HUSTON, CITY MANAGER FROM: POLICE DEPARTMENT SUBJECT: ASSET FORFEITURE APPROPRIATIONS Recommendation CONSENT CALENDAR NO. 7 2-4-91 later -Com That City Council appropriate $43,500 from the existing Narcotic Asset Forfeiture Funds to purchase the attached listed items: Backaround On 6/2/86, Resolution 86-69 was adopted which authorized the expenditure of monies garnered through the Asset Forfeiture Funds Program. We currently have in excess of approximately $200,000 on hand in this account, with an additional $150,000 due over the next 18 months. We would like to purchase the items listed on the attached sheet over the next 6 months to enhance our Department's E enforcement efforts throughout the community. The Department's existing helmets are in excess of 10 years old, mismatched, and below standard in the area of officer protection and safety. These replacement helmets will bring this equipment up to a state of the art level for each officer. These helmets will be used in those tactical situations where head protection is imperative. Cost $9,000. 2. Recruitment materials. In the last asset forfeiture appropriation request, money was appropriated for recruitment equipment. This included a Scantron Test Scoring System and related costs which allowed us to complete our initial testing process much quicker. Additionally, the Police Department Brochure was developed which was professionally produced and displayed the Department in the best possible light for today's market. This additional appropriation will cover printing costs of this brochure, and additional equipment necessary to enhance the Scantron/Recruiting process to enable us to continue to process Police Officer and other Department employee applicants in a most timely manner. The quick turnaround we have demonstrated in this hiring process has proved to be a major factor in our ability to hire the most qualified people available. Cost $101000. 3. Investigation Word Processing Work Station. We currently, have two Department Clerk's assigned to the Investigation Section. This word processing work station will give the second Investigation Clerk stand alone word processing and personal computer capabilities. This is necessary to continue to handle the caseload in Investigation in an effective manner. Cost $6,000. 4. Two Computer Terminals for Patrol Access. These computer terminals would be placed in the briefing and report writing room. It would allow any Patrolman access to the non -classified information in the Police Department's computer system. These terminals will greatly enhance the utilization of the computerized information. It also brings some word processing abilities to the individual Patrol Officer. Cost $1,000. Asset Forfeiture Purchases January 28, 1991 Page 3 5. D.A.R.E. Aeroplane. Officer Darryl Pang of the Police Department proposed a radio controlled aircraft be incorporated as a part of the D.A.R.E. Program. Research of this idea showed there was considerable interest and support, not only within the Police Department, but within the Tustin Unified School District, for this concept. Appropriation of this money will allow us to purchase the demonstrator aircraft for usage in the D.A.R.E. Program, bringing the message to the youth of the community that there are many productive areas in which to channel their interests and abilities rather than in ways that are sociably unacceptable. Cost $2,500. 6. Replacement Canine. Canine Ringo currently is experiencing medical problems which have forced him into an early retirement. Ringo is our Police Canine who is trained in narcotic detection. This forced retirement has not hindered Ringo's ability to detect narcotics nor the Department's ability to utilize him in narcotic detection. However, Ringo is no longer physically able to perform general service police canine work. These funds will allow the Department to replace Ringo with an animal capable of performing full service canine duty. Cost $5,000. 7. Traffic Section Computers. The Traffic Section currently utilizes an outmoded, outdated HP150 computer for their data processing. This computer is not compatible with other Department computers. It is currently not in production and service is no longer available on it. These funds will be utilized to purchase a Traffic Section computer work station consisting of a computer CPU and printer. It also includes a software package which is dedicated to the Traffic Section, greatly assisting in the analysis and investigation of traffic accidents. A plotter is included in this to assist in graphically displaying the information analysis completed by the computer and software. Cost $10,000.
