HUSTON, CITY MANAGER PRESENTATION 1-7-91 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: MOULTON PARKWAY SUPER STREET STUDY - PRESENTATION OF DATA AND PRELIMINARY RECOMMENDATIONS RECOMMENDATIONS: For information only. DISCUSSION: The Orange County Transportation Commission (OCTC) has developed a "high-flow arterial concept", which is known as Super Street. Studies indicate that the concept will result in a substantial reduction in traveling vehicle delay, improvement in fuel consumption rate and lower vehicle emission. Beach Boulevard, from Pacific Coast Highway to Imperial Highway was selected as Orange County's first Super Street, and improvements for that facility are now under design. The OCTC is now in the process of selecting the next Super Street for improvement. Candidate highways are: Moulton Parkway - Pacific Coast Highway to Main Street in Santa Ana. Imperial Highway - Beach blvd. to Santa Ana Canyon Rd. Katella Avenue - I-605 to SR -55 The Orange County Environmental Management Agency (EMA) is currently administering a project to study the feasibility of developing Moulton Parkway into a Super Street. Considerable traffic data on Moulton Parkway has been gathered. EMA staff will discuss that data with the Council as well as recommendations for the development of a Super Street project on Moulton Parkway and mitigation measures that may be taken.
