HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: STATUS OF HILLSIDE REVIEW, EAST TUSTIN PHASE IV RECOMMENDATION: Receive and file. BACKGROUND: At the City Council meeting of December 17, 1990, Mayor Edgar requested a status of grading within the Hillside District of Phase IV in East Tustin. The rough grading for Tract 13627 (Phase IV) has been completed which created the rough builder level parcels for the northern most - portions of East Tustin. Many of the parcels within Phase IV are also located within the Hillside District of the East Tustin Specific Plan. Those parcels located within the Hillside District are subject to Hillside Review as part of the Design Review and Tentative Map process at the time a specific development proposal for a parcel is made. Hillside Review is required to ensure that proposed grading in those identified areas conforms to the goals, objectives, guidelines and development standards of the City's Grading Manual and Ordinance and hillside guidelines in the East Tustin Specific Plan. In addition, specific findings to ensure such conformity are required to be made by the Planning Commission. As defined by Tract 13627, the Hillside District includes all or portions of Lots 7-13, 24 & 25 (Attachment A). To date, a preliminary application for Hillside Review, Design Review and Tentative Map have been made for Lots 9 and 10 (TT 14397) and Lots 12, 13, 24, and 25 (TT 14396). No proposals for Lots 7, 8, and it have been submitted. Staff is presently working with The Foothill Community Builders (applicant for TT 14396 and TT 14397) related to the grading concepts for these lots. The first City screen check has identified some significant concerns related to consistency with the City's Grading Manual, including ridgeline grading and large cutslopes, which the applicant is presently addressing. In addition, reviewing City departments have not accepted the preliminary submittal as complete, due to other missing technical -- information or clarifications needed. Status of Hillside Review, East Tustin Phase IV January 71 1991 Page 2 On the issue of phasing of grading activities, it is the applicant's desire for grading to occur in multiple phases on lots due to economic and market considerations. Grading in some areas could be dependent on grading in others (in the use of cut and fill operations) which could necessitate larger grading phases. While staff will take this issue under consideration, there is concern about creation of large pads in the Hillside District without a specific development proposal; pads which could sit for some time without development activity and pads in their design which do not conform with the City's Hillside Review requirements. The actual layout of a development proposal (or lot pattern) in larger areas prior to approval of mass grading could present some opportunities for sensitive contour grading perhaps more consistent with the natural hillside terrain.
