DISCUSSION: The following report provides a summary of projects and activities since the Year in Review report was presented at the January 26, 2016, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates • Downtown Commercial Core Plan: During 2015, the City of Tustin continued with the implementation of the Downtown Commercial Core Plan (DCCP). The goal of the DCCP is to develop a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. City staff is currently reviewing Requests for Proposal for Main Street improvements which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating. Parking options for the area are also being evaluated. • Zama Tea (434 EI Camino Real): This tea shop in the Jabberwocky building celebrated their grand opening in April 2016. This specialty shop features organic snacks, brewed iced tea and hot tea, 120 varieties of loose-leaf tea for sale, as well as kombucha tea on tap. Planning Commission Report Summary of Projects July 12, 2016 Page 2 • American Grub Burgers & Sandwiches (365 EI Camino Real): A new restaurant is now open next to The Swinging Door at the former Fred & Daffy's Antiques location. This restaurant incorporates outdoor seating, as well as a "pass-through" .. w window to provide food for patrons in The N Swinging Door. A grand opening event for the restaurant was held on March 10, 2016. 8- • Grace Music (130 W. Main Street): This new music store which specializes in stringed instrument repairs, sales, and rentals, is now open. • Time Watches Pawn Use & EI Camino Cafe Outdoor Seating (195 EI Camino Real): The existing business at 195 EI Camino Real, Time Watches, was authorized by the Planning Commission to commence with a pawn brokering component to the business. The pawn use would consist of ancillary jewelry and watch sales and is limited to selling items typically sold at a jewelry store. In addition, plans are under review by City Staff for a Type 41 ABC License and outdoor seating at EI Camino Cafe. • Future Restaurant Tenant (330 EI Camino Real): City staff is currently completing the preliminary review of a proposal to undergo tenant improvements at the former Kelly's Cards & Gifts retail space preparing it for a future restaurant use. Sixth Street): An application and plans are currently under review by City Staff for a new townhome community consisting of 140 residential units. Public hearings before the Planning Commission and City Council are anticipated to be held in the Fall for this project. ir VINTAGE a4 uw^— In qr" 7 Y r � FINARB I� I Tustin Legacy Updates • Greenwood in Tustin Legacy (250 Downs Road): A total of 375 detached homes are being built by CalAtlantic Homes. Construction of the homes continues to progress, and to date, 178 homes have been completed with 174 homes currently in progress. This new facility will replace the existing facility in Orange. The plans for the new 15,000 square foot facility are currently under review by City Staff. A groundbreaking ceremony is anticipated in the coming months. • South Orange County Community College District (SOCCCD) Advanced Technology and Education Park (ATEP) Campus (Armstrong Avenue/Valencia Avenue): The plans are under review by City Staff for the first ATEP building, which will house career technical programs for Irvine Valley College. A groundbreaking ceremony for the site is anticipated to occur in the near future, and construction is anticipated to be complete on the first building by 2018. 1 71 r - a I � • Mixed-Use Urban Village (Neighborhood D, Community Core): An Exclusive Agreement to Negotiate with OliverMcMillan Tustin Legacy, Inc has been approved for the development of a mixed-use urban village concept within the community core of Tustin Legacy. Next steps include the preparation of a concept plan and business plan as the basis for drafting the Disposition and Development Agreement for the urban village. This project is located in area 15 on Attachment A (Tustin Legacy Map). • Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue)- On June 2, 2015, the City Council approved an Exclusive Agreement to Negotiate with Lincoln Property Company for the development of a creative office complex. The development proposal includes a variety of uses such as- research and development-, professional office-, specialized employment-, retail-, and, a food hall including a connection into Tustin Legacy Park. Lincoln Property Company has now submitted entitlement applications for the project, and they are under review by City Staff. Planning Commission Report Summary of Projects July 12, 2016 Page 5 • The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue). A request was approved to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants anticipated in the new shopping center include: Stater Bros; CVS Pharmacy; Bank of America; and, Hoag. Plans for construction of the new center are currently in plan check, and Regency Centers is anticipating breaking ground on The Village at Tustin Legacy in 2016. • Veterans Sports Park (Valencia Avenue): This approximately 30-acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park is currently in the final stages of design and construction is scheduled to begin in 2016. • Army Reserve Land Exchange/Relocation: The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Army and the City of Tustin. A groundbreaking ceremony for the new site was held on November 19, 2015, and construction is in progress for the new Reserve Center. It is anticipated to be complete in approximately two (2) years. Planning Commission Report Summary of Projects July 12, 2016 Page 6 • Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26- acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan. The park is currently in the final stages of design and construction of the park and detention basin is scheduled to begin in Fall 2016. • Tustin Legacy Specific Plan Amendment: The Specific Plan Amendment will incorporate mixed-use, transportation oriented development, and a main-street concept. City Staff continues to work with PlaceWorks on the plan for the area. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments which have been collected. Staff and PlaceWorks are currently working on technical documents along with the Supplemental FEIR/EIS. Public hearings are anticipated to be scheduled before the Planning Commission and City Council are anticipated to be held during Fall/Winter 2016. • Target (2300 Park Avenue): Target has completed an interior remodel to their store. The tenant improvements consisted of a remodel to the Starbucks, the addition of a Which Which Superior Sandwiches within the food court area, and additional display upgrades throughout the store. • Whole Foods (2847 Park Avenue): Whole Foods is anticipated to begin an interior remodel in June. The remodel will consist of removal of their craft wine and beer bar, replacing with a new restaurant offering regional wines and select craft beers. An additional restaurant, Mendocino Farms, will be locating inside the store as well. • Union Market (2493 Park Avenue): The final tenants have begun to open at Union Market including recently: Cubed; Churned Creamery; and, Hatch. Belage Bakery is anticipated to open soon. Afth AML aR t,'; .. • Planet Fitness (2495 Park Avenue): This new fitness center recently signed their lease with The District, and anticipates opening during Spring 2017 in the former Designer Shoe Warehouse (DSW) tenant space. Other Updates • Hopdoddy Burger Bar (3030 EI Camino Real): This restaurant, which features craft beer and burgers, is anticipated to open in a newly constructed tenant space in The Market Place. Tenant improvements are now 9 soon underway at the site, and Hopdoddy is projecting an opening date of August 15, 2016. lop • Snooze A.M. Eatery (3032 EI Camino Real): A new restaurant featuring breakfast and lunch food and specialty drinks is now open in the newly constructed tenant space next to Hopdoddy in The Market Place. • Nekter Juice Bar (2937 µ EI Camino Real): A new Nekter Juice Bar has opened this past June, in the former Jamba Juice tenant space within The ;. Market Place. • Nordstrom Rack (2882 EI Camino Real): Nordstrom Rack will be locating in the former Toys R Us space within The Market Place. Tenant improvements are in progress and Nordstrom Rack is anticipated to open on September 1, 2016. • Wokcano (3015 EI Camino Real): Wokcano is a new sushi/fusion restaurant which will be opening in The Market Place, adjacent to Jared Jewelers. They are completing construction and anticipated to open Summer 2016. Planning Commission Report Summary of Projects July 12, 2016 Page 8 • Red Hill Specific Plan (Red Hill between San Juan & Mitchell): The City Council directed staff to study the Red Hill Corridor area in response to a workshop regarding density and improvements to the corridor. The study for RCSP would look at the Red Hill Corridor comprehensively. The study would determine the project's boundary, appropriate density/intensity, development standards and impact analysis, and implementation plan. A workshop to discuss the plan for the area will be held on July 21, 2016, at 6.00 p.m. in the Tustin High School Cafeteria. PROPOSED PROJECT AREA '�T � � ♦d M• ice..4n r� h 1 '. h alo, „"c o - � .-Z _ I 4 I I mit III Ave w • Veterans Housing (14741 & 14751 Newport Avenue): The City of Tustin recently sold two (2) city-owned fourplexes to the Orange County Rescue Mission which will provide 32 homeless veterans with housing at the site. Each fourplex has two (2) three-bedroom units, one (1) two-bedroom, and one (1) one- bedroom unit. Renovations have been completed, and residents are anticipated to begin moving into the homes in the coming weeks. Planning Commission Report Summary of Projects July 12, 2016 Page 9 • Chronic Tacos (14075 Newport Avenue): Permits have been issued for a new restaurant to locate within the Tustin Strata Center. Interior improvements to the space are now in progress, and the restaurant is anticipated to open soon. • Trader Joe's (1198 Irvine Boulevard): Trader Joe's has now relocated from their prior location off of Newport Avenue, to the former Longs Drugstore location in the Tustin Heights Shopping Center. Their grand "re-opening" was held on July 1. • Sycamore Grove (1872 San Juan Street): In October 2014, the Planning Commission approved a request to subdivide an approximately 2.25 acre site for condominium purposes and to construct 26 single-family residences. Permits have been issued for 22 of the units as well as two (2) model homes, and construction is underway at the site. The grand opening for the model homes was held on June 25, 2016. I. t t a +sww • Condominium Development (1381 — 1391 San Juan): The Planning Commission approved the subdivision of the existing lot along with a conditional use permit and design review to construct five (5) single family detached condominiums at the existing site. Plans for construction of the new homes are currently under review by staff. Planning Commission Report Summary of Projects July 12, 2016 Page 10 • New Creative Office (14171 — 14201 Franklin Avenue): An application has been submitted to remodel the existing industrial/laboratory building converting it to creative offices at subject location. Plans for the interior and exterior improvements, which includes improvement of the existing adjacent vacant parcel into new parking lot, are under review by staff. • Taqueria De Anda (14232 Newport Avenue): On September 8, 2015, the Planning Commission approved a request to construct a new family owned Mexican food restaurant which will include indoor seating, a drive thru, walk-up window, and ancillary outdoor seating. Plans for construction of the new restaurant are in plan check. • DaVita (721 West First Street): Tenant improvements for a new DaVita Tustin Ranch Dialysis Center have been completed. The center is currently working on obtaining their license from the State in order to commence operations. In addition, plans for the subdivision of the property and the construction of a new 7,200 square foot medical office were recently approved by the Planning Commission at their meeting on April 26. • Creamistry (13681 Newport Avenue #7): A new frozen liquid nitrogen ice cream shop has been completing tenant improvements and is anticipated to open soon in Tustin Plaza off of Newport Avenue and Main Street. Planning Commission Report Summary of Projects July 12, 2016 Page 11 • Tustin Village Plaza (15761 Tustin Village Way): Multiple tenants currently have plans in review for individual tenant improvements within this newly reconstructed shopping center. Tenants anticipated to occupy the existing spaces include a new market/convenience store, ice cream shop, seafood restaurant, and various retail uses. { rw . b: Zoning Administrator Actions • New Animal Clinic (14051 Newport Avenue): On May 2, 2016, the Zoning Administrator approved a request to operate a new animal clinic in an existing tenant space in the Tustin Freeway Center. Plans for the animal clinic are currently under review by staff. • Wagly (13942 Newport Avenue): On May 16, 2016, the Zoning Administrator approved a request to operate an animal clinic, grooming, and animal kennel/day care facility in the former Petco tenant space on the corner of Newport/EI Camino Real. Plans for Wagly are currently in plan check. • McDonalds Drive-Thru (2452 Bryan Avenue): In January 2016, the Zoning Administrator approved a request for McDonalds to remodel their existing single-lane drive-thru to a double- lane and to revise their hours of operation. Construction of the new drive-thru is in progress. • Americana Getaway (111 Fashion Lane): Construction is complete on a new adult day care and services center, and this new facility celebrated their grand opening on June 23, 2016. k Planning Commission Report Summary of Projects July 12, 2016 Page 12 • 17th Door Haunted House (2856 EI Camino Real): The establishment of a temporary haunted house within an existing tenant space at The Market Place was approved by the Zoning Administrator in June 2016. This is the same temporary haunted house which was in operation during 2015, and it is once again anticipated to run from the end of September through early November. Code Enforcement Updates • Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) fiscal years, through the year-to-date. Attachment B to this report includes the locations of graffiti incidents from January 2016 through the present. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2016-17 fiscal year, City staff is focusing on high and low priority inspections. They are aiming to complete 24 such inspections by the end of the fiscal year, and 15 inspections by the end of the 2016 calendar year. Planning Commission Report Summary of Projects July 12, 2016 Page 14 o Commercial NPDES Inspections: This year, City staff is focusing on high and low priority inspections. They are aiming to complete 27 inspections for the current fiscal year, and are anticipating completing 11 of those inspections by the end of the 2016 calendar year. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 123 properties that have a WQMP in place. Of those 123 properties, 16 are public projects. There are 14 WQMP's currently under review by staff. City staff conducted 30 inspections during the 2015 — 16 fiscal year. Public Works Department Updates (Public Improvements) • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70015): The project is bounded by Nisson Road on the north, Newport Avenue on the west, Edinger Avenue on the south, and Tustin Ranch Road on the east. The contract for construction was awarded to Sequel Contractors, Inc., and construction is anticipated to commence in Summer 2016. • Traffic Equipment Upgrades/ Replacements, (CIP No. 40080): Funds to be used for upgrading or replacing outdated traffic signal equipment including but not limited to the replacement of deteriorating internally Illuminated Street Name Sign (ISNS) panels at signalized intersections with work beginning the week of June 6, 2016. r" .�._ �n Wr M � a ww Planning Commission Report Summary of Projects July 12, 2016 Page 15 • Detention Basin Landscaping and Water Quality Installation at the Corner of Red Hill Avenue and Barranca Parkway (CIP No. 50038): This ecological park facility including a detention basin is partially funded by an OCTA Measure M2 Environmental Cleanup Program Tier 2 grant. The project is currently undergoing the bidding process and construction is anticipated to commence in Fall 2016. • Edinger Well Phase II Equipping Project (CIP No. 60165): The project is located near the intersection of Edinger Avenue and Newport Avenue, adjacent to the Residence Inn and Fairfield Inn & Suites. The Phase I Well Drilling Project was completed in August 2013 in conjunction with construction of the hotels. The Phase II Equipping Project consists of constructing the wellhead, building, associated site facilities/equipment, and standby generator. Construction is underway and is anticipated to be complete by the end of Summer 2016. The project is funded with 2011 Water Bond Funds. • Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. Design is underway and construction is planned to begin in Fall 2016. The project is funded with 2013 Water Bond Funds. • Peters Canyon Wash Water Capture and Reuse Pipeline (CIP No. 50040): This is a joint project with the City of Irvine, City of Tustin, Caltrans, Orange County Flood Control, and Irvine Ranch Water District. The pipeline will capture and divert discharges of selenium laden groundwater via an underground pipeline to Orange County Sanitation District. The flows will be captured from two (2) locations in Tustin: Edinger Circular drain and Moffett Avenue. The project will be managed and maintained by IRWD and is being partially funded by a grant from SAWPA and OCTA. The project went to bid in March 2015, and E.J. Meyer was selected. Construction began in July 2015, and is anticipated to be completed in August 2016. E.J. Meyer has completed installing the pipeline and is currently installing the diversion structures at three locations. The project is nearly complete pending Edison providing power to the site. • Peters Canyon Channel Widening (CIP 50040): Design engineering is underway with the expected construction to begin in Spring 2017. • Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224): Design is underway with the expected construction in 2017-18. Planning Commission Report Summary of Projects July 12, 2016 Page 16 • Moffett Drive (CIP No. 70224) and Park Avenue (CIP No. 70225): This project involved a roadway extension, storm drain construction, wet and dry utilities installation, sidewalk and street lights installation, and median landscaping on Moffett Drive from Park Avenue to Peters Canyon Channel, and Park Avenue from Moffett Drive to Victory Road. Construction began in August 2015 with anticipated completion by Fall 2016. • Moffett Drive (CIP 70230), Legacy Road (CIP 70231), TUSD School Site (CIP 70234) and City Property (CIP 70235) Grading Project: Design engineering of Moffett Drive from Tustin Ranch Road to future Legacy Road, Legacy Road from Valencia Avenue to future Moffett Drive, and City Property adjacent to the TUSD school site are underway in conjunction with TUSD's design of their new 6 — 12 Legacy School project adjacent to Valencia Avenue, Tustin Ranch Road, and future Legacy Road. Grading for these projects is anticipated to commence in Fall 2016. • Victory Road Extension (CIP 70221): Design engineering of this roadway extension from Red Hill Avenue to Armstrong Avenue is underway. Construction is anticipated to begin in Fall 2016. Planning Commission Report Summary of Projects July 12, 2016 Page 17 • Red Hill Avenue Widening and Median Improvements (CIP 70226, 70227, and 70197): This project involves the widening of the northbound side to implement a fourth lane and install a raised median to reduce driveway cross traffic movement on Red Hill Avenue from Dyer Road/Barranca Parkway to Edinger Avenue. This project will improve traffic flow and also enhance safety by allowing last-minute pedestrians a refuge as they cross the intersection. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP) and will be partially funded by this grant. Construction is anticipated to commence for this project in Summer 2017. • Tustin Ranch Road/Irvine Blvd. Intersection Widening: The intersection is being improved by The Irvine Company. Tustin Ranch Road is being widened north and south of the intersection to accommodate dual left turn lanes from northbound Tustin Ranch Road onto westbound Irvine Blvd. and from southbound Tustin Ranch Road onto eastbound Irvine Blvd. The three westbound lanes on Irvine Blvd. will continue through the intersection and then merge down to two lanes before Ranchwood Road with the removal of the pork chop island at the northwest corner and elimination of the "free-right" turn from southbound Tustin Ranch Road onto westbound Irvine Blvd. The project includes the associated traffic signal modifications. This project also includes proposed improvements on EI Camino Real at various locations to facilitate outdoor gatherings and events. Issuance of a notice to proceed for the design work is anticipated to commence soon. • Wayfinding Signs for Parking in Old -- Town — An analysis is being carried out to determine better signage for public parking areas including additional wayfinding signs and more visible parking lot monument signs. Old Towl-I TUSTIN • Tustin Ranch Road and EI Camino Real — Using mitigation funds from The Irvine PUBLIU Company's Lower Peters Canyon SpecificPARKING, Plan (Irvine Planning Area 4 known today ' as West Irvine), improvements to the westbound approach at the intersection will be designed and constructed including dual left-turns, dual thru lanes and an exclusive gal right-turn lane. Design to commence Summer 2016. • Park Avenue Improvement Project Management and Design — In order to improve traffic flow within The District, improvements are planned along Park Avenue and include the widening of the south side with the addition of one lane between District Drive and Warner Avenue and also improvements just west of District Drive and just east of Tustin Ranch Road. The improvements do not involve the acquisition of additional right-of-way. A tentative date for issuing a notice to proceed with the design work is anticipated for September 2016. • EI Camino Real Modification at Jamboree Road to Add a Second Eastbound Left-Turn Lane — This project is comprised of the design and construction of a second eastbound left-turn lane on EI Camino Real at Jamboree Road to serve additional left-turn traffic stacking demand. The project proposes to modify the existing landscaped median and restripe the eastbound leg of the intersection to accommodate the second left-turn lane. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP) and will be partially funded by this grant. Design to commence Summer 2016 with construction expected in Fall 2016. • OCSD Gisler Red Hill System Improvement: The Orange County Sanitation District has awarded a contract to Kiewit Construction West for their Gisler Red Hill System Improvements. This work includes new trunk sewer construction, manhole cone and cover replacements, and rehabilitation of existing sewer manholes, interceptors, and trunk lines all along Red Hill Avenue from Warner Avenue to Mitchell Avenue with additional work at the Newport Avenue-Mitchell Avenue intersection. The duration of work is anticipated to last 18 months to two years. Construction has begun as of June 2016 along the Tustin Legacy portion of Red Hill Avenue with the new trunk sewer. Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP) and will be partially funded by this grant. • Edinger Avenue Signal Synchronization Project— This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 38 intersections (9 in Tustin) on Edinger Avenue/Irvine Center Drive from Newport Avenue (Tustin) to Protocol Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP) and will be partially funded by this grant. • Newport Avenue Signal Synchronization Project — This project is in its last stages with timing changes recently implemented to 12 signals along Newport Avenue between Old Irvine Boulevard and Sycamore Avenue. Caltrans in the past has not been a participant in synchronization projects but recently with a cooperative agreement between Caltrans and the city the Caltrans controlled signal of the 1-5 Northbound Off-Ramp will be synchronized with the City's signals on EI Camino Real to the north and Mitchell Avenue to the south. • Seventeenth Street Signal Synchronization Project — As part of OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP) 2015 Call for Projects, this project involving six agencies is expected to kick off this year. The City is proposing to upgrade existing controllers at 3 intersections (includes Yorba Street South at Vandenberg Lane). This project is complete. 4 Future City of Tustin The City of Tustin acquired this property through a recent land exchange with the Facility South Orange County Community College District.
