STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE VICTORY ROAD EXTENSION ROADWAY CONSTRUCTION PROJECT (CIP NO. 70221) SUMMARY The plans and specifications for the Victory Road Extension Roadway Construction Project (CIP No. 70221) have been substantially completed, pending final approval of the Project Environmental Review Form (PERF) T-012 and applicable portions of plans and specifications pertaining to the PERF by the Department of the Navy. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 16-35 approving the plans and specifications for the Victory Road Extension Roadway Construction Project (CIP No. 70221); and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital Improvement Program for the project in the Victory Road Extension Roadway Construction Project (CIP No. 70221). The engineer's estimate for the project is $3,200,000. The project is funded through a combination of sources that include Santa Ana -Tustin Transportation System Improvements Authority (TSIA), Community Facilities District (CFD 14-1) and contribution from South Orange County Community College District (SOCCCD). The total project cost to be split 50/50 with SOCCCD. CORRELATION TO THE STRATEGIC PLAN The construction of Victory Road extension from Red Hill Avenue to Armstrong Avenue contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION AND BACKGROUND The Victory Road (formerly Bell Avenue) extension from Red Hill Avenue to Armstrong Avenue improvements consists of grading, construction of roadway, storm drain, sidewalk and dry utility, and domestic water, reclaimed water and sanitary sewer installation for IRWD. Stack, P.E. ire to f Public Works/City Engineer Attachment 1: Resolution No. 16-35 Attachment 2: Location Map S1C4 Carol IBW4 016 Carol Ilan WQ-201WWM P&S fa V4M Road E4wsion (GP 70221(WpprvA P&S for Von Road ExWWm (GP 70221}d= RESOLUTION NO. 16-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE VICTORY ROAD EXTENSION ROADWAY CONSTRUCTION PROJECT (CIP NO. 70221) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Victory Road (formerly Bell Avenue) roadway extension from Red Hill Avenue to Armstrong Avenue (CIP No. 70221); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, That on January 16; 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76, approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. On May 13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and WHEREAS, an environmental checklist was prepared for the proposed project that concluded no additional environmental impacts would occur from approval of the project. The Environmental Analysis Checklist concludes that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment because all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation measures that are imposed upon the proposed project; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Victory Road Extension Roadway Construction Project (CIP No. 70221) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 2nd day of August 2016.
