HUSTON, CITY MANAGER REPORTS NO. 2 1-7-91 Inter - Com PUBLIC WORKS DEPARTMENT/FIELD SERVICES - WATER SUBJECT: RAWLINGS RESERVOIR RECOMMENDATION: Receive and file. BACKGROUND: The recently completed Water System Storage Evaluation Study surfaced several facilities which are in need of structural rehabilitation. The subject facility, Rawlings Reservoir, requires certain retaining wall rehabilitation that requires immediate reconstruction. DISCUSSION: The retaining wall in question supports the southeasterly side of the 4.7 million gallon Rawlings Reservoir located northerly of Foothill Boulevard. This retaining wall is showing signs of def lection/movement away from the reservoir structure. Total failure of the retaining wall could result in failure of reservoir structure resulting in potential property damage and the welfare and safety of adjacent downstream residents. Currently the Rawlings Reservoir is being operated at partial capacity to reduce the potential for total failure. With the marginal reservoir storage within the water system, it is imperative that the retaining wall be reconstructed at the earliest possible date so that the Rawlings Reservoir can be returned to its maximum storage operation for domestic use and fire flow needs. Staff is proceeding on an emergency basis with the hiring of a structural consultant for the design and preparation of plans for the reconstruction of the retaining wall. Upon completion of these plans, staff will proceed with a negotiated construction contract for the reconstruction of the retaining wall. It is estimated that the wall replacement cost will be approximately $290,000.00.
