REGULk__ MEETING OF THE TUSTIN CIT4 _JUNCIL
FEBRUARY 19, 1991
The City Council meets the first and third Monday of every month at 7:00
p.m. in the City Council Chamber at 300 Centennial Way.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City Council agenda books located in the Police Department and
the Tustin Library. These same books are also provided for public use in
the Council Chamber during the Council meeting. Listening devices for the
hearing impaired are available upon request from the City Clerk. Smoking is
prohibited in the Council Chamber; however, if you desire to smoke, an
outside speaker has been provided.

VI. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.
1. APPROVAL OF MINUTES - FEBRUARY 41 1991 REGULAR MEETING
Recommendation: Approve the City Council Minutes of February 4,
1991.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,492,967.67
and ratify Payroll in the amount of $277,618.49.

SIGNS
Recommendation: Adopt Resolution No. 91-28 authorizing the
placement of a three-way stop sign installation at the
Devonshire Avenue, Roanoke Avenue and Darsy Circle intersection
as recommended by the City Engineer.
4. RESOLUTION NO. 91-25 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 14110
Recommendation: Approve Final Tract Map No. 14110 by the
adoption of Resolution No. 91-25, as submitted or revised, as
recommended by the Community Development Department.
5. RESOLUTION - NO. 91-29 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF PART-
TIME EMPLOYEES OF THE CITY OF TUSTIN
Recommendation: Adopt Resolution No. 91-29 adjusting part-time
employee salaries as recommended by the Administrative Services
Department.
6. PROFESSIONAL SERVICES AGREEMENT WITH RALPH ANDERSEN AND ASSOCIATES
Recommendation: Authorize the City Manager to execute the
Professional Services Agreement with Ralph Andersen and
Associates to conduct an analysis of modified work schedules as
recommended by the Administrative Services Department.
7. RESOLUTION NO. 91-30 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR CENTENNIAL
PARK PLAY STRUCTURE, SAND LOT #2
Recommendation: Accept the public improvements installed by
Hanson Associates, Incorporated at Centennial Park by adoption
of Resolution No. 91-30 and authorize the City Clerk to file the
Notice of Completion with the County Recorder as recommended by
the Community Services Department.
8. EAST TUSTIN DEVELOPMENT MONITORING AND ANNUAL REVIEW REPORT FOR
1989-1990 REVIEW PERIOD
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
9. AWARD OF CONTRACT - MAGNOLIA TREE PARK PLAY STRUCTURE -
Recommendation: Award the contract for subject park
improvements to Miracle Recreation Equipment Co. in the amount
of $15,300.00; and appropriate an additional $300.00 from the
Capital Projects Fund to complete the project as recommended by
the Community Services Department.
10. RESOLUTION NO. 91-26 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 91-1
Recommendation: Adopt Resolution No. 91-26 approving Lot Line
Adjustment No. 91-1 as recommended by the Public Works
Department/Engineering Division.
11. RESOLUTION NO. 91-31 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 91-2
Recommendation: Adopt Resolution No. 91-31 approving Lot Line
Adjustment No. 91-2 as recommended by the Public Works
Department/Engineering Division.

12. PROPOSED CHANGES TO THE CITY OF TUSTIN INVESTMENT POLICY
Recommendation: Adopt the City of Tustin Statement of
Investment Policy for the fiscal year 1990-91 as recommended by
the Audit Committee.
13. GENERAL FUND AND WATER ENTERPRISE FUND BALANCE POLICY
Recommendation: Adopt the policy establishing the General Fund
and Water Enterprise Fund Balance policy as recommended by the
Audit Committee.

1. ORDINANCE NO. 1051 - RELATING TO PARKWAY TREES AND SHRUBS
ORDINANCE NO. 1051 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO
PARKWAY TREES AND SHRUBS
Recommendation: Ordinance No. 1051 have first reading by title
only and introduction.

1. ORDINANCE NO. 1057 - PACIFIC CENTER EAST PROJECT, ZONE CHANGE
90-04
The following Ordinance No. 1057 had first reading by title only
and introduction at the February 4, 1991 City Council meeting:
ORDINANCE NO. 1057 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING ZONE CHANGE 90-04, AN AMENDMENT
TO THE TUSTIN ZONING MAP TO RECLASSIFY CERTAIN PROPERTIES WITHIN
THE PACIFIC CENTER EAST PROJECT AREA FROM THEIR EXISTING M
(INDUSTRIAL) DISTRICT IN ORDER TO ESTABLISH CONSISTENCY WITH
GENERAL PLAN AMENDMENT 90-03(A). THE PROPOSED REZONING ALSO
INCLUDES ADOPTION OF THE PACIFIC CENTER EAST PLAN AS DEVELOPMENT
STANDARDS FOR THE PROPERTY
Recommendation: Ordinance No. 1057 have second reading by title
only and adoption (roll call vote).
2. ORDINANCE NO. 1059 - EARTHQUAKE HAZARD MITIGATION REQUIREMENTS
FOR EXISTING UNREINFORCED MASONRY BUILDINGS
The following Ordinance No. 1059 had first reading by title only
and introduction at the February 4, 1991 City Council meeting:
ORDINANCE NO. 1059 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING ARTICLE 8 OF THE TUSTIN CITY CODE
BY ADOPTING EARTHQUAKE HAZARD MITIGATION REQUIREMENTS FOR EXISTING
UNREINFORCED MASONRY BUILDINGS
Recommendation: Ordinance No. 1059 have second reading by title
only and adoption (roll call vote).

X. NEW BUSINESS
1. OLD TOWN CHARETTE
- The City Council has requested that a community workshop precede
development of any program to revitalize the commercial portions
of Old Town Tustin. In response to this request, the City, with
assistance from the Chamber of Commerce and a variety of outside
technical resources, will be sponsoring an all day "charette" on
Saturday, March 16, 1991, from 8:00 a.m. to 5:00 p.m.
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
2. REQUEST TO RESTORE ON -STREET PARKING TO A PORTION OF RED CURBING
LOCATED SOUTH OF SAN REMO DELI
During the Public Hearing of December 17, 1990, regarding the
restoration of on -street parking in front of the San Remo Deli,
the City received a request to restore additional on -street
parking from the owner of an office building located at 13732
Newport Avenue.
Recommendation: Deny subject request for restoring on -street
parking on Newport Avenue as recommended by the Public Works
Department/Engineering Division.
3. ORDINANCE NO. 1060 - ADOPTING A WATER MANAGEMENT PROGRAM
Information report regarding the Metropolitan Water District (MWD)
- adoption of a five -staged program known as the Incremental
Interruption and Conservation Program (IICP). This program
establishes conservation, objectives for local agencies ranging
from a voluntary 10% reduction in purchases from MWD through a
mandatory 20% reduction in purchases from MWD.
Recommendation: Ordinance No. 1060 be distributed to the City
Council as information only as recommended by the Public Works
Department/Water Operations Division.
XI. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - FEBRUARY 11, 1991
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
February 11, 1991.
2. CELEBRATE THE FAMILY WEEK
The 1991 Celebrate the Family week is scheduled for May 12-19,
1991. This community event will offer a variety of educational
and recreational programs designed to highlight family and
community enrichment.
Recommendation: Receive and file subject report as recommended by
the Community Services Department.

3. 1990-91 CAI L IMPROVEMENT PROJECTS 3EDULE/STATUS REPORT -
QUARTERLY U1__ -TE
Staff has prepared for the City Council's information a graphical
charting report of the schedule/status for the 1990-91 Capital
Improvement Program as of the fiscal year's second quarter.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
4. UNDERGROUNDING OF UTILITIES ON MAIN STREET
At their January 21, 1991 meeting, the City Council requested
staff provide a list of the proposed utility undergrounding
projects that have been previously identified for implementation
and a re-evaluation of the undergrounding of the overhead
utilities on Main Street between "C" Street and the Route 55
Freeway.
Recommendation: Pleasure of the City Council.
