RESOLUTION NO. 91-4 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR WATER MAIN REPLACEMENT ON PROSPECT AVENUE, GARLAND AVENUE, WREATH PLACE AND CHAPLET PLACE Recommendation: Adopt Resolution No. 91-4 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. 11. PROFESSIONAL SERVICES AGREEMENT FOR RIGHT-OF-WAY ENGINEERING AND FINAL DESIGN OF YORBA STREET (FIRST STREET TO IRVINE BOULEVARD) Recommendation: Approve a professional services agreement with P & D Technologies for the right-of-way engineering and final design of Yorba Street (First Street to Irvine Boulevard) in the amount of $47,770.00 and authorize execution of the agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. RESOLUTION 1 91-1 - A RESOLUTION OF Th ITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORxS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR CONSTRUCTION OF TRAFFIC SIGNAL MODIFICATIONS AT VARIOUS LOCATIONS Recommendation: Adopt Resolution No. 91-1 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. 13. RESOLUTION NO. 91-3 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION AND CERTIFICATION AGREEMENT FOR THE CERTIFIED LOCAL GOVERNMENT HISTORIC PRESERVATION PROGRAM Recommendation: Approve the filing of an application for certification under the Certified Local Government Historic Preservation Program at the expanded level of participation; and appoint the Community Development Director or her authorized deputy as agent of the City to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the application for certification by adopting Resolution No. 91-3 as recommended by the Community Development Department. 14. MAIN STREET RESERVOIR Recommendation: Authorize staff to solicit proposals for the preparation of the site investigation/plan and environmental documentation for a 2.2 million gallon reservoir at the Main Street site and authorize a supplemental budget appropriation in the amount of $40,000 from the Water Capital Fund as recommended by the Public Works Department/Water Services Division. 15. PROFESSIONAL SERVICES AGREEMENT FOR THE WATER MAIN REPLACEMENT PROJECTS ON THEODORA DRIVE, LIVINGSTON AVENUE, LILLIAN WAY, CANDEDA PLACE, ROMANZA PLACE, LEON PLACE AND LEON WAY Recommendation: Approve a professional services agreement with Norris-Repke, Inc., for the water main replacement projects on Theodora Drive, Livingston Avenue, Lillian Way, Candeda Place, Romanza Place, Leon Place and Leon Way in the amount of $17,488.00 and authorize execution of the agreement by the Mayor and City Clerk as recommended by the Public Works Department/ Engineering Division. 16. PROFESSIONAL SERVICES AGREEMENT FOR THE WATER MAIN REPLACEMENT PROJECTS ON WOODLAND DRIVE, ZIG ZAG WAY AND IIBII STREET Recommendation: Approve a professional services agreement with GPS Consulting Civil Engineers for the water main replacement projects on Woodland Drive, Zig Zag Way and "B" Street in the amount of $11,640.00 and authorize execution of the agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. 17. PROFESSIONAL SERVICES AGREEMENT FOR THE WATER MAIN REPLACEMENT PROJECT ON NEWPORT AVENUE FROM EDINGER AVENUE TO WALNUT AVENUE Recommendation: Approve a professional services agreement with DGA Consultants, Inc. for the water main replacement project on Newport Avenue from Edinger Avenue to Walnut Avenue in the amount of $13,286.00 and authorize execution of the agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 91-2 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR TRAFFIC SIGNAL AND STREET IMPROVEMENTS AT VARIOUS LOCATIONS AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS Recommendation: Adopt Resolution No. 91-2 approving plans and specifications for subject project and directing the City Clerk to advertise for bids as recommended by the Public Works Department/Engineering Division. 19. SALE OF SURPLUS SCRAP METAL Recommendation: Receive and file notice of sale of scrap metals in the amount of $450.00 to Atwood Auto Wreckers as recommended by the Public Works Department/Field Services Division. 20. PURCHASE OF EQUIPMENT Recommendation: Authorize the Public Works Department/Field Services Division to purchase specified replacement equipment approved in the fiscal year 1990-91 budget as recommended by the Public Works Department/Field Services Division. 21. NON-PROFIT ORGANIZATION FUNDING RECOMMENDATION Recommendation: Approve, as recommended by the Task Force, the following funding levels for 1990-91 financial assistance to Tustin area non-profit groups: Assistance League of Tustin - $5,000; Boys and Girls Club of Tustin - $3,000; Central Orange County YWCA - $2,000; COPES - $2,500; Feedback Foundation, TLC - $5,000; Laurel House - $4,000; Meals on Wheels - $2,500; Orange County Ombudsman Service - $1,500; Tustin High School Grad Nite 191 - $2,500; and The Villa Center - $2,000. IX. ORDINANCES FOR INTRODUCTION 1. ORDINANCE NO. 1056 - AMENDMENT TO SECTION 1140 OF TUSTIN CITY CODE/ADMINISTRATIVE MANDAMUS ORDINANCE NO. 1056 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO ADMINISTRATIVE MANDAMUS Recommendation: Ordinance No. 1056 have first reading by title only and introduction. X. ORDINANCES FOR ADOPTION - NONE XI. OLD BUSINESS 1. ASBESTOS REMOVAL - 1011 EL CAMINO REAL (GREINKE) Frank Greinke has requested that the City compensate him in an amount not to exceed $1 000 for the removal of asbestos in the building he purchased from the City now located at 1011 E1 Camino Real. The City Council continued its discussion of this item at their meeting of December 17, 1990. Recommendation: Pleasure of the City Council. CITY COUNCIL AGENDA PAGE 4 JANUARY 7, 1991 XII. NEW BUSINESS 1. STATUS OF HILLSIDE REVIEW, EAST TUSTIN PHASE IV At the City Council meeting of December 17, 1990, Mayor Edgar requested a status of grading within the Hillside District of Phase IV in East Tustin. Recommendation: Receive and file subject report as recommended by the Community Development Department. 2. SURVEY OF RESIDENTIAL CONSTRUCTION AND DEMOLITION DURING 1990 As requested by the City Council, staff has prepared a survey which shows the number of single and multiple family dwellings constructed and demolished within the City of Tustin during 1990. Recommendation: Receive and file subject report as recommended by the Community Development Department. 3. COMMISSION AND BOARD APPOINTMENTS On November 19, 1990, the City Council requested staff review past practice regarding committee and commission appointments. Recommendation: Pleasure of the City Council. 4. COMMISSION TERMS EXPIRATION DATES At its meeting of December 171 1990, Council requested staff research the expiration dates of terms of Commissioners. Recommendation: Pleasure of the City Council. 5. FEEDBACK FOUNDATION REQUEST FOR FUNDING Follow-up report to the Feedback Foundation's request for "emergency" funding in June of 1990 and the City Council's conditional granting of $3,400 to the Feedback Foundation. Recommendation: (1) Authorize the $5,000 partial payment as recommended by the Non -Profit Assistance Task Force and (2) Authorize staff to write a letter for the Mayor's signature to both Feedback Foundation and the County Area Agency on Aging to make it clear that further payments will be considered when the requested audits are complete and the County becomes more aggressive in its oversight role regarding the financial health of the Foundation as recommended by the Administrative Services Department. 6. BUSINESS AND SHOPPING GUIDE INSERTS FOR "TUSTIN TODAY'S BROCHURE At the December 17, 1990 City Council meeting, Councilmember Potts asked staff to research the possibility of guides to shopping and dining in Tustin which could be inserted into the "Tustin Today." CITY COUNCIL AGENDA PAGE 5 JANUARY 7, 1991 Recommendat I by the Administrative SE ces Department: 1. Direct staff to proceed with design and production of the first guide with the primary target date for February publication and the secondary target date an April date. 2. Authorize staff to fund the first guide from the existing Community Promotion budget. 3. Direct staff to address the second or further guides during the budget process for fiscal year 1991-92. XIII. REPORTS 1. PROJECT STATUS UPDATE, I-5 WIDENING AT RED HILL AVENUE Summary of the Red Hill Avenue ramp closures planned by Caltrans at I-5 Freeway. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 2. RAWLINGS RESERVOIR The recently completed Water System Storage Evaluation Study revealed several facilities, including the Rawlings Reservoir, are in need of structural rehabilitation. Recommendation: Receive and file subject report as recommended by the Public Works Department/Water Services Division. 3. INVESTMENT SCHEDULE AS OF NOVEMBER 30, 1990 Investment schedule with maturities, 12 months or less. Recommendation: Receive and file subject report as recommended by the Finance Department. XIV.
