HUSTON, CITY MANAGER CONSENT CALENDAR NO. 20 1-21-91 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR THE CONSTRUCTION OF ORANGE STREET WIDENING/RECONSTRUCTION - HCDA PROJECT RECOMMEN DATIUN : It is recommended that the City Council award a contract to Excalibur Contracting Incorporated of Santa Ana, California, in the amount of $166,208.65. It is also recommended that the City Council approve an $85,000.00 1990-91 supplemental budget appropriation for subject project. BACKGROUND: Bids for subject project were opened January 10, 1991 and eleven bids were received as follows: 1. Excalibur Contracting, Inc. $166,208.65 2. Guild Construction, Inc. 173,153.03 3. Sully -Miller Contracting Co. 175,764.15 4. Marnatt Construction Co., Inc. 184,744.45 5. J & B Kovac Engineering, J.V. 188,124.15 6. R.J. Noble Company 191,715.23 7. Excel Paving Company 198,754.63 8. Griffith Company 233,123.60 9. Clayton Engineering, Inc. 246,428.00 10. Damon Construction Co. 266,047.55 il. Belczak & Sons, Inc. 287,205.00 The low bid by Excalibur Contracting, Inc. is 4.5% below the Engineer's estimate of $174,000.00. This project includes the addition of Portland Cement Concrete sidewalk and curb and gutter, as well as asphalt concrete paving to widen the street section of Orange Street, between Bonita Street and Walnut Street, from an existing 30 feet to 36 feet. Also, to improve drainage in this relatively flat area, a storm drain, to collect nuisance water, will be constructed. Presently there is $85,900.00 of Housing and Community Development Agency (HCDA) funding available. As indicated in the previous staff memo of October 31, 1990 (copy attached) the shortfall of funding ($85,000.00) would have to be funded by other City funds. At this time it is not known whether the 16th year HCDA funds in the amount of $40,000 will be available for the project. It is recommended that the City Council adopt the attached resolution approving the plans and specifications for subject project and directing the City Clerk to advertise for bids. BACKGROUND: This project includes the addition of sidewalk and curb and gutter, as well as asphalt concrete paving to widen the street section of Orange Street, between Bonita Street and Walnut Street, from an existing 30 feet to 36 feet. Also, to improve drainage in this relatively flat area, a storm drain to collect nuisance water, will be constructed. Presently there is $88,800.00 of Housing and Community Development Agency (HCDA) funding available for this project.' To ease the burden of a lengthy and phased construction schedule on the area residents, it is recommended that the City fund the remainder of necessary. monies, $85,200.00, which may be partially reimbursed through future -16th year HCDA Grant Funds in the amount of $40,000.00.
