HUSTON, CITY MANAGER CONSENT CALENDAR NO. 14 1-7-91 Inter - Com PUBLIC WORKS DEPARTMENT/FIELD SERVICES - WATER MAIN STREET RESERVOIR RECOMMENDATION: That the Tustin City Council authorize staff to solicit proposals for the preparation of the site investigation/ plan and environmental documentation for a 2.2 million gallon reservoir at the Main Street site and authorize a supplemental budget appropriation in the amount of $40,000 from the Water Capital Fund. BACKGROUND: The recent Water System Storage Evaluation Study indicated that the City's water system has significant deficiencies in its reservoir storage. The Main Street site has been identified as a logical location on which to construct a major storage facility. Staff has also identified this site as a priority site to have on line to facilitate the reconstruction of the other reservoirs identified within the study. DISCUSSION: The Main Street site located at 235 East Main Street, currently houses an office building, a vacant house, a water operations shop building, a small 180,000 gallon storage facility, two water wells, the denitrif ication plant and miscellaneous storage areas. In addition to the existing site, the City is in the process of acquiring the vacant parcel on Prospect Avenue located northerly of the Main Street site. Prior to the final structural design of the reservoir, staff is recommending that a site investigation/plan and environmental documentation be completed prior to commencing with the final reservoir structural design and plans. It is estimated that this work will cost about $40,000.00. The final design cost is estimated to be $260,000.00 in addition to the previously mentioned $40,000.00. The site investigation/plan will also address the impact of the reservoir location to the denitrification plant, the existing wells, the office building and the operations shop building. The proposed reservoir would provide an additional 2.2 million gallons of storage at an estimated $3,000,000 construction cost. Construction funding for this project has not been identified at this time, but will be addressed in March, 1991 as outlined in the City Managers December 19, 1990 memorandum. Staff is requesting authorization to solicit proposals for the preparation of the site investigation/plan and environmental documentation and a supplemental budget appropriation from the Water Capital Fund in the estimated amount of $40,000.00.
