That the City Council adopt Resolution No. 91-29, adjusting part-
time salaries.
BACKGROUND:
The City Council last considered part-time salaries in February
1990; at that time, both Crossing Guard Coordinator and Crossing
Guard were not adjusted, since both were well above the median
salary. Administrative Intern and Police Aide were both increased
pursuant to the survey results. It is appropriate to once again
review the survey data for part-time positions; results are as
follows:

The Crossing Guard Coordinator is not a position that is used
commonly throughout the county, so it is a small survey group. The
Crossing Guard position, however, is very common and only two
cities of the ten in our survey group do not have a Crossing Guard.
The salary set for the Coordinator is generally driven by that of
Crossing Guard. Since neither of these positions has received an
increase for two years, and since staff recommends that these be

kept above the median so as not to utilize Police Officers as
Crossing Guards, staff recommends a 7% increase for both Crossing
Guard Coordinator and Crossing Guard at this time.
Both of the other part-time positions are lower than the median;
since the Police Aide position is in the clerical series, and has
similar qualifications as the full-time Property Aide equivalent,
staff recommends that this part-time position be set to the same
hourly rate as Property Aide.
The Administrative Intern position is a

RESOLUTION NO. 91-29
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF
PART-TIME EMPLOYEES OF THE CITY OF TUSTIN.
WHEREAS, the City desires to provide salary
increases to certain part-time employees as listed below;
NOW, THEREFORE, the City Council of the City of
Tustin, California, does hereby resolve as follows:
Section 1. Compensation Provisions. Salary ranges
of those part-time positions listed below shall be
changed as follows; part-time employees are compensated
hourly and do not receive any employee benefits.
A. Crossing Guard Step A $7.34
Coordinator Step B 7.70
Step C 8.09
Step D 8.49
Step E 8.92
B. Crossing Guard Step A 6.40
Step B 6.72
Step C 7.06
Step D 7.41

C. Police Aide Step A 7.45

D. Administrative Intern Flat 8.33
Section 2. Full -Time Equivalents. Those part-time,
hourly, positions for which there are equivalent, full-
time positions (such as Clerk Typist, Police Reserve,
Department Clerk, and Custodian) shall have an hourly
salary rate equal to the full-time position. Effective
February 19, 1991, Police Aide shall be considered the
part-time equivalent of Property Aide for purposes of
setting hourly rates in the future. However, these part-
time employees are compensated hourly and do not receive
any employee benefits.
Section 3. Effective Date. All provisions of this
resolution shall be effective as of February 19, 1991.
