AGENDA REPORT MEETING DATE: JULY 5, 2016 TO: JEFFREY C. PARKER, CITY MANAGER Agenda Item Reviewed.- City eviewed.City Manager Finance Direc FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER 0] SUBJECT: FIRST READING OF ORDINANCE NO. 1468 TO AMEND CITY CODE SECTION 5331n BY ESTABLISHING PREFERENTIAL PERMIT ONLY PARKING ON CARFAX DRIVE, CHARLOMA DRIVE, DEL AMO AVENUE, DRAYTON AVENUE AND MEAR LANE SUMMARY Residents on Charloma Drive and on Drayton Avenue expressed concerns regarding overnight parking of non-resident vehicles on streets, along with associated trash and undesirable nighttime activities. In order to mitigate these issues, the residents requested permit parking. Early morning parking surveys were performed on these streets as well as on the nearby streets of Carfax Drive, Del Amo Avenue and Mear Lane to determine parking impacts. These five streets comprise the study area determined by staff whereby overflow multi -family parking is currently causing impacts and where additional parking impacts are anticipated to relocate. The parking surveys resulted in parking impacts by non-residents on Carfax Drive, Charloma Drive, Del Amo Avenue, Drayton Avenue and Mear Lane. In addition, City Staff mailed letters informing the residents in the study area about the permit parking requests, soliciting their input and that the permit parking item would be taken to the City Council in the near future. RECOMMENDATION That the City Council introduce and have the first reading of Ordinance No. 1468 to establish preferential permit only parking on Carfax Drive, Charloma Drive, Del Amo Avenue, Drayton Avenue and Mear Lane, and set the second reading for the Council's next scheduled meeting. FISCAL IMPACT There will be minimal fiscal impact to implement permit parking on these streets. Permits are issued by the Tustin Police Department at no fee and parking enforcement will be applied by routine patrol. It is estimated that the cost to install permit parking signage for this neighborhood will be approximately $3,000. Funding is currently available in the FY 2016/2017 Public Works/Engineering Division and Field Services operating budgets to accommodate this work. CORRELATION TO THE STRATEGIC PLAN Permit parking contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the ordinance implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities so that Tustin can protect the health and safety and welfare of the public including those traveling upon and parking upon City streets. Permit Parking - Carfax Drive, Charloma Drive, Del Amo Avenue, Drayton Avenue, and Mear Lane July 5, 2016 Page 2 BACKGROUND On October 7, 2008, the Policy and Procedures for Preferential Permit Parking on Public Streets were approved by the City Council. Under these guidelines, certain criteria were identified which must be met in order for an area to qualify as a permit parking zone. One requirement is that a parking analysis be completed by the Public Works Department to determine the extent of impacts in a single family neighborhood street by non-resident parking. In October 2015, residents on Charloma Drive and Drayton Avenue formally requested permit parking which initiated the process set forth in the 2008 Policy and Procedures. Public Works conducted early morning parking surveys on both Charloma Drive and Drayton Avenue between the hours of 4:00 AM and 6:00 AM on Thursday, December 17, 2015, through Sunday, December 20, 2015. The results of the surveys shown below indicate that the majority of the cars parking on these two streets were registered to non-residents. Non -Resident Resident Non -Resident % Resident % o Charloma Drive 81 49 62.3% 37.7% o Drayton Avenue 48 45 51.6% 48.4% City Staff mailed a letter informing the residents on Charloma Drive and Drayton Avenue of the results and that the permit parking item would be presented to the City Council in the near future. This letter was also sent to nearby single-family residential neighbors on Carfax Drive, Del Amo Avenue, Mear Lane, and Sycamore Avenue due to the potential parking impact in front of their homes if permit parking was only implemented on Charloma Drive and Drayton Avenue. While responses were not mandatory, the letter generated numerous feedback via email and phone from residents living in single-family homes on the other streets (with the exception of Sycamore Avenue) requesting to be included in the permit parking zone, thereby prompting City Staff to include these other streets. Surveys were then conducted on Carfax Drive, Mear Lane, and Del Amo Avenue between the hours of 4:00 AM and 6:00 AM on Thursday, April 21, 2016, through Sunday, April 24, 2016. Charloma Drive and Drayton Avenue were also re -surveyed. The survey results below indicate that Carfax Drive, Mear Lane, and Del Amo Avenue are also experiencing greater than 50% of non-resident parking at the time of the surveys which would qualify these streets for permit parking. Four-day parking totals for all five streets in the permit parking zone are listed below: The surveyed streets are 36 feet wide with parking on both sides. Approval of permit only parking on these streets will reduce nightly parking by residents from nearby multi -family residential complexes in front of single-family homes and allow parking for adjacent residents and guests who qualify for permits. Non -Resident Resident Non -Resident % Resident % o Charloma Drive 90 35 72.0% 28.0% o Drayton Avenue 65 64 50.4% 49.6% o Carfax Drive 45 35 56.3% 43.7% o Del Amo Avenue 53 17 75.7% 24.3% o Mear Lane 68 46 59.7% 40.3% The surveyed streets are 36 feet wide with parking on both sides. Approval of permit only parking on these streets will reduce nightly parking by residents from nearby multi -family residential complexes in front of single-family homes and allow parking for adjacent residents and guests who qualify for permits. Permit Parking - Carfax Drive, Charloma Drive, Del Arno Avenue, Drayton Avenue, and Mear Lane July 5, 2016 Page 3 Implementation of this proposed action is categorically exempt from the California Environmental Quality Act (CEQA) as provided under CEQA Guidelines Section 15301, Class 1 (Existing Facilities — minor alteration in the operation of the existing City roadway system).
