HUSTON, CITY MANAGER FROM: CO)~MUNITY SERVICES DEPARTMENT SUBJ£OT: CALIFORNIA WILDLIFE, COASTAL AND PARK LAND CONSERVATION ACT OF 1988 RECOMMENF)ATION Approve Resolution #89-3 authorizing the application for grant funds under the California Wildlife, Coastal and Park Land Conservation Act of 1988. FISCAL IMPACT The City would receive $138,000 in grant monies for the Columbus Tustin Phase 2A Improvements which will include parking lot expansion, perimeter landscaping and storm drain improvements. In June, 1988, the Columbus Tustin Task Force recommended that the development of Columbus Tustin Phase II be done in two phases. Phase 2A would be the.parking lot expansion, perimeter landscaping and drainage improvements. (Phase 2B would be the construction of the gymnasium.) 'Current cost estimates for Phase 2A are A513,500. Staff has also applied for HCD Block Grant Funding and is requesting $120,000. Other funding sources could be available for the project such as the County Revenue Sharing Funds paid to the City last year, the remaining Park Bond Fund and Redevelopment Agency monies. BACKGROUND In June, 1988, the voters in California passed Proposition 70, The California Wildlife, Coastal, Park Land and Conservation Act of 1988. Under this Bond Act there are three areas where funding can be provided. A Competitive Program, a Block Grant Program and a Per Capita Program. The application for the Per Capita is due January 13, 1989, for fiscal year 1989/90. The City of Tustin's Agency Allocation under this program is $138,000. Council must approve the attached Resolution to complete the application process. At the November meeting the Parks and Recreation Commission recommended the Columbus Tustin Phase 2A Improvements ~as the highest priority and voted to recommend to the Council that the subject grant money be designated for the project. Jones Recreation Superintendent ROyl een×~.~'lJhi't'~e, rlirec~:or Commun ti.~j~nd Administrative Services RAW/SMJ/bw Attachment 1 2 § 6 7 8 9 10 11 12 13 li 15 16 17 18 19 9.0 21 29. 23 25 27 28 Resolution No: 89-3 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND PARK LAND CONSERVATION ACT OF 1988 for the following project(s): COLUMBUS llJSTIN IMPROVEMENTS PHASE WHEREAS, the people of the State of California have enacted the California Wildlife, Coastal, and Park Land Conservation Act of 1988, which provides funds to the State of California and its political subdivisions for acquiring and/or developing facilities for public recreational and open space purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the state; and WHEREAS, said application(s) contain assurances that the applicant must comply with; and WHEREAS, the applicant will enter into an agreement with the State of California for acquisition or development of the proj ect(s); NOW, THEREFORE, BE IT RESOLVED THAT THE TUSTIN CITY COUNCIL HEREBY: le Approves the filing of an application for the Per Capita Grant Program under the California Wildlife, Coastal, and Park Land Conservation Act of 1988 state grant assistance for the above p roi ect ( s ); and e Certifies that said applicant understands the assurances and certification in the application form; and e Certifies that said applicant has or will have sufficient funds to operate and maintain the project(s); and e Certifies that an Environmental Impact Report (EIR 88-02) was certified for this project by the City Council (Resolution No. 88-126) and the Community Redevelopment Agency (Resolution No. 88-14) on December 5, 1988.
