STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MOFFETT DRIVE EXTENSION (CIP NO. 70230), LEGACY ROAD EXTENSION (CIP NO. 70231), FUTURE TUSD SCHOOL SITE (CIP NO. 70234) AND CITY PROPERTY (CIP NO. 70235) GRADING PROJECT SUMMARY The plans and specifications for the Moffett Drive Extension (CIP No. 70230), Legacy Road Extension (CIP No. 70231), Future TUSD School Site (CIP No. 70234) and City Property (CIP No. 70235) Grading Project have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 16-44 approving the plans and specifications for the Moffett Drive Extension (CIP No. 70230), Legacy Road Extension (CIP No. 70231), Future TUSD School Site (CIP No. 70234) and City Property (CIP No. 70235) Grading Project; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital Improvement Program for the project. The engineer's estimate for the project is $3,500,000. The project is funded through a combination of sources that include Land Sale Proceeds (Fund 189), Community Facilities District 14-1 (Fund 443), Community Facilities District 06-1 (Fund 434), and Community Facilities District 06-1 Annexation (Fund 438). Approximately $2,100,000 of this estimate is attributed to grading 41.1 acres for the development of a campus by TUSD. CORRELATION TO THE STRATEGIC PLAN The grading of Moffett Drive extension from Tustin Ranch Road to Legacy Road, Legacy Road extension from Valencia Avenue to Moffett Drive, future TUSD School site and City property contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION AND BACKGROUND The Moffett Drive extension from Tustin Ranch Road to Legacy Road, Legacy Road extension from Valencia Avenue to Moffett Drive, future TUSD School site adjacent to Valencia Avenue, Tustin Ranch Road and future Legacy Road and City Property adjacent to TUSD School site, Plans and Specifications Approval for Moffett Drive, Legacy Road, TUSD Site and City Property Grading August 2, 2016 Page 2 Tustin Ranch Road, future Moffett Drive and future Legacy Road grading project consists of rough grading and erosion control. RESOLUTION NO. 16-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MOFFETT DRIVE EXTENSION (CIP NO. 70230), LEGACY ROAD EXTENSION (CIP NO. 70231), FUTURE TUSD SCHOOL SITE (CIP NO. 70234) AND CITY PROPERTY (CIP NO. 70235) GRADING PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Moffett Drive extension from Tustin Ranch Road to Legacy Road (CIP No. 70230), Legacy Road extension from Valencia Avenue to Moffett Drive (CIP No. 70231), future TUSD Scholl site (CIP No. 70234) and City Property (CIP No. 70235) grading project; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and V n WHEREAS, That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76, approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. On May 13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and WHEREAS, an environmental checklist was prepared for the proposed project that concluded no additional environmental impacts would occur from approval of the project. The Environmental Analysis Checklist concludes that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment because all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation measures that are imposed upon the proposed project; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Moffett Drive Extension (CIP No. 70230), Legacy Road Extension (CIP No. 70231), Future TUSD School Site (CIP No. 70234) and City Property (CIP No. 70235) Grading Project BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 2nd day of August 2016.
