REGUL�. MEETING OF THE TUSTIN CIT.,-jOUNCIL
JANUARY 21, 1991
The City Council meets the first and third Monday of every.month at 7:00
p.m. in the City Council Chamber at 300 Centennial Way.
This agenda contains a brief general. description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City Council agenda books located in the Police Department and
the Tustin Library. These same books are also provided for public use in
the Council Chamber during the Council meeting. Listening devices for the
hearing impaired are available upon request from the City Clerk. Smoking is
prohibited in the Council Chamber; however, if you desire to smoke, an
outside speaker has been provided.

VII. PUBLIC INPUT - At this time members of the public may address the City
Council regarding any items not on the agenda within the subject
matter jurisdiction of the City Council provided that NO action may be
taken on off -agenda items unless authorized by law.
VIII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.
1. APPROVAL OF MINUTES - JANUARY 7, 1991 REGULAR MEETING
Recommendation: Approve the City Council Minutes of January 7,
1991.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $2,446,450.06
and ratify Payroll in the amount of $258,135.46.

Recommendation: Modify Condition 8.5 and 8.9 of Resolution No.
2795 by the adoption of Resolution No. 91-8, as submitted or
revised, as recommended by the Community Development Department.
7. RESOLUTION NO. 91-7 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING FINAL PARCEL MAP 90-104
Recommendation: Adopt Resolution No. 91-7, as submitted or
revised, approving Parcel Map 90-104 as recommended by the
Community Development Department.
S. PROPOSED CONTRACTS WITH THE COUNTY OF ORANGE FOR PROVISION OF
REHABILITATION OF PRIVATE PROPERTIES AND PUBLIC FACILITIES AND
IMPROVEMENTS - 16TH YEAR HOUSING AND COMMUNITY DEVELOPMENT PROGRAM
Recommendation: Approve subject contracts as submitted as
recommended by the Community Development Department.
9. RESOLUTION NO. 91-11 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
ELECTRIC UTILITY SERVICE CONVERSIONS AT 14462 RED HILL AVENUE AND
14421 RED HILL AVENUE
Recommendation: Adopt Resolution No. 91-11 approving plans and
specifications for subject project and directing the City Clerk
to advertise for bids as recommended by the Public Works
Department/Engineering Division.
10. COOPERATIVE AGREEMENT BETWEEN THE CITY OF SANTA ANA AND THE CITY
OF TUSTIN FOR THE IMPROVEMENT OF RED HILL AVENUE FROM BARRANCA
ROAD TO WARNER AVENUE
Recommendation: Authorize the Mayor and City Clerk to execute
subject agreement as recommended by the Public Works Department/
Engineering Division.
11. AWARD OF CONTRACT FOR CONSTRUCTION OF EMBOSSED CONCRETE MEDIAN
PAVING IMPROVEMENTS AT VARIOUS LOCATIONS
Recommendation: Award the contract for subject project to
Nobest, Inc., of Westminster in the amount of $36,798.00 as
recommended by the Public Works Department/ Engineering Division.

12. COOPERATIVE REEMENT NO. D90-316 WITI [E COUNTY OF ORANGE TO

Recommendation: Authorize the Mayor and City Clerk to execute
subjectagreement as recommended by the Public Works Department/
Engineering Division.
13. RESOLUTION NO. 91-16 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE COMPLETED CONSTRUCTION
AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE CONSTRUCTION OF STREET, STORM DRAIN, UTILITY, GRADING AND
OTHER RELATED IMPROVEMENTS ON. AUTO CENTER DRIVE BETWEEN THE
EXISTING CUL-DE-SAC TERMINUS AND THE EL MODENA-IRVINE CHANNEL
Recommendation: Adopt Resolution No. 91-16 accepting the public
improvements along the easterly.extension of Auto Center Drive
and authorizing the recordation of the Notice of Completion for
the construction of the roadway improvements on Auto Center
Drive as recommended by the Public Works Department/Engineering
Services Division.
14. RESOLUTION NO. 91-10 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING DESTRUCTION OF CERTAIN
RECORDS
Recommendation: Adopt Resolution No. 91-10 allowing for the
destruction of applications and testing materials for
recruitments which have been closed for over two years as
recommended by the Administrative Services Department.
15. REJECTION OF CLAIM NO. 90-50 - CLAIMANT, JAMES EDWARD PRAHM; DATE
OF LOSS, 11/25/90; DATE FILED WITH CITY, 12/28/90
Recommendation: Reject subject claim for damages of an
undetermined amount as recommended by the City Attorney.
16. REJECTION OF CLAIM NO. 90-49 - CLAIMANT, RICHARD BETH; DATE OF

Recommendation: Reject subject claim for property damage in the
amount of $203.87 as recommended by the City Attorney.
17. RESOLUTION NO. 91-6 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 13824
Recommendation: Approve Final Tract Map 13824 by the adoption
of Resolution No. 91-6, as submitted or revised, as recommended
by the Community Development Department.
18. AUTHORIZATION TO ADVERTISE FOR BIDS FOR UPGRADING THE PARR
LIGHTING SYSTEM AT MAGNOLIA TREE PARR
Recommendation: Approve specifications for upgrading the
Magnolia Tree Park Lighting System and direct the City Clerk to
advertise for bids as recommended by the Community Services
Department.
19. INFORMATION/RECORDS MANAGEMENT PROGRAM
Recommendation: Authorize Director of Administrative Services
to execute an agreement with Susan Bigelow Associates in the
amount of $22,000 for consulting services to provide an
Information/Records Management Program, Phases I and II, for the
City Clerk's Office as recommended by the Administrative
Services Department.

20. AWARD OF CONTRACT FOR THE CONSTRUCTION OF ORANGE STREET
WIDENING/RECONSTRUCTION - HCDA PROJECT
Recommendation: Award a contract to Excalibur Contracting
Incorporated of Santa Ana, California, in the amount of
$166,208.65 and approve an $85,000.00 1990-91 supplemental
budget appropriation for subject project as recommended by the
Public Works Department/Engineering Division.

XI. OLD BUSINESS
1. COUNCIL POLICY REVISION - SECTION NUMBER 1 OF POLICY 4-05, NON-
RESIDENT REGISTRATION FEES
At the August 6, 1990 meeting, the City Council considered the
Park and Recreation Commission recommendation regarding revision
of the Non -Resident Recreation Fee Policy. The Council requested
the fee be reviewed again and requested additional information on
non-resident fees charged by other cities.
Recommendation: To revise Section Number 1 of Policy 4-05
(Attachment A) regarding non-resident fees for recreation programs
to be a separate $5.00 per class instead of the percentage and
earmark those funds for park development as recommended by the
Park and Recreation Commission and Community Services Department.
XI -I. NEW BUSINESS
1. ANNUAL REPORT OF THE AUDIT COMMITTEE AND SUBMITTAL OF THE CITY OF
TUSTIN'S COMPREHENSIVE ANNUAL FINANCIAL REPORT DATED JUNE 30, 1990
Status report of the Audit Committee's activities during the past
year and the Annual Financial Report.
Recommendation: Receive and file subject report.
2. REQUEST FOR WAIVER FOR SIDEWALK CONSTRUCTION AT 15602 MOSHER
AVENUE
The existing structure of 15602 Mosher Avenue is being remodeled
by the new tenants G.M.F. Robotics and as a result of this work
the project was conditioned to construct sidewalk improvements
along both street frontages per previous Council direction of
January, 1987. A petition dated December 19, 1990, requests that
the Council grant relief from the above mentioned sidewalk
construction requirements.
Recommendation: Deny the request of G.M.F. Robotics for relief
from sidewalk construction adjacent to their project at 15602
Mosher Avenue as recommended by the Public Works Department/
Engineering Division.

3. UNDERGROUNE 'OF OVERHEAD UTILITIES O &IN STREET BETWEEN 11C"
STREET AND ROUTE 55 ,FREEWAY
At their meeting of January 7, 1991, the City Council requested
that the undergrounding of overhead utilities on Main Street
between "C" Street and the Route 55 Freeway be agendized.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
4. REQUEST FOR STOP SIGNS - TUSTIN MEADOWS COMMUNITY ASSOCIATION
The Tustin Meadows Community Association -is requesting stop signs
be installed at the intersection of Roanoke Avenue and Darsy
Circle.
Recommendation: Direct staff to prepare a"warrant study for
consideration by the City Council at its February 4, 1991 meeting
as recommended by the City Manager.
5. NEWPORT AVENUE/WASS ANNEXATION NO. 1501 ESPLANADE/FAIRHAVEN/HOLT
ANNEXATION NO. 151, IRVINE BLVD./BROWNING ANNEXATION NO. 152
A petition to incorporate North Tustin was filed with the Local
Agency Formation Commission (LAFCO). Three competing annexation
petitions, Newport Avenue/Wass Annexation No. 150, Esplanade/
Fairhaven/Holt Annexation No. 151, and Irvine Boulevard/Browning
Annexation No. 152 were received by the City on January ll, 14,
16, 1991. Mayor Edgar has requested that each of the subject
annexation petition requests be placed on the agenda.
Recommendation: Pleasure of the City Council.
6. NORTH TUSTIN INCORPORATION - REVIEW OF FISCAL ANALYSIS BY STATE
CONTROLLER
Report regarding written requests from Mr. Douglas Chapman and
Marshall Krupp asking that the City of Tustin request that the
Local Agency Formation Commission (LAFCO) have the fiscal analysis
presented to LAFCO reviewed by the State Controller pursuant to
Sections 56833.3 of the Cortese -Knox Local Government
Reorganization Act.
Recommendation: Pleasure of the City Council.
XIII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - JANUARY 14, 1991
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
January 14, 1991.
2. PROPOSED REVISIONS TO STREET SWEEPING SCHEDULES INFORMATION REPORT
As a result of the recent Arroyo Associates Study of the Public
Works Department, Field Services Division will be implementing new

Recommendation: Receive and file subject report as recommended by
the Public Works Department/Field Services Division.
3. INFORMATION REPORT - I-5 WIDENING TUSTIN RANCH ROAD TO NEWPORT
AVENUE
At the January 7, 1991 City Council meeting, staff was directed to
send a letter to Caltrans requesting the remaining work on the
Tustin Ranch Road Interchange -Project be -accelerated by working,
overtime to minimize the impacts to the proposed ramp closures at
the Red Hill Avenue Interchange and the reduction of Red Hill
Avenue to one travel lane in each direction.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.

XVI. CLOSED SESSION
The City Council will recess to Closed Session to confer with the City
Attorney regarding pending litigation pursuant to Government Code
- Section 54956.9(b)(1) (in the reasonable opinion of the City Council,
based on an existing set of specific facts and circumstances, the
threat of litigation against the City is likely or would be likely if
discussed in an open and public meeting); and the City Council will
also recess to Closed Session to consider personnel matters pursuant
to Government Code Section 54957.
XVII. ADJOURNMENT
The City Council has scheduled dinner meetings with the Park -and
Recreation Commission on January 24, 1991, at 7:00 p.m. and with the
Audit Committee on January 28, 1991, at 7:00 p.m.
The next regular meeting of the City Council is scheduled for Monday,
February 4, 1991, at 7:00 p.m.
