This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
city Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
copies of staff reports pertaining to this agenda are available for public
use in the books located at the rear of the Council Chambers and listening
devices for the hearing impaired are available upon request from the city
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided for your convenience.

CONSENT CALENDAR
Ail matters listed under Consent Calendar are considered routine and
will be enacted by one motion. There will be no separate discussion
of these items prior to the time of the voting on the motion unless
members of the Council, staff or public request specific items to be
discussed and/or removed from the Consent Calendar for separate
action.
1. APPROVAL OF MINUTES - JANUARY 3, 1989, ADJOURNED REGULAR MEETING
APPROVAL OF DEMANDS IN THE AMOUNT OF $1,017,314.95
I~%TIFICATION OF PAYROLL IN THE AMOUNT OF $189,220.24
3. LAMBERT SCHOOL LEASE RENEWAL
Renew the lease with the Tustin Unified School District for the
use of Lambert School for a period of one year commencing
February 1, 1989, and ending January 31, 1990, and authorize the
Mayor to execute same as recommended by the Community Services
Department.

Adopt Resolution No. 89-11 approving the plans and
specifications for subject project and directing the City Clerk
to advertise for bids as recommended by the Public Works
Department/Engineering Division.

CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR STREET
RECONSTRUCTION IMPROVEMENTS ON GREEN VALLEY, UTT DRIVE, AND PUBLIC
ALLEY SOUTH OF BONITA STREET
Adopt Resolution No. 89-12 accepting said work and authorizing
the recordation of the notice of completion as recommended by
the Public Works Department/Engineering Division.
RESOLUTION NO. 89-5 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN CITY
RECORDS, DOCUMENTS AND PAPERS IN THE POSSESSION OF THE POLICE
DEPARTMENT OF THE CITY OF TUSTIN NO LONGER REQUIRED FOR THE
CONDUCT OF CITY BUSINESS PURSUANT TO THE AUTHORITY GRANTED BY
SECTIONS 34090, 34090.5 AND 34090.7 OF THE GOVERNMENT CODE OF THE
STATE OF CALIFORNIA
Adopt Resolution No. 89-5. which authorizes the destruction of
certain City records, documents, and papers in the possession
of the Police Department which are ~o longer required as
recommended by the Police Department.
7. RESOLUTION NO. 89-8 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, CONSENTING TO AND CALLING A JOINT PUBLIC
HEARING ON THE PROPOSED SECOND AMENDMENT TO THE AMENDED
REDEVELOPMENT PLAN FOR THE TOWN CENTERAREA REDEVELOPMENT PROJECT
Adopt Resolution No. 89-8 consenting to and calling a joint
public hearing on the proposed Second Amendment to the Amended
Redevelopment Plan for the Town Center Redevelopment Project as
recommended by the Community Development Department.
8. RESOLUTION NO. 89-9 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP NO. 88-350
Approve Tentative Parcel Map 88-350 by the adoption of
Resolution No. 89-9, subject to the conditions contained
therein', as recommended bythe Community Development Department.
9. DISTRIBUTION OF SURPLUS VEHICLES
Receive and file notice of sale of two surplus vehicles to
Lakemore Auto Salvage, Units 3405 and 3411, as provided for in
Ordinance No. 871 of the City of Tustin as recommended by the
Public Works Department/Field Services Division.
10. RESOLUTION NO. 89-10 - A RESOLUTION OF THE CITY cOUNCIL OF THE
CITY OF TUSTIN, .CALIFORNIA, APPROVING TENTATIVE TRACT MAP NO.
13822
Approve Tentative Tract Map No. 13822 by adopting Resolution No.
89-10 as recommended by the Community Development Department.

IX. OLD BUSINESS
1. STATUS REPORT - JOHN WAYNE AIRPORT NOISE ~MONITORING PROGRAM (JWA),
COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS), AIRPORT SITE
COALITION (ASC) AND HELICOPTER OVERFLIGHT PROGRAM TASK FORCE
(HOPTF)
· Update on the John Wayne-Airport Noise Monitoring Program (JWA),
Coalition for a Responsible Airport Solutio~ (CRAS), Airport Site
Coalition (ASC) and Helicopter Overflight Program Task Force
(HOPTF) .
Recommendation: Receive and file subject report as recommended
by the Community Development Departmentl.
2. CROSSING GUARD TRAINING
During a regularly scheduled meeting of the City Council, a member
of the community raised a question concerning possible solutions
to provide improved traffic control at the intersections of Yorba
and Amaganset and Prospect and Beneta, specifically citing
barricades used in Phoenix, Arizona.
Recommendation: Receive-and file subject report as recommended
by the Police Department.
3. PEDESTRIAN CROSSWALKS ON ARTERIAL HIGHWAYS
In October, 1988, a citizen raised a concern over the safety of
school children crossing the arterial roadways of Yorba Street and
Prospect Avenue at designated crosswalks.
Recommendation: Approve the installation of two flashing yellow
beacons and overhead school signs at Yorba Street and Amaganset
Way and at Prospect Avenue and Beneta Way, and authorize a
supplemental budget appropriation for 1988-89 in the amount of
$28,000 for said installation as recommended by the Public Works
Department/Engineering Division.
4. YORBA STREET PARKING REMOVAL
At the November 7 and 21, 1988 City Council meetings, staff was
directed to mail a letter questionnaire to residents and
businesses that would be affected by the removal of on-street
parking along Yorba Street between Irvine Boulevard and
Seventeenth Street.
Recommendation: Take no action on the parking removal matter so
that all on-street parking will remain as it currently exists, but
direct staff to provide additional traffic enforcement for speed
violations along Yorba Street between Irvine Boulevard and
Seventeenth Street as recommended by the Public Works
Department/Engineering Division.
X. NEW BUSINESS
1. PARKS AND RECREATION COMMISSION ATTENDANCE AT CALIFORNIA AND
PACIFIC SOUTHWEST RECREATION AND PARK CONFERENCE

At the Jan~ ), 1989 joint Council/Cc ~sion workshop, the City
Council ina~ted an interest in subsiu_.ing Parks and Recreation
Commission members' attendance at the 1989 California and Pacific
Southwest Recreation and Park Conference in Sacramento.
Recommendation: Pleasure of the City Council.
2. AWARD OF CONTRACT FOR SIDEWALK AND CURB AND GUTTER REPAIR PROJECT,
1988-89 FY~ PROJECT %6235
Bids for this project were opened on January 10, 1989. The low
bid from Raymor Electric Co. is 12.2% below the engineer's
estimate of $111,867.75.
Recommendation: Award a contract for subject project to Raymor
Electric Company, ~San Gabriel, California, in the amount of
$98,194.17 as recommended by the Public Works Department/
Engineering Division.
3. AWARD OF CONTRACT FOR CONSTRUCTION OF PERIMETER BLOCK WALL AND
ROLLING GATE AT 18602 SEVENTEENTH STREET (WELL SITE)
Bids for this project were opened on January 10, 1989. The low
bid from All Pro Masonry is 26.2% below the engineer's estimate
of $30,000.
Recommendation: Award a contract for subject project to Ail Pro
Masonry A.J.V., Compton, California, in the amount of $22,135.00
as recommended by the Public Works Department/Engineering
Division.
4. REQUEST FOR TREE REMOVALS
This report is a consolidation of requests which have been
received from various property owners regarding trees within the
public right-of-way.
Recommendation: Approve tree removals at the following locations
as recommended by.-the Public Works Department/Field Services
Division: 14652 Mimosa Lane, 1762 Lance Drive and 1703 Stonehenge
Drive.
XI. 'REPORTS
1. PLANNING' COMMISSION ACTION AGENDA - JANUARY 9, 1989
Ail actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
January 9, 1989.
2. FIRST STREET/TUSTIN AVENUE INTERSECTION IMPROVEMENTS
At the January 3, 1989 Council meeting, a concern was raised about
the residual effect of the First Street/Tustin Avenue intersection
and traffic signal improvements as they relate to the Revere
House.

3. EMERGENCY SERVICES PROGRAM
The Emergency Program Planning Committee (EPPC) has been formed
and consists of key persons from each.department specifically

4. INVESTMENT SCHEDULE AS OF DECEMBER 31, 1988
Recommendation: Receive and file subject report as recommended
by the Finance Department.
E~ST TUSTIN DEVELOPMENT MONITORING]%NDANNUALREVIEW REPORT: 1986-
87 AND 1987-88 REVIEW PERIODS
The East Tustin Development Agreement between the City of Tustin
and The Irvine Company was originally adopted on October 22, 1986,
as a mechanism for implementing the East Tustin Specific Plan.
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
