SUBJECT: ALTERNATIVE ON -STREET PARKING OPTIONS SOUTH OF 1-5
SUMMARY
After the introduction and adoption of the first reading of Ordinance No. 1468 to establish
preferential permit only parking on Carfax Drive, Charloma Drive, Del Amo Avenue, Drayton
Avenue and Mear Lane, the City Council directed Staff to identify and explore alternative options to
on -street parking particularly in the section of the city south of 1-5.
This action was prompted after residents from nearby owner occupied multi -family and apartment
complexes expressed concerns over the continual reduction in available overnight public street
parking by the establishment of preferential permit parking zones in and around the area.
City Staff has identified several public right-of-way options for additional on -street overnight parking
considerations that warrant further evaluation, coordination and technical analysis. Each option
could potentially decrease the need for preferential permit parking in certain circumstances by
enhancing the supply of overnight parking on public streets but operational issues for restrictive
limited use, enforcement, and circulation, most significantly along the arterials of Newport Avenue
and Red Hill Avenue corridors need further technical analysis. Options involving the beneficial use
of privately held land are excluded as the City has no authority to impose parking enhancements or
use of private land for the benefit of the general public in this regard.
In the short term, staff reduced red curb on Sycamore Avenue and Walnut Avenue between
Newport Avenue and Red Hill Avenue and will install pavement markings along School Road and
Service Road while options for additional on -street parking, including the west side of School Road,
are analyzed for capacity and circulation. Options in this regard must consider operational issues
involving the fully signalized intersection at Red Hill and Service Road, the adjacent A.G. Currie and
Jeane Thorman TUSD schools, together with operational logistics for both the City Corporation
Yard and Tustin Unified field services facilities.
Near Term Implementation (30-45 days):
Newport Avenue, South of Sycamore Avenue — on -street diagonal/head-in parking

Long Term Study (4-6 Months):
• School Lane/Service Road, Sycamore Avenue to Red Hill Avenue — circulation and full
utilization of on -street capacity for parallel (both sides)/diagonal parking
• Newport Avenue and Red Hill Avenue — South of 1-5 to Sycamore Avenue — restricted
overnight parking
• Browning Avenue — Walnut Avenue to Nisson Road — on -street diagonal/head-in parking
RECOMMENDATION
It is recommended that the City Council:
Appropriate $50,000 from undesignated general fund reserves and authorize staff to issue
Requests for Proposals for a technical Traffic Parking and Circulation Study to evaluate all
opportunities and constraints for additional on -street parking in the area south of Interstate 5 (1-5)
adjacent to both the Newport Avenue and Red Hill Avenue Corridors and to coordinate with the
Orange County Transportation Authority (OCTA) as necessary on all viable options that may affect
Measure M eligibility and return to City Council for further consideration.
FISCAL IMPACT
The proposed recommended budget to implement the study for this study is $50,000. Funding is
currently available in the FY 2016/2017 Public Works/Engineering Division and Field Services
operating budgets to accommodate minor pavement markings and striping.
CORRELATION TO THE STRATEGIC PLAN
Fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically,
this action fosters the implementation of strategy #3, which among other items, are to ensure
continuous maintenance and improvement of traffic control and transportation facilities so that
Tustin can protect the health and safety and welfare of the public including those traveling upon
and parking upon City streets.
DISCUSSION AND BACKGROUND
At their regular meeting on July 5t�' after hearing the public speak about Ordinance No. 1468 and
adopting the first reading of the ordinance to establish preferential permit only parking on Carfax
Drive, Charloma Drive, Del Amo Avenue, Drayton Avenue and Mear Lane, the City Council directed
Staff to identify alternative options to on -street parking particularly in the section of the city south of
1-5.
Immediate action implemented by Public Works Staff reduced red curb on Sycamore Avenue and
Walnut Avenue between Newport Avenue and Red Hill Avenue which resulted in an additional 20
parking spaces.
Staff has also identified two options that can be implemented within the near term upon Council
approval. One involves modifying School Lane/Service Road to maximize parallel parking
utilization by placing pavement markings along the street to purposefully define the parking space
designation while more long-term options are studied for possible one-way street circulation
coupled with diagonal or parallel parking orientations. The second involves modifying Newport
Avenue south of Sycamore Avenue from 4 to 2 lanes with head -in or diagonal parking orientation
resulting in an increase of almost double the current number of available parallel parking spaces.
The latter would be an interim/temporary street condition until such time capacity is needed and

Newport Avenue is extended to Edinger Avenue. It is anticipated that this utilization of available
street capacity along Newport Avenue will require a letter agreement between the City and the
OCTA as it is a modification to a designated Master Plan of Arterial Highway roadway. The
agreement would subsequently be brought back before the City Council for formal adoption.
Please note that any potential change or use of a designated Master Plan of Arterial Highway (i.e.
Newport Avenue, Red Hill Avenue, Browning Avenue, etc.) that affects the MPAH designation,
namely the volume capacity of the arterial, will require an agreement with OCTA to maintain
Measure M eligibility.
The option of the parking study that will take approximately 4-6 months will explore alternative
parking options including but not limited to evaluating restricted overnight parking on Newport
Avenue and Red Hill Avenue, one-way circulation parallel and/or diagonal parking along both sides
of School Lane and Service Road where there currently is no sidewalk and Browning Avenue from
Walnut Avenue to Nisson Road as a potential candidate for diagonal or head -in parking.
The possibility of nighttime parking at the nearby hospital and schools was also raised but not
favored by the private property owner or the school district, each expressing concerns regarding
Conditional Use Permit compliance and administrative/regulatory enforcement challenges,
respectively.
