COMPUTER PURCHASE
SUMMARY
The Tustin Police Department is committed to a partnership with our business and
residential community to provide the highest level of service based on trust and
transparency. Recent nationwide events involving police use of force have generated
calls for law enforcement officers to wear body -worn cameras (BWCs). This video
footage will serve as another layer of transparency and provide unparalleled public
accountability by providing a more detailed and accurate account of the events. In terms
of evidence collection, the cameras will provide an invaluable record of statements,
physical evidence and the timeline of events during crimes in progress and other critical
incidents. The capture and recording of these critical incidents and police related
encounters will serve to further strengthen our relationship with the community through
increased trust and confidence.
In addition to the BWCs, the life cycle of the current Data 911 Mobile Data Computers
(MDCs) and In -Car Video system is coming to an end; the Police Department has
utilized this system in excess of six years. During this time, technology has advanced
rapidly and officers are beginning to see a significant decline in the functionality and
reliability of both the MDCs and the In -Car Video systems. The MDC is an important
means of communication between dispatch and field personnel, as well as serving as
an access point to various databases. The In -Car Video system is another critical
element to the collection of evidence and much like the BWCs, is another layer of
transparency and public accountability.
Over the past 14 months, staff conducted extensive research into options for BWCs,
MDCs and in -car video systems with the goal of finding an integrated media option.
Through the Request for Proposal (RFP) process and in-depth interviews of ten
different vendors, the decision was narrowed down to two MDC vendors and two
vendors offering integrated solutions for both in -car video and BWCs. After field-testing
the equipment from these vendors, it was determined the integrated In -Car Video and
BWC system from WatchGuard and the MDC from Dell were the best options for the
Police Department.

RECOMMENDATION
It is recommended the City Council:
1. Appropriate $670,612.78 from the Equipment Replacement Fund (Account
Number 184-80-00-9740).
2. Approve the acquisition of 42 Mobile Data Computers from Dell and 36 In -Car
Video systems and 100 Body -Worn Cameras from WatchGuard.

The chart above illustrates the replacement cost associated with the normal life cycle of
our current MDC and In -Car Video. These costs are listed under the column
"Replacement Costs". These costs represent expenses that would be realized by the
department without the implementation of Body -Worn Cameras (MDC and In -Car Video
replacement). The costs listed under "New Equipment" represents the cost inclusive of
Body -Worn Cameras and associated storage, maintenance, and warranty.
During the past seven years, $784,400.00 has been transferred to the "Equipment
Replacement Fund" from the General Fund (Account number 100-50-10-6847) for the
replacement of the In -Car Video system and MDCs.
It should be noted the future cost of Cloud Data Storage was constructed using
conservative data storage estimates from other agencies of similar size that are using
technology similar to what we are proposing. We also took into consideration our
current storage demands. When using cloud storage, costs are determined by the
amount of storage actually used on a monthly basis. If we use less than the amount of
storage estimated, a cost savings will be realized.
42 Mobile Data Computers are required for install in 37 police vehicles to include the
Command Post. The remaining 5 Mobile Data Computers will be used as spares in the

event of repairs or be assigned to Specialty Units/Area Commanders for special details
or critical events.
36 In -Car Video systems will be installed in all marked police vehicles, to exclude the
Command Post.
100 Body -Worn Cameras will be assigned to individual sworn personnel, leaving 6
available as spares in the event of breakage or repair.
CORRELATION TO THE STRATEGIC PLAN
Goal B: Public Safety and Protection of Assets — Ensure Tustin is an attractive, safe
and well maintained community in which people feel pride.
BACKGROUND/DISCUSSION
The implementation of body -worn cameras (BWCs) will enhance the Police
Department's ability to effectively fulfill the Department's mission and will provide
greater transparency, build upon our public trust, improve evidence collection and
provide first-hand proof of our professionalism. Based on evidence provided by the
Department of Justice, it is believed BWCs will decrease complaints against officers and
decrease use of force incidents. After implementing BWCs, complaints against officers
decreased by 88% in Rialto, California, decreased by 60% in Mesa, Arizona and
decreased by 23% in Phoenix, Arizona. In Rialto, incidents involving use of force
decreased by 60% after implementing BWCs. These reductions in complaints and use
of force incidents would realize a significant reduction in working hours for supervisors
and investigators that investigate these incidents.
In March of 2015, the Mobile Audio Video, Mobile Data Computer and Body -Worn Camera
(MMB) Committee was formed and included stakeholders from all of our divisions, as well
as members from the Tustin Police Officers Association and Tustin Police Support
Services Association. The primary goal of the committee was to research the options and
alternatives to our current systems, and to find a fully integrated system, which included an
in -car video system, body -worn cameras and new mobile data computers.
The committee began this project by conducting site visits at various police departments in
Orange County, Los Angeles County, and San Bernardino County to see what type of
equipment was being used, how their policy was written, what data storage options they
used, and lessons they learned while researching or implementing the different
technologies. In addition, members of the committee attended several trade shows,
including COPSWEST and the annual International Association of Chiefs of Police
Conference to identify current trends in technology.

During these site visits we discovered only three other agencies in Orange County have
implemented BWCs and of those agencies, none have implemented both BWCs and in -
car video. After careful consideration, the committee decided the benefits of having both
technologies were significant enough to recommend we keep both technologies. BWCs
typically do not capture the video through the windshield and usually capture the steering
wheel/dash of the vehicle. The in -car camera system also captures important information
such as vehicle speed, braking, the presence of lights and/or sirens in use, and video
footage from the front and rear interior of the vehicle (critical in prisoner transport).
Most agencies we visited that recently purchased MDCs decided to go with laptop
computers instead of a hard mounted monitor with a computer mounted in the trunk. One
of the major benefits of the laptop computer is field-based reporting and allows the officer
to type reports outside the vehicle. Another benefit is the easy repair/replacement of the
MDCs. Currently, when an MDC goes down for repair, so does the patrol car because the
computer is hard -mounted in the trunk. If a laptop MDC goes down, it can simply be
swapped out with a spare and the patrol car is back in service immediately. Additionally,
reports from different IT departments said the repair itself is easier with a laptop because it
can be removed and repaired indoors instead of trying to repair it in the back of a patrol
car.
On August 10, 2015, the committee put out a Request for Proposal (RFP) in an attempt to
locate/identify potential vendors. Technology in all the areas we are seeking is advancing
at a very fast pace and the MMB Committee was hoping to narrow down our search to
vendors that could provide a fully integrated solution. A total of ten vendors submitted
proposals. As a result, we invited all ten vendors to showcase their products during a
presentation in front of the MMB Committee. Based on the proposals submitted and
vendor presentations, the committee decided on two vendors (Dell and Getac) providing
an MDC solution and two vendors (WatchGuard and Taser) that provided an integrated in -
car video system and BWC solution to proceed to the testing phase.
During the testing phase, we installed each of the MDC solutions into a police car. We first
tested WatchGuard, installing the in -car video system into the cars with the Dell and Getac
MDCs. While testing the WatchGuard in -car video system, we also tested the WatchGuard
BWCs. We then removed the WatchGuard solutions and repeated the same process with
the Taser in -car system and BWCs. Each in -car system and BWC was tested for
approximately one month and the MDC solutions were each tested for approximately two
months.
As part of the testing process, officers utilizing the equipment were asked to complete
rating sheets to evaluate the effectiveness of each of the technologies. Each ranking on
a specific category was given a numerical score from 1 (poor) to 5 (outstanding). Some
of the categories evaluated were ease of use, reliability, durability, video quality, sound
quality and battery life. After compiling all of the rating results, a cumulative total was
given to each category based on the average of all responses received. Then all
categories were added and averaged to obtain one rating result. All results were
rounded to the nearest hundredth. See below tables for rating results:

After compiling the survey results from the BWC and in -car video testing, WatchGuard
was the preferred option of those who tested the equipment. WatchGuard received higher
overall ratings on both the BWCs and the in -car cameras. Of particular note were the high
ratings WatchGuard received in regards to video and audio quality for both the BWCs and
in -car video. Users also liked the adjustable lens on the BWCs and the panoramic video of
the in -car camera system. The WatchGuard in -car video system received considerably
higher marks than the Taser in -car system predominately due to the fact the system given
to us by Taser was a beta test unit, meaning they do not currently have an in -car video
system in production. As a result, many of the anticipated features were not included in the
beta version and were unable to be tested. For example, metadata such as vehicle speed,
GPS coordinates, vehicle braking, or the use of emergency lights were not captured by the
Taser in -car video system.
During the Taser in -car video testing, we discovered the implementation of the Taser
product would require additional hardware and on-going maintenance. Transferring the
video wirelessly would require an additional wireless router and a secondary air card from
separate vendors. These additional requirements would require a separate purchase and

would require an additional monthly service fee. By including additional vendors and
equipment, we run the risk of increased equipment failures and additional maintenance
costs.
Another concern in regards to the Taser in -car video system is the need for the system to
be run through the MDC. This requires the MDC to be on for use and uses valuable hard
drive space for its operation. The WatchGuard system runs through its own hard drive and
has its own video display independent of the MDC; if the vehicle is on so is the
WatchGuard in -car video. This is an important feature because in an emergency, an
officer may not have time to turn on the computer to activate the in -car video system. By
having the in -car video system always on, it ensures every incident which involves the
activation of emergency lights will be captured.
The survey results from the MDC testing indicated Dell was the preferred option of
those who tested the computer. Dell received higher ratings in every category
evaluated. Of particular note were the very high ratings Dell received in regards to
ruggedness and durability. Users also preferred the large handle on the front of the Dell,
which served as a place to rest the hand while typing and improved overall comfort and
use.

During our research, we discovered cloud storage as an option for our data storage needs.
Cloud storage is predominantly run through Microsoft Azure and is stored at a secure off-
site facility. Our data storage plan would be "geo-redundant" storage which means our
data would be stored at two separate secure off-site facilities, in the extreme case one
storage location is destroyed the other would still house our data. Microsoft Azure and
Amazon are currently the only two storage options that are CJIS (Criminal Justice
Information Services) compliant and applicable for government use. Neither Microsoft nor
Amazon has ever been compromised. In coordination with our IT Department, we decided
the best option would be to have a temporary on-site server which then pushes the data to
the cloud at a predetermined time. The benefit of temporarily having our data on a local
hard drive is the ability to quickly access the data without having to download or stream it

from the cloud. This medium is also the primary mode of connection to the cloud storage
under WatchGuard's transfer protocol.
With the uploading and downloading of large amounts of data, we believe a dedicated
data line is necessary. By using a dedicated line, instead of an existing City data line, the
infrastructure will not be slowed when large files are being transferred to the system or to
the cloud storage. WatchGuard obtained a quote from Microsoft Azure for the data line
and placed that cost, without markup, into their quote. Taser did not add this cost to their
quote and recommended we obtain a quote from Microsoft Azure. As a result, we added
the same cost quoted by WatchGuard into their cost proposal.
In addition to the In -Car Camera system and BWC, this project encompasses the
replacement of three interview room recording (video/audio) systems. The current
interview rooms are equipped with Data911 equipment and would not be compatible or
integrated with the WatchGuard storage/evidence management system. Keeping the
existing Data911 system would require additional and on-going software agreement costs
and in-house server maintenance. The annual cost to maintain the software upgrade and
maintenance agreement is $7,800.00 annually.
As part of the process, we had each of the companies tested submit quotes for pricing

This project represents a significant expense to the City and it was important to the
committee to research and ensure each of these companies were financially stable to
sustain a long-term relationship. Dell is a publically traded company and reports both
quarterly and annual financial information as disclosed in their filings with the SEC.
These are available for public review through EDGAR on the Security and Exchange
Commission's (SEC) database. Dell is a well -capitalized industry leader in the
technology sector, and the City is already a Dell enterprise customer. The committee
was satisfied with the available financial disclosures and as a result has made decision
to recommend Dell as our in -car computer solution.
WatchGuard is a privately owned company and is not required to publically report
financial data. During our on-site visit, committee members met with both the CEO and
President of the firm, and they openly reviewed financial information regarding past
performance with us. Secondly, the Detroit Police Department recently selected
WatchGuard as their BWC and In -Car Video solution. As part of their evaluation
process, they retained Ernst & Young to interview key management personnel and
provide insight regarding the financial health of the company. After reviewing Ernst &
Young's work product and interviewing high-level management within the company, we
are of the opinion WatchGuard meets the financial parameters required and as a result
made the decision to recommend them as our BWC and in -car video solution.
In addition to financial health, the committee researched customer references of other
agencies that have purchased and deployed the WatchGuard product. We wanted to
ensure the agencies we spoke with had sufficient time to deploy and evaluate the
product and customer service as delivered by WatchGuard Video post sale. We decided
to only contact agencies that have been WatchGuard customers for one year or more.
We contacted Monterey PD, Indio PD, Santa Barbara PD, Signal Hill PD, and lastly San
Luis Obispo PD. Each contact at these agencies had been actively involved in both the
vendor selection and the deployment of the WatchGuard product within their
departments. As expected, IT deployments such as these always have some degree of
challenge (configuration issues on backend software, improper installation by an
untrained third party vendor, or non -frequent hardware failure). Each department said
without hesitation that the service they received from WatchGuard was beyond what
they expected in the post -sale environment. During any deployment challenges,
WatchGuard went beyond their contract obligations to make sure each agency was
satisfied with their product and vendor selection. The committee found nothing in our
conversations and contacts with WatchGuard customers to indicate their level of service
after the sale would be anything less than exceptional.
POLICY IMPLEMENTATION
Another important step in the process was the development of policy to govern the use
and operation of BWCs. Unlike the in -car cameras and MDCs, BWCs have never been

deployed by our Department and as such, there was no policy to govern its use. We
established a sub -committee to develop a policy which learned from and built on
policies developed by the agencies we visited. We involved members of the MMB
Committee, the Tustin Police Officer's Association, Police Administration and the City
Attorney's Office to develop a comprehensive policy. The policy establishes clear and
consistent guidelines that address when and how video is captured, when the video is
reviewed and purged, and circumstances the video is to be used and/or shared.
Audio and video captured on in -car camera systems and BWCs are often used as
evidence during trials and as a result, it was very important for the MMB Committee to
seek the assistance and input of the Orange County District Attorney's Office. We met
with the District Attorney's Office who talked about cloud storage being the preferred
option due to the ability of forwarding video to them remotely, instead of the costly
process of downloading video/audio to discs and physically delivering it. We will
continue to work with the District Attorney's Office as they attempt to develop a County-
wide strategy for the transfer of digital media evidence.
If this proposal is approved by the City Council, we expect to begin the purchase and
implementation process within four to six weeks. We expect full implementation to take
approximately two months with a completion date in the latter part of 2016.
