUTHWEST NEIGHBORHOOD IMPROVEMENT MARKETING PROGRAM
This report is to provide the City Council with additional
information regarding the proposed marketing approach and to
obtain Council input/direction as needed.

the Community Development Department.
9. ORANGE COUNTY FIRE DEPARTMENT EDUCATIONAL PROGRAMS
At the City Council meeting of March 4, 1991, Councilmember Potts
requested a report regarding student education programs provided
by the Fire Department.
Recommendation: Receive and file subject report.
10. QUARTERLY BUDGET REVIEW - MIDYEAR FISCAL 1990-91
_ Current status report of projected revenues, expenditures, and
subsequent fund balance estimates based on analysis of activity
for the first six months of fiscal 1990-91.

11. ORANGE COUN MASTER PLAN OF REGIONAL 7 'LS
At the March 4, 1991 City Council meeting, Councilmember Potts
requested an update on the Regional Trail.
Recommendation: Receive and file subject report as recommended by
the Community Services Department.
12. INVESTMENT SCHEDULE AS OF FEBRUARY 28, 1991
Investment schedule with maturities, 12 months of less.
Recommendation: Receive and file subject report as recommended by
the Finance Department.
13. ORANGE STREET IMPROVEMENTS
On March 4, 1991 City Council meeting, Ms. Alice Acosta raised a
concern that the proposed improvements along Orange Street and the
alley adjacent to her residence on Orange Street appeared to be
encroaching on her property.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
14. PROPOSED ORDINANCE. TO ESTABLISH A WATER CONSERVATION AND RATIONING
PROGRAM
The preparation of the Water Rationing Ordinance and the required
public notification procedures for the public hearing process
could not be accomplished by the previously designated March 18,
1991 date. The rescheduled date for the required public hearing
and introduction of the Water Rationing Ordinance is April 1,
1991.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
