HUSTON, CITY MANAGER REPORTS NO. 4 2-19-91 Inter - Com FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT:UNDERGROUNDING OF UTILITIES MAIN STREET RECOMMENDATION: Pleasure of the City Council. BACKGROUND: At their January 21, 1991 meeting, the City Council requested staff to provide a list of the proposed utility underground projects that have been previously identified for implementation and a re- evaluation of the undergrounding of the overhead utilities on Main Street between "C" Street and the Route 55 Freeway. DISCUSSION: The following is a prioritized list of potential projects for the undergrounding of overhead utilities: 1. Prospect Avenue between First Street and Beneta Way. 2. Red Hill Avenue between Sycamore Avenue and the I-5 Freeway. 3. Red Hill Avenue between the I-5 Freeway and First Street. 4. Bryan Avenue/Main Street between Red Hill Avenue and Newport Avenue. 5. E1 Camino Real between Newport Avenue and Browning Avenue. A portion of project number two on Red Hill Avenue between Sycamore Avenue and Copperf field Drive is currently under construction and should be completed sometime in May, 1991. The area in question along Main Street consists of overhead Southern California Edison Company electrical, Pacific Bell telephone and Continental Cablevision facilities. In addition to the mainline overhead facilities, several residences and/or churches are also served by overhead service and will require conversion at the property owners expense. As previously indicated, Edison Company Rule 20A funds would be eligible to fund this underground project. The City currently has a deficit of $71,000 in its allocated funds as of 1990. However, Edison Company has indicated that they may consider an advance of future funding towards this project if the City elected to proceed with the project. The City receives approximately $155,000 per year of Rule 20A funds. Edison Company and/or Pacific Bell staff has provided the following information: 1. Project cost estimated at $450,000. 2. City commitment of project and formation of underground district must be completed by April, 1991 to include the project construction in the 1992 calendar year schedule with.respect to utility company budgeting. This would require a public hearing and City Council -action no later than April 1, 1991. 3. Most of the excavation for the placement of facilities underground would occur either within the parkway areas or within the street pavement area immediately adjacent to the curb area. It is estimated that there would be approximately f ive locations where open street excavations would be required across Main Street. There are two alternatives to correct the conflict between the recently installed street lights and the existing overhead utilities. 1. Proceed with the formation of the underground district with an estimated resolvement date of Spring, 1992, if funding is covered by Rule 20A monies. 2. Adjust/raise overhead utilities to clear the recently installed street lights with an estimated resolvement date of early Spring, 1991, estimated cost of $30,000. At this point, it is uncertain as to whether it is the responsibility of the utility company or the City for these relocations. The franchise agreements are being reviewed for a final determination.
