Adoption of Resolution No. 03-71 will confirm the annual
assessments for Fiscal Year 2003-2004.
Recommendation by the Public Works Department/Engineering

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, CONFIRMING THE LEVY OF ANNUAL

AND PUBLIC STREET LIGHTING EXPENSES IN THE TUSTIN

The proposed amendment would provide standards to second

Manager to execute a CaretakedProperty Management
Consultant Services Agreement between JHTM and Associates
and the City of Tustin to provide necessary caretaker services at

Ordinance No. 1273 renews a cable television system franchise
to Comcast of Los Angeles, Inc. known as Comcast Cable
Communications.

APPROVAL OF AN AGREEMENT WITH COMCAST OF LOS
ANGELES, INC. FOR PROGRAM PRODUCTION SERVICES
Federal law requires the City to reimburse Comcast for the cost
of local cable television program production expenses. The
proposed agreement provides for the continued broadcasting of
City Council meetings and the production of other community
programming while reimbursing Comcast for their costs.
Recommendation by the Public Works Department/Engineering
Division: Approve the agreement for program production
services with Comcast of Los Angeles, Inc. and authorize the
Mayor and City Clerk to execute the agreement.

HEARING AND ADOPTION OF THE MCAS TUSTIN
REDEVELOPMENT PLAN

Mayor Worley will call to order the joint session of the Tustin
Redevelopment Agency and the City Council of the City of
Tustin. The City Clerk will recall the roll of the City Council and
call the roll of the Tustin Redevelopment Agency.
The City Council and Redevelopment Agency are being
requested to conduct a joint public hearing on the MCAS Tustin
Redevelopment Plan and to make the findings necessary to
approve and adopt said Redevelopment Plan. The City Council
is being asked to approve the introduction of the Ordinance
approving and adopting the Redevelopment Plan.
Staff recommends that the Agency and City Council take the
following actions:
1. Open and conduct the Joint Public Hearing on the proposed
MCAS Tustin Redevelopment Plan;
Don Wagner, representing South Orange County Community
College, spoke in favor of MCAS Tustin Redevelopment Plan.
Tom Robershaw spoke concerning development of housing on
the MCAS Tustin Base;
Donna Burt, representing Tustin Unified School District, read a
letter in support of the MCAS Tustin Redevelopment Plan.
Dante Gumucio, Public Economics, Inc., spoke on behalf of
Orange County Department of Education, Rancho Santiago
Community College District, and Santa Ana Unified School
District.
2. Close the Joint Public Hearing and direct staff to prepare
written responses to any written objections to the
Redevelopment Plan.
Staff recommends that the Redevelopment Agency take the
following actions:
1. Adopt Resolution No. RDA 03-10:
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF TUSTIN, CALIFORNIA, FINDING AND
DETERMINING THAT THE USE OF MONIES FROM THE
LOW AND MODERATE INCOME HOUSING FUND OUTSIDE
THE BOUNDARIES OF THE MCAS TUSTIN
REDEVELOPMENT PROJECT AREA WILL BENEFIT THE

3. Adopt Resolution No. 03-81:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ADOPTING FINDINGS IN RESPONSE
TO WRITTEN OBJECTIONS RECEIVED FROM AFFECTED
TAXING ENTITIES OR PROPERTY OWNERS ON ADOPTION
OF THE REDEVELOPMENT PLAN FOR THE MCAS-TUSTIN

This item is the annexation of Loretta/BonnedMedford/Grovesite
county island properties from the Orange County unincorporated
