HUSTON, CITY MANAGER FROM: ADMINISTRATIVE SERVICES DEPARTMENT SUBJECT: NON-PROFIT ORGANIZATION FUNDING RECOMMENDATION RECOMMENDATION: That the City Council approve, as recommended by the Task Force, the funding levels listed below for 1990/91 financial assistance to Tustin area non-profit groups: Assistance League of Tustin $ 50,000 Boys and Girls Club of Tustin 31000 Central Orange County YWCA 2,000 COPES 21500 Feedback Foundation, TLC 5,000 Laurel House 41000 Meals on Wheels 2,500 Orange County Ombudsman Service 1,500 Tustin High School Grad Nite 191 21,500 The Villa Center 2,000 I *4T44 �, C""C610&IIT The Non -Profit Assistance Task Force has reviewed all applications for 1990/91 from community non-profit groups. The Committee reviewed all the applications, discussed each one's merit, and has made recommendations based on the criteria which the City Council has approved. From all the criteria, the following were chosen as the most important: 1. The number of Tustin residents served. 2. The means of other support which the group had. For example, if the group tended to have a very large budget and many other sources of income, especially from client fees, the committee tended not to support that group. The committee wanted to give the money where it would make a real difference. Staff feels that the Non -Profit Assistance Task Force did an excellent job. They are a dedicated group of community volunteers and have been officially thanked by letter. The recommendations total $30,000.00, which is the amount the Council has allocated for community non-profit groups. The process appears to have worked very well. A special note regarding ATSC is in order. They asked for $11,250., and the Task Force recommended nothing; this is because the City already funds ATSC through a $18,000 contract with the Police Department. A second special note regarding the Feedback Foundation is warranted. The Task Force was aware that Council will be considering Feedback as a separate item; however, the group felt a $5,000. progress payment at this time was wise, until the requested audits are complete. PURPOSE: The purpose of these guidelines is to def ine the priority methods and procedures for the disbursement of available City of Tustin funds to community-based, non-profit organizations that actively enhance the quality of life for Tustin residents. PROCEDURE: A. GENERAL MANDATORY GUIDELINES FOR ORGANIZATIONS: Each organization must submit and complete the appropriate application and supply the City of Tustin with the required documentation. In addition they must: 1. Be a non-profit community organization committed to enhancing the quality of life for Tustin residents. 2. Serve Tustin residents, and provide documentation of such service. 3. Be registered with the State of California as a non- profit community organization, or for new organizations, be registered at the time the funds are allocated. 4. Have a Board of Directors, whose meetings are open to the public. 5. Provide the City of Tustin with a copy of current constitution/bylaws and policy and procedures. 6. Demonstrate ability to generate financial and human resources from other sources. 7. Not discriminate in employment or in clients served because of race, religion, sex, or national origin. 8. Be accountable for revenue and expenditures through standard book-keeping procedures. An annual audit at the agency's expense may be required, with the results available to the City of Tustin upon request. B: CATEGORICAL GUIDELINES: The Citizens Non -Profit Task Force will develop the recommendations for funding within the following categorical guidelines. These guidelines are not in order of priority. 1. Crisis Intervention and/or Center: provides support to residential referral or other care facilities which are staffed with professionals or para -professionals for the purpose of dealing with crisis situations. Specifically, crises homes provide individuals needing immediate assistance or counseling to solve urgent problems, or for individuals requiring protective services that temporarily provide a shelter away from the family environment. 2. Youth Services: Provides services to youth in such areas as counseling, emergency referrals, outreach, rehabilitation, and transportation. 3. Senior Citizens: Provides support to the elderly by assisting them to participate in programs of meals, transportation, in-home supportive services, and the like. 4. Physically handicapped/mentally disabled: Provide support to disabled persons by assisting them to gain access to programs and services vital to their well- being. 5. Children's Day Care: Provides support to child care programs. 6. Health and safety: Provides support for programs providing social development and informal education programs for children and youth. 7. Youth Serving Agencies: Provides support for programs providing social development and informal education programs for children and youth. 8. Performing and Fine Arts: Provides support for music, theater, fine and visual arts; and those groups which offer programs of instruction, appreciation and exhibits to the public. 9. Youth Athletic Organizations: Provides support to organizations providing opportunity for participation in organized athletics for children and youth. 10. Other Services: Provides support for those services needed in the community which may not be described adequately within the context of the preceding definitions. C. ADDITIONAL FUNDING CRITERIA: To assist he Citizen Task Force with determining agency funding, following program criteria is identified: 1. Funding levels will be the Citizen's Task Force recommendation to the Tustin City Council; this allocation may not correlate with amount requested by non-profit agency. 2. Funding will be allocated only to those organizations who can clearly show service to Tustin residents. 3. Funding granted in one year does not assure the applicant of any future funding. a:nonprof.gud A', ,-IMENT "C" 1990-91 NON-PROFIT ASSISTANCE - PROGRAM BIOGRAPHY Original applications are available for City Council review in Administrative Services. Please contact Julie Carter at extension 204 for assistance. Meal on Wheels Western Medical Center/Bartlett's Meals on Wheels program delivers meals to the homebound elderly and convalescing. Volunteers distribute two meals a day, one hot and one cold, five days a week. The primary objective of the program is to help the homebound elderly win the battle to remain independent, retain their dignity, and live out their years in their own home. Laural House Laural House is a 24-hour emergency residential facility for teenage runaways and youth in crisis. The youth crisis shelter is a model of a functioning home and provides food, safety and care in a home -like atmosphere. Orange County Ombudsman Service The Ombudsman Service assist frail elderly residents of nursing and board and care homes in the assertion of their legal rights. The Ombudsman attempts to empower this population by reminding facility owners and service personnel the need to provide dignified care and comply to federal laws and regulations. Harmony International Tustin Main St. Chorus is a new group within the Harmony International (Sweet Adelines) structure. Charity performances are part of their service to the community. Performances can be seen at community events, local churches, and convalescent homes. COPES COPES opened their first Tustin shelter in 1980. Along with the shelter for children, COPES provides counseling for parents who have or are at risk of abusing their child or children. The goal of COPES is the eradication of child abuse and neglect in Orange County. Assistance League of Tustin The Assistance League of Tustin has acted as a friend to the men, women, and children of Tustin since 1962. Local volunteers have clocked in over 20,000 volunteer hours in support of six philanthropic projects. These projects include: Operation School Bell, Disability Awareness, SAT Seminars, Safety on Stage, Seniors and Telecare. Page 2 Family Services Association - TOTLINE Tips on Tots is sponsored by the Family Service of Orange County. This program is staffed by volunteers who are specifically trained in early childhood development and supervised by a licensed counselor. The focus of TOTLINE is to respond to calls from parents or caretakers of infants, toddlers, and young children on patenting issues. Feedback Foundation, TLC Since 1973, the Feedback Foundation has operated programs and performed services designed to enhance the physical and mental health of senior citizens in Orange County. Project TLC, the senior nutrition program, provides nearly 10,000 isolated low- income seniors per year with a hot, well-balanced meal. The Feedback Foundation, TLC addresses the problem of malnutrition and loneliness which are critical factors in the health and longevity of the elderly. Assessment and Treatment Services Center This program is designed to provide counseling to students and their families in the Tustin Unified School District who, because of various problems, are truant, pre -disposed to truancy or are at risk for dropping out of school all together. The goal of this program is to facilitate a reduction of juvenile delinquency cases through intervention. Central Orange County YWCA Working with the Tustin Unified School District the YWCA "Teen Challenge" program is an after school program for youth ages 12-14. The "Teen Challenge" concept provides teen the opportunities to enhance their lives through goal setting, assertiveness training and problem solving. Teens build skills and knowledge in communications and leadership empowering them to become good peer to peer resources. Tustin High School Grad Nite 191 Through the volunteer efforts of parents, students and alumni, Tustin High School graduates are able to participate in a safe, supervised, drug and alcohol free celebration. Since the inception of the Grad Nite program at Tustin High School, there has been no student related deaths or DUI arrests within the City of Tustin on graduation night. It is estimated over eight percent (80%) of the 1991 senior class will attend this event. Page 3 The Villa Center The Villa Center is a primary recovery facility for alcoholic women. This environment is structured to reduce the psychological conflict and deprivation suffered by alcoholic women. Structured educational programs and peer counseling assist each of the residents. Boys and Girls Club of Tustin The Boys and Girls Club of Tustin is in their 25th year of services. This organization is dedicated to providing safe and quality after school service to the youth of Tustin. Club programs include recreational, social, educational, vocational, and sports activities. Both parents and children are relieved to have supervised programs that the Club provides during the 10 -month school year.
