SUBJECT: REQUEST TO RESTORE ON -STREET PARKING TO A PORTION OF RED
CURBING LOCATED SOUTH OF SAN REMO DELI
RECOMMENDATION:
Deny request for restoring on -street parking on Newport Avenue.
BACKGROUND:
During the Public Hearing of December 17, 1990 regarding the
restoration of on -street parking in front of the San Remo Deli, the
City received a request to restore additional on -street parking on
Newport Avenue. This request came from a letter submitted by Mr.
Fleck, the owner of an office building located at 13732 Newport
Avenue. This property is located to the south of the San Remo
Deli. The two parking spaces which lie between the market and the
adjacent office building were eliminated in 1986 due to restricted
visibility out of both the driveways.
DISCUSSION:
The red curb in front of the San Remo Deli had been installed as a
mitigation measure as outlined in the environmental' document of the
C.U.P. No. 89-21. The existing red curb near the property line was
installed by a work.order generated by the traffic engineer due to
the restricted visibility out of the adjacent driveways. The
attached exhibit shows the sight line required for exiting out of
the San Remo Deli parking lot.
Due to the speed (36 mph) on Newport and the traffic volumes
(2500 vph) utilizing the roadway during the P.M. peak hour, it is
unadvisable to restore on -street parking on Newport as requested.

Dear Mayor Edgar and Council,
Re: Newport Avenue "Red" out.
You are in the midst of conducting a hearing on the above subject
for Mr Massimino, the tenant occupant who owns San Remo Deli.and we
have a related situation which should be addressed.
I am an owner of the office building at 13732 Newport Avenue which
is contiguous to the south of the San Remo location and at the corner
of San Juan Street. We had the two parking spaces which lie between the
market and ourselves eliminated to our detriment in 1986. At that time
we petitioned the street department to reconsider their actions and
after discussions among Mr's Ledendecker and Praybill of the City and the
requestor,Mr Massimino, we were informed that it was to stay red. It has!
We have sorely missed our two extra parking spaces and -hereby request
their reinstatement. We observe that Mr Massimino has been given back
a portion of his frontage. If you won't give us back both our spaces,
please at least relieve one of them on our side of the property line.
Our thinking is simple. If parking availability on Newport is good for
San Remo's business then it must be equally as good for State Farm,
Beissel,McKinley Reagan Insurance and United Builders. We all have
parking needs every bit as great as Mr Massimino.
Please consider our request. at your hearing on Dec_17th and advise.
