Recommendation:
That the City Council, at the February 4, 1991 meeting, approve the
specifications for Renovation Improvements at Frontier Park's Play
Area and direct the City Clerk to advertise for bids as recommended
by the Parks and Recreation Commission and the Community Services
Department.
Backaround:
In the process of developing the 1989-90 Capital Improvement
Program, renovations of the play area at Frontier Park were
identified as a priority. On November 28, 1989, Community Services
Department staff along with five Parks and Recreation Commissioners
and project designer Leslie Temple of Cardoza Dilallo Harrington,
met with residents who live in the neighborhood surrounding the
park. At this meeting the neighbors selected the concept plan
attached. The scope of this project includes: Extensive regrading
of the play area; concrete work to enclose the play areas including
an area for tots and an area for older children; removal of the
fort structure; filling the play areas with sand; reusing existing
suitable play equipment; and phasing in new play equipment over the
next five years.
At the December 14, 1989 Parks and Recreation Commission meeting,
the Commission recommended to begin working drawings for the
project. Following the Planning Commission's approval to amend
Conditional Use Permit 73-18 on January 8, 1990, working drawings
were begun. These drawings have been completed and all approvals
required by the City plan check process have been obtained. On
January 17, 1991 the Parks and Recreation Commission recommended
that the City Council authorize advertisement for bids for the
project.
Discussion:
Funds for the project were approved in the 1990-91 Capital
Improvement Budget. The most recent cost estimate for the project
