WATER QUALITY INSTALLATION (CIP NO. 50038) AND TUSTIN LEGACY
LINEAR PARK IMPROVEMENTS (CIP NO. 20077) SEGMENT 1 AND 2
CONSTRUCTION PROJECT
SUMMARY
Staff is recommending that the City Council award the construction contract for the Detention Basin
Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park
Improvements (CIP No. 20077) Segment 1 and 2 Construction Project to the lowest responsive /
responsible bidder, RASA Construction, Inc.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Detention Basin
Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park
Improvements (CIP No. 20077) Construction Project to the lowest responsive/responsible bidder,
KASA Construction, Inc., and waive any minor irregularity in the Bid Proposal in the amount of
$5,117,105.75 and authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital
Improvement Program for the project in the Detention Basin Landscaping and Water Quality
Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077)
Construction Project. The project is funded through MCAS Backbone Infrastructure Fees (Fund
187), Community Facilities District 14-1 (Fund 443) and OCTA Measure M-2 Environmental
Cleanup Program Grant (Fund 139).
Project expenditures include:

CORRELATION TO THE STRATEGIC PLAN
The Detention Basin Landscaping and Water Quality Installation and Tustin Legacy Linear Park
Improvements contribute to the fulfillment of the City's Strategic Plan Goal A: Economic and
Neighborhood Development. Specifically, the project implementation of Strategy 1, which among
other items, is to develop critical phases of Tustin Legacy.
DISCUSSION AND BACKGROUND
On February 16, 2016 City Council approved plans and specifications and authorized the City
Clerk to solicit bids. On May 17, 2016 City Council rejected all bids and authorized the City Clerk to
re -advertise for bids. The detention basin project at the corner of Red Hill Avenue and Barranca
Parkway consists of landscaping, irrigation and water quality installation. This portion of detention
basin project is partially funded by OCTA Measure M-2 Environmental Cleanup Program grant.
The Segment 1 and 2 of the linear around the detention basin consists of general clearing and
grubbing, grading, construction of trails and amphitheater, landscape improvements and
monument sign installation at the corner of Barranca Parkway and Red Hill Avenue. The Segment
3 and 4 of the linear park from the detention basin to Armstrong Avenue including the parking area
will be graded only at this time and the landscape and park improvements will be constructed at a
later date in conjunction with the Cornerstone 1 Development project.
Formal bids were publicly opened on June 28, 2016 and reviewed by Public Works. Seven (7) bids
were received by the noticed deadline and are summarized below by order of least dollar amount:

Staff has reviewed the references and verified the State Contractor's License for KASA
Construction, Inc. and has determined that they are in good standing and current.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder and waive any minor irregularity in the Bid Proposal, KASA
Construction, Inc., and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
