DOUGLAS FRANKS, CHIEF OF POLICE REPORTS'NO. 9 3��18-91' Inter -Coin ORANGE COUNTY FIRE DEPARTMENT EDUCATIONAL PROGRAMS In an effort to provide the City Council with comprehensive information regarding the Orange County Fire Department's (OCFD) school programs, I contacted Fire Chief Larry Holmes. He outlined the one program OCFD offers to elementary schools. This program, the Junior Firefighter Program, is presented to all fifth grades classes in Orange County. The program consists of three phases: PHASE I Taught by the Public Information/Education Section of OCFD to develop interest in the program and to explain what is required for successful completion. The key elements of Phase I are a 45 -minute home fire safety slide presentation followed by a 25 -minute live fire table -top demonstration illustrating fire safety and fire behavior. PHASE II Conducted in the classroom by the teacher using the Junior Firefighter Manual and implementing special homework assignments. PHASE III Involves a visit from the assigned station company. The company presentation includes the awarding of patches and special certificates to those students who have successfully completed the program. A key part of the presentation involves a demonstration of apparatus and fire fighting techniques. For the Council's review I have attached the lesson plans for Phases I and II. Other than this regularly scheduled program, the Fire Department has no preplanned programs available for elementary schools. However, they will provide instruction in a variety of issues as requested. ` I have also attached a comprehensive recap of all the activities of OCFD in the City of Tustin which may have impacted our youth. You will note that the vast majority of activities inv bs/groups visiting the fire stations. W. DOUGLAS FRANKS Chief of Police This phase will consist of a seventy-five minute presentation by the Public Information /Education Section. The presentation will include a brief overview of the program, requirements for successful completion of the program, a slide program, table top demonstration, and question and answer period. This program provides very directed motivation on fire safety for students and teacher. Part 1: The slide segment will cover the following topics: 1. Fire Hazards in the Home (and abatement methods) a. Kitchen Hazards (Stove Abatement) b. General Hazards (1) Electricity (2) Heating Systems (space heater, fire place) (3) Gasoline (4) Garage (5) Bar -B -Cue c. Smoking and Matches d. Clothing Fires (Stop, Drop, Roll) 2. Importance of Fire Safety Systems in the Home a. Check Smoke Detector Placement throughout House b. How to Maintain Smoke Detectors c. Introduction of Residential Sprinklers as a Needed Safety System 3. Home Fire Escape Planning a. Drawing up Escape Plan b. Practicing Exit Drills in the Home c. Learning to Call the Fire Department for Emergencies (911) Part 2: Table Top Demonstration (Chemistry of Fire) 1. Fire Triangle a. Three Elements of Fire b. Extinguishing a fire 2. Burning Demonstration a. Ordinary combustibles b. Combustible and Flammable Liquids c. Simulated Cooking Fire 3. How to Use Fire Eainguishers 4. Gasoline Vapor Tube Demonstration en The teacher will be responsible for reinforcing the presentation provided by the Fire Department. Four weeks has been identified as the time period needed by the teacher to teach this fire science unit. Some schools need more time depending on the time of year. Each teacher will be provided with a "Junior Firefighter Teacher Packet and Teacher's Edition of the Student Junior Firefighter Manual." The teachers packet will contain suggested homework assignments and a 37 question test which is to be copied by the school. Students must pass with an 800/6 on the test score and have completed the following homework assignments: • Conducts a home fire inspection. • Installs smoke detector, if none present. • Checks placement and maintenance of smoke detectors already in place. • Makes a baking soda fire extinguisher (fire pail label provided). • Develops a home fire escape plan. • Using the home fire escape plan, conducts exit drills in the home. Certificates of merit will also be provided by Orange County Fire Department for students scoring 100°x6 or for students identified by the teacher as deserving of - special recognition.
