SUBJECT:TRAFFIC SIGNAL VISIBILITY - RED HILL AVENUE AT
EL CAMINO REAL
RECOMMENDATION:
Receive and File.
BACKGROUND:
The City Council at their meeting of February 19, 1991, raised a
concern regarding the potential malfunction of a traffic signal at
the intersection of Red Hill Ave. and E1 Camino Real. The concern
focused on the traffic signal indication for the Northbound Red
Hill Avenue left turn movement to Westbound El Camino Real.
DISCUSSION:
The subject intersection consists of the following traffic signal
indications relating to the northbound Red Hill Avenue left turn
movement to westbound El Camino Real:
1. Primary indication placed on the overhead mast arm of the
traffic signal standard located at the northeasterly
corner of the intersection.
2. Secondary indication placed on a ten foot high traffic
signal standard located at the northwesterly corner of
the intersection.
Caltrans, in conjunction with their I-5 Freeway construction, has
detoured and re -aligned the traffic on Red Hill Avenue. The north
and south Red Hill Avenue travel lanes have been reduced from four
to two through lanes (one lane in each direction), and they have
been relocated easterly along with the two left turn pockets.
On February 20, 1991, staff reviewed the subject intersection and
found both the primary and secondary left turn indications to be
functioning. The primary indication, the mast arm head, was
slightly out of visual alignment due to the re -alignment of the
northbound travel lanes in an easterly direction, and displayed a
partially illuminated green arrow. This condition has since been
corrected and is currently operating under normal conditions.
