HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT REPORTS NO. 7 3-18-91 Inter - Com SOUTHWEST NEIGHBORHOOD STABILIZATION PROGRAM UPDATE RECOMMENDATION Receive and file. BACKGROUND The Southwest Neighborhood Stabilization Program was conceived in July 1990 in response to defining and analyzing the problems of the southwest area of the city. Furthermore the program evaluated solutions and prepared recommendations for changes to improve the living environment by gang suppression, property maintenance and education programs. The following is a brief summary of the status of each program recommendation. Community Assistance Team - The team has been created and consists of representatives of the Community Development and Police Departments. The team has been meeting bi-monthly and working on code enforcement issues, marketing/education program graphics and brochures. Another primary focus of the Community Assistance team is gang identification, prevention and education. The Police Department is preparing a separate report to be presented to the City Council. Code Enforcement - A proactive code enforcement policy with major concentration on the southwest portion of the City has been established with our full-time code enforcement officer actively pursuing and investigating city code violations, particularly property maintenance issues. Monthly updates of the status of complaints, violations and code enforcement actions are presented to the Planning Commission. Preparation of a Property Maintenance Ordinance - Copies of ordinances from other jurisdictions has been obtained and a draft ordinance has been prepared and is currently being reviewed by the Community Development Department. The new property maintenance ordinance will streamline procedures and clarify maintenance violations. City Council Repk Southwest Neighbornood Stabilization Program March 18, 1991 Page 2 Infraction Citation Procedure - Infraction citation will allow for immediate penalization for certain violations. The Community Development Department staff has met with the Central Court and coordinated with the City Attorney's office to establish a bail schedule for certain zoning and building code violations. Staff is expecting to bring a recommended fee bail schedule for these violations back to the Council. Graffiti Abatement Program - A bid package for contract services has been prepared by the Community Development Department and has been sent to the City Attorney' s of f ice for review. It is expected that a contract for abatement services will be awarded in early May. Once a contract is awarded, graffiti removal services will be provided free of charge to private property owners. Release forms authorizing abatement work have been prepared and approved by the City Attorney's office. Apartment Managers Certificate Program - The Community Assistance Team recommended to the Council implementation of a voluntary Manager's Certificate/Licensing Program for Multiple Family Projects. The program is being refined and new target dates are being developed. It is hoped that course material can be completed within the next two months with program's advertising in June. Community Assistance team staff has been attending Apartment Managers meetings which are somewhat unstructured at this time, but the meetings are comprised of apartment owners and managers in the southwesterly portion of the City. Marketing/Education Promotion - An education/marketing program approach which encourages community participation has been developed by the Community Development Department and is being presented as a report to the City Council at tonight's meeting (March 18th). On December 17, 1990 the City Council authorized $5,000 in Redevelopment funds to be used for a media marketing program. Overcrowding Ordinance - The Community Development Department is continuing to monitor the progress of the City of Santa Ana who has drafted an overcrowding ordinance. If the ordinance is adopted by the Santa Ana Council, the City of Tustin will consider adoption of a similar ordinance. Christine A.
