PARKER, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS SUMMARY: The following report provides a summary of projects and activities from the Community Development Department to the Tustin City Council. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the City Council receive and file this item. FISCAL IMPACT: No fiscal impact. CORRELATION TO THE STRATEGIC PLAN: This summary of projects report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. DISCUSSION: Below are updates from the Community Development Department related to: the Old Town area; Tustin Legacy; other planning and building project updates throughout Tustin; recent actions taken by the Zoning Administrator; recent Certificate of Appropriateness documentation; and, updates related to Code Enforcement. Summary of Projects August 2, 2016 Page 2 Old Town Updates • Downtown Commercial Core Plan: During 2015, the City of Tustin continued with the implementation of the Downtown Commercial Core Plan (DCCP). The goal of the DCCP is to develop a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. City staff is currently reviewing Requests for Proposal for Main Street improvements which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating. Parking options for the area are also being evaluated. • Zama Tea (434 EI Camino Real): This tea shop in the Jabberwocky building celebrated their grand opening in April 2016. This specialty shop features organic snacks, brewed iced tea and hot tea, 120 varieties of loose-leaf tea for sale, as well as kombucha tea on tap. American Grub Burgers & Sandwiches (365 EI Camino Real): is now open next to The Swinging Door at the former Fred & location. This restaurant incorporates outdoor seating, as well as window to provide food for patrons in The Swinging Door. A grand opening event for the restaurant was held on March 10, 2016. • Grace Music (130 W. Main Street): This new music store which specializes in stringed instrument repairs, sales, and rentals, is now open. Time Watches Pawn Use & EI Camino Cafe Outdoor Seating (195 EI Camino Real): The existing business at 195 EI Camino Real, Time Watches, was authorized by the Planning Commission to commence with a pawn brokering component to the business. The pawn use would consist of ancillary jewelry and watch sales and is limited to selling items typically sold at a jewelry store. In addition, plans are under review by City Staff for a Type 41 ABC License and outdoor seating at EI Camino Cafe. A new restaurant Daffy's Antiques a "pass-through" Summary of Projects August 2, 2016 Page 3 • Future Restaurant Tenant (330 EI Camino Real): City staff is currently completing the preliminary review of a proposal to undergo tenant improvements at the former Kelly's Cards & Gifts retail space preparing it for a future restaurant use. The proposal includes a remodel of the tenant space as well as the addition of outdoor seating. • Vintage (420 W. Sixth Street): An application and plans are currently under review by City Staff for a new townhome community consisting of 140 residential units. Public hearings before the Planning Commission and City Council are anticipated to be held in the Fall for this project. Summary of Projects August 2, 2016 Page 4 Tustin Legacy Updates • Greenwood in Tustin Legacy (250 Downs Road): A total of 375 detached homes are being built by CalAtlantic Homes. M ! � A • h • New Orange County Animal Care Facility (1630 Victory Road): The County of Orange recently submitted an application to construct a new animal care facility on a 10 -acre site in Tustin Legacy (located in Area 7 on the attached Tustin Legacy Map). This new facility will replace the existing facility in Orange. The plans for the new 15,000 square foot facility are currently under review by City Staff. A groundbreaking ceremony is anticipated to be held on July 29, 2016. • South Orange County Community College District (SOCCCD) Advanced Technology and Education Park (ATEP) Campus (Armstrong Avenue/Valencia Avenue): The plans are under review by City Staff for the first ATEP building, which will house career technical programs for Irvine Valley College. A groundbreaking ceremony for the site is scheduled to be held on September 16, 2016, and construction is anticipated to be complete on the first building by 2018. —J —b + b,rar of Summary of Projects August 2, 2016 Page 5 • Mixed -Use Urban Village (Neighborhood D, Community Core): An Exclusive Agreement to Negotiate with OliverMcMillan Tustin Legacy, Inc has been approved for the development of a mixed-use urban village concept within the community core of Tustin Legacy. Next steps include the preparation of a concept plan and business plan as the basis for drafting the Disposition and Development Agreement for the urban village. This project is located in area 15 on Attachment A (Tustin Legacy Map). Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue): On June 2, 2015, the City Council approved an Exclusive Agreement to Negotiate with Lincoln Property Company for the development of a creative office complex. The development proposal includes a variety of uses such as: research and development; professional office; specialized employment; retail; and, a food hall including a connection into Tustin Legacy Park. Lincoln Property Company has now submitted entitlement applications for the project, and they are under review by City Staff. Staff is anticipating bringing the project forward for Planning Commission and City Council review during Fall 2016. • The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue). A request was approved to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants anticipated in the new shopping center include: Stater Bros; CVS Pharmacy; Bank of America; and, Hoag. Plans for construction of the new center are currently in plan check, and Regency Centers is anticipating breaking ground on The Village at Tustin Legacy in 2016. Veterans Sports Park (Valencia Avenue): This approximately 30 -acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park is currently in the final stages of design and construction is scheduled to begin in 2016. Summary of Projects August 2, 2016 Page 6 Army Reserve Land Exchange/Relocation (Red Hill Avenue / Warner Avenue): The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Army and the City of Tustin. A groundbreaking ceremony for the new site was held on November 19, 2015, and construction is in progress for the new Reserve Center. It is anticipated to be complete in approximately two (2) years. Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26 - acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan. The park is currently in the final stages of design and construction of the park and detention basin is scheduled to begin in Fall 2016. • Tustin Legacy Specific Plan Amendment: The Specific Plan Amendment will incorporate mixed-use, transportation oriented development, and a main -street concept. City Staff continues to work with PlaceWorks on the plan for the area. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments which have been collected. Staff and PlaceWorks are currently working on technical documents along with the Supplemental FORMS. Public hearings are anticipated to be scheduled before the Planning Commission and City Council are anticipated to be held during Fall/Winter 2016. Target (2300 Park Avenue): Target has completed an interior remodel to their store. The tenant improvements consisted of a remodel to the Starbucks, the addition of a Which Which Superior Sandwiches within the food court area, and additional display upgrades throughout the store. Summary of Projects August 2, 2016 Page 7 • Whole Foods (2847 Park Avenue): Whole Foods is anticipated to begin an interior remodel in June. The remodel will consist of removal of their craft wine and beer bar, replacing with a new restaurant offering regional wines and select craft beers. An additional restaurant, Mendocino Farms, will be locating inside the store as well. • Union Market (2493 Park Avenue): The final tenants have begun to open at Union Market including recently: Cubed; Churned Creamery; and, Hatch. Belage Bakery is anticipated to open soon. 44 cubed RAV liar ESTP '- 2015 H A T C H r A 101 • i, • Planet Fitness (2495 Park Avenue): This new fitness center recently signed their lease with The District, and anticipates opening during Spring 2017 in the former Designer Shoe Warehouse (DSW) tenant space. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Other Updates • Hopdoddy Burger Bar (3030 EI Camino Real): This restaurant, which features craft beer and burgers, is anticipated to open in a newly constructed tenant space in The Market Place. Tenant improvements are now underway at the site, and Hopdoddy is projecting an opening date of August 15, 2016. Summary of Projects August 2, 2016 Page 8 • Snooze A.M. Eatery (3032 EI Camino Real): A new restaurant featuring breakfast and lunch food and specialty drinks is now open in the newly constructed tenant space next to Hopdoddy in The Market Place. Nekter Juice Bar (2937 EI Camino Real): A new Nekter Juice Bar has opened this past June, in the former Jamba Juice tenant space within The Market Place. Nordstrom Rack (2882 EI Camino Real): Nordstrom Rack will be locating in the former Toys R Us space within The Market Place. Tenant improvements are in anticipated to open on September 1, 2016. progress and Nordstrom Rack is • Wokcano (3015 EI Camino Real): Wokcano is a new sushi/fusion restaurant which will be opening in The Market Place, adjacent to Jared Jewelers. They are completing construction and anticipated to open Summer 2016. Red Hill Specific Plan (Red Hill between San Juan & Mitchell): The City Council directed staff to study the Red Hill Corridor area in response to a workshop regarding density and improvements to the corridor. The study for RCSP would look at the Red Hill Corridor comprehensively. The study would determine the project's boundary, appropriate density/intensity, development standards and impact analysis, and implementation plan. A workshop to discuss the plan for the area was held on July 21, 2016. Veterans Housing (14741 & 14751 Newport Avenue): The City of Tustin recently sold two (2) city -owned fourplexes to the Orange County Rescue Mission which will provide 32 homeless veterans with housing at the site. Each fourplex has two (2) three-bedroom units, one (1) two-bedroom, and one (1) one - bedroom unit. Renovations have been completed, and residents are anticipated to begin moving into the homes in the coming weeks. Chronic Tacos (14075 Newport Avenue): Permits have been issued for a new restaurant to locate within the Tustin Strata Center. Interior improvements to the space are now in progress, and the restaurant is anticipated to open soon. Summary of Projects August 2, 2016 Page 9 • Trader Joe's (1198 Irvine Boulevard): Trader Joe's has now relocated from their prior location off of Newport Avenue, to the former Longs Drugstore location in the Tustin Heights Shopping Center. Their grand "re -opening" was held on July 1. • Sycamore Grove (1872 San Juan Street): In October 2014, the Planning Commission approved a request to subdivide an approximately 2.25 acre site for condominium purposes and to construct 26 single-family residences. Permits have been issued for 22 of the units as well as two (2) model homes, and construction is underway at the site. The grand opening for the model homes was held on July 9, 2016. Condominium Development (1381 — 1391 San Juan): The Planning Commission approved the subdivision of the existing lot along with a conditional use permit and design review to construct five (5) single family detached condominiums at the existing site. Plans for construction of the new homes are currently under review by staff. . Summary of Projects August 2, 2016 Page 10 • New Creative Office (14171 — 14201 Franklin Avenue): An application has been submitted to remodel the existing industrial/laboratory building converting it to creative offices at subject location. Plans for the interior and exterior improvements, which includes improvement of the existing adjacent vacant parcel into new parking lot, are under review by staff. • Taqueria De Anda (14232 Newport Avenue): On September 8, 2015, the Planning Commission approved a request to construct a new family owned Mexican food restaurant which will include indoor seating, a drive thru, walk-up window, and ancillary outdoor seating. Plans for construction of the new restaurant are in plan check. • DaVita (721 West First Street): Tenant improvements for a new DaVita Tustin Ranch Dialysis Center have been completed. The center is currently working on obtaining their license from the State in order to commence operations. In addition, plans for the subdivision of the property and the construction of a new 7,200 square foot medical office were recently approved by the Planning Commission at their meeting on April 26. Creamistry (13681 Newport Avenue #7): A new frozen liquid nitrogen ice cream shop has been completing tenant improvements and is anticipated to open soon in Tustin Plaza off of Newport Avenue and Main Street. Summary of Projects August 2, 2016 Page 11 • Tustin Village Plaza (15761 Tustin Village Way): Multiple tenants currently have plans in review for individual tenant improvements within this newly reconstructed shopping center. Tenants anticipated to occupy the existing spaces include a new market/convenience store, ice cream shop, seafood restaurant, and various retail uses. Zoning Administrator Actions • New Animal Clinic (14051 Newport Avenue): On May 2, 2016, the Zoning Administrator approved a request to operate a new animal clinic in an existing tenant space in the Tustin Freeway Center. Plans for the animal clinic are currently under review by staff. Wagly (13942 Newport Avenue): On May 16, 2016, the Zoning Administrator approved a request to operate an animal clinic, grooming, and animal kennel/day care facility in the former Petco tenant space on the corner of Newport/EI Camino Real. Plans for Wagly are currently in plan check. 4 _ • McDonalds Drive-Thru (2452 Bryan Avenue): In January 2016, the Zoning Administrator approved a request for McDonalds to remodel their existing single -lane drive-thru to a double - lane and to revise their hours of operation. Construction of the new drive-thru is in progress. • Americana Getaway (111 Fashion Lane): Construction is complete on a new adult day care and services center, and this new facility celebrated their grand opening on June 23, 2016. Summary of Projects August 2, 2016 Page 12 • 17th Door Haunted House (2856 EI Camino Real): The establishment of a temporary haunted house within an existing tenant space at The Market Place was approved by the Zoning Administrator in June 2016. Code Enforcement Updates • Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) fiscal years, through the year-to-date. Attachment B to this report includes the locations of graffiti incidents from January 2016 through the present. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2016-17 fiscal year, City staff is focusing on high and low priority inspections. They are aiming to complete 24 such inspections by the end of the fiscal year, and 15 inspections by the end of the 2016 calendar year. Summary of Projects August 2, 2016 Page 14 o Commercial NPDES Inspections: This year, City staff is focusing on high and low priority inspections. They are aiming to complete 27 inspections for the current fiscal year, and are anticipating completing 11 of those inspections by the end of the 2016 calendar year. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 123 properties that have a WQMP in place. Of those 123 properties, 16 are public projects. There are 14 WQMP's currently under review by staff.
