SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE COUNCIL CHAMBER
RENOVATIONS CONSTRUCTION PROJECT CIP NO. 10075
SUMMARY
The plans and specifications for the Council Chamber Renovations Project (CIP No. 10075) have
been prepared and the project is ready to be bid.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 16-43 approving the plans and specifications for the Council
Chamber Renovations Project (CIP No. 10075); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital
Improvement Program for the Council Chamber Renovations Project (CIP No. 10075)
Construction Project. The engineer's estimate with contingency for the project is $835,000.
CORRELATION TO THE STRATEGIC PLAN
The Council Chambers Renovations Project contributes to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implementation of
Strategy 3, which among other items, is to ensure continuous improvement of public facilities.
BACKGROUND
Last year, the Police Department conducted a threat assessment for several City facilities to
analyze security and protection. The mission was to make recommendations that would
strengthen safety and provide provisions for enhanced security. The City Council Chamber was
part of this evaluation. A vigilant examination of primary access points to the facility was
conducted as well as key public access areas. The result of the study was that the Council
Chamber was vulnerable in various aspects.
A team of City staff members was assembled to work on this project. The team consists of
members from the City Manager's Office, Police, Finance/IT and Public Works Departments.

The team enlisted Griffin Structures, Inc. (construction management) and LPA, Inc. (architecture)
to assist in developing a precise scope of work. During the process the following items were
considered:
• Installation of ballistic hardening in key areas to include fixed security posts for police
department personnel. Included.
• Reconfiguration of and type of audience seating (i.e. number and location of aisles, bench
seating in some locations vs. chairs in all areas, etc). It was determined that the most cost
effective solution is replacement of the audience seating in its current configuration.
Included.
• Reconfiguration of the area to the right of the podium to accommodate large groups for
presentation. Included.
• Integrate audio visual components into a low -voltage electrical plan. Included.
• Review lighting design and convert to LED. Included.
Various aesthetic finishes were added to the scope as a result of installing the assisted listening
devices and audio visual components. For example, the assisted listening device will require that
a cable be installed under the carpet around the perimeter of the room to provide coverage for the
hearing impaired. Also, the wall coverings need to be replaced due to the new placement of the
audio visual equipment.
The plans and specifications have been completed and this project is now ready to advertise for
bid. The tentative schedule for construction of the project is as follows:

It is recommended the City Council adopt Resolution No. 16-43 approving plans and
specifications for the replacement of the Council Chamber Renovations Project (CIP No. 10075)
and authorize the City Clerk to advertise to receive bids.

RESOLUTION NO. 16-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS FOR THE COUNCIL CHAMBER
RENOVATIONS PROJECT CIP NO. 10075 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Council Chamber Renovations Project CIP No. 10075, and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 10075 project is categorically exempt from the requirements of
the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities;
and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Council Chambers Renovations Project
CIP No. 10075
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 16th day of August 2016.
