ORDINANCE NO. 1060 — ADOPTING A WATER MANAGEMENT PROGRAM Subject ordinance allows the City to enforce a water conservation program to reduce the quantity of water used by customers of the Tustin Water Service for the purpose of conserving the water supplies and to avoid or minimize the effects of any future shortage. APPROVAL OF MINUTES - FEBRUARY 19 1991 REGULAR MEETING Recommendation: Approve the City Council Minutes of February 19, 1991. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $938,536.03 and ratify Payroll in the amount of $280,442.04. 3. REJECTION OF CLAIM NO. 91-02 - CLAIMANT, STEVE RUHLAND; DATE OF LOSS -12/11/90; DATE FILED WITH CITY, 1/15/91 Reject subject claim for property damages of an undetermined amount as recommended by the City Attorney. 4. REJECTION OF CLAIM NO. 90-35 - CLAIMANT, JOHN HUTCHERSON; DATE OF LOSS, 8/13/90; DATE FILED WITH CITY, 10/11/90 Reject subject claim for property damages in the amount of $329.00 as recommended by the City Attorney. 5. NAME PROPOSAL - NEIGHBORHOOD PARK TRACT 12763 IN TUSTIN RANCH Recommendation: Adopt name of Laurel Glen Park for the three acre Neighborhood Park in Tract 12763 as recommended by the Neighborhood Park Task Force, Parks and Recreation Commission, and Community Services Department. 6. RESOLUTION NO. 91-35 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENTS AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION (CONSTRUCTION OF TRAFFIC SIGNAL SYSTEM IMPROVEMENTS ON IRVINE BOULEVARD, NEWPORT AVENUE, EDINGER AVENUE AND RED HILL AVENUE) Recommendation: Adopt Resolution No. 91-35 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. VIII. ORDINANCE FOR INTRODUCTION 1. ORDINANCE NO. 1058 - REVISED DATES OF TERMINATION OF TERMS FOR CITY COMMISSIONS AND COMMITTEES ORDINANCE NO. 1058 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE REGARDING THE APPOINTMENT AND TERMS OF MEMBERS OF THE PARKS AND RECREATION COMMISSION, AUDIT COMMITTEE, CULTURAL RESOURCES ADVISORY COMMITTEE AND PLANNING COMMISSION Recommendation: Ordinance No. 1058 have first reading by title only and introduction. IX. ORDINANCE FOR ADOPTION 1. ORDINANCE NO. 1051 - PARKWAY TREES AND SHRUBS The following Ordinance No. 1051 had first reading by title only and introduction at the February 19, 1991 City Council meeting: ORDINANCE NO. 1051 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO PARKWAY TREES AND SHRUBS Recommendation: Ordinance No. 1051 have second reading by title only and adoption (roll call vote). X. OLD BUSINESS 1. UNDERGROUNDING OF OVERHEAD UTILITIES The City Council, at their meeting of February 19, 1991, established a priority list of projects for the undergrounding of overhead utilities within the community. Recommendation: Approve the prioritized project list for the undergrounding of overhead utilities with the utilization of Edison Company Rule 20A monies as recommended by the Public Works Department/Engineering Division. 2. VEHICLE PARKING AT CAMINO REAL PARR The City Council at a previous meeting requested staff to return with a report addressing safe on -street parking adjacent to Camino Real Park. Recommendation: Pleasure of the City Council. XI. NEW BUSINESS 1. PROPOSED WATER RATIONING PLAN As a follow-up to proposed Ordinance No. 1060, Adoption of a Water CITY COUNCIL AGENDA PAGE 4 MARCH 4, 1991 Management -'rogram, staff will be '.senting an additional ordinance ; introduction on March 18, 91, pertaining to a City of Tustin Wacer Rationing Plan. Recommendation: Provide direction to staff as to whether they desire to proceed with a water rationing plan and which alternative relating to consumer reduction they desire to initially implement as recommended by the Public Works Department/Water Division. XII. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - FEBRUARY 25, 1991 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of February 25, 1991. 2. MAIN STREET OVERHEAD UTILITY CONFLICT - STATUS REPORT At the February 19, 1991 City Council meeting, the overhead utility conflict with the street lights along Main Street between "C" Street and Rte. 55 Freeway, were discussed by the City Council. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 3. TRAFFIC SIGNAL VISIBILITY - RED HILL AVENUE/EL CAMINO REAL The City Council, at their meeting of February 19, 1991, raised a concern regarding the potential malfunction of a traffic signal at the intersection of Red Hill Avenue and El Camino Real. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 4. INVESTMENT SCHEDULE AS OF JANUARY 31, 1991 Investment schedule with maturities, 12 months or less. Recommendation: Receive and file subject report as recommended by the Finance Department. S. UNDERGROUNDING UTILITY DISTRICTS - STATUS REPORT At their meeting of February 19, 1991, the City Council directed staff to initiate two utility undergrounding projects as follows, utilizing Edison Company Rule 20A funding: Prospect Avenue, between First Street and Beneta Way; and Yorba Street between First Street and Irvine Boulevard. CALL TO ORDER 2. ROLL CALL 3. APPROVAL OF MINUTES - FEBRUARY 19, 1991 REGULAR MEETING Recommendation: Approve the Redevelopment Agency Minutes of February 19, 1991. 4. APPROVAL OF DEMANDS Recommendation: Approve Demands in the amount of $333,816.55. 5. AUTHORIZATION FOR CONTRACT SERVICES FOR CIVIC CENTER EXPANSION PROJECT MANAGEMENT SERVICES Construction plans and specifications for permanent improvements to the Civic Center are currently in plan check and advertisement for bids is expected sometime in late Spring of 1991. Given the phasing complexities of the project and its size in dollar value, it has always been anticipated that project/construction management services would be necessary. Recommendation: Approve Consultant Services for Civic Center Expansion Project Management Services with HNTB; and authorize the Executive Director to execute the contract subject to final approval as to form by the City Attorney as recommended by the Community Development Department. 6. TOWN CENTER REDEVELOPMENT PROJECT FINANCING PLAN In May and August 1989, the Tustin Redevelopment Agency authorized staff to develop a financing plan for the Town Center Redevelopment Project based upon the 1989 Amendments to the Town Center Redevelopment Plan. Recommendation: Approve the proposed financing plan and authorize staff to proceed with additional steps towards issuance of bonds as recommended by the Community Development Department. 7.
