It is recommended that the City Council approve Tentative Parcel Map 88-350 to
the City Council by the adoption of Resolution No. 89-9, subject to the
conditions contained therein.
BACKGROUND AND DI~USSION

At their meeting on January 9, 1989 the Planning Commission adopted Resolution
No. 2548, recommending to the City Council approval of Tentative Parcel Map
88-350. The Parcel Map 88-350 would create a .48 acre parcel on of a portion of
an abandoned AT&SF railroad easement located between the Laurelwood Condominiums
and Villa Valencia Mobile Home Park. The Laurelwood Condominiums are located
north of Walnut Avenue, south of the 1-5 Freeway and are basically bounded on
the east and west by Cherrywood Lane and an abandoned AT & SF Railroad
easement.
The Laurelwood HOA currently maintains a recreational vehicle (RV) parking lot
located along their northerly property line, immediately south of the I-5
Freeway at the end of Raintree Road exclusively used by residents of
Laurelwood. As a result of right-of-way dedication require'merits for the I-5
widening/Tustin Ranch Road interchange project, a large portion of existing RV
lot will be eliminated. Consequently, the Laurelwood HOA, the Irvine Company

and Caltrans has negotiated a proposed "land sWap'', creating a new parcel that
replaces the lost portion of the existing RV parking lot.
As required by conditions contained in Exhibits A & B of Planning Commission
Resolution No. 2548, Laurelwood will record a covenant and agreement to hold the
property in common ownership with the Laurelwood common area so that the lot
could not be sold off separately. Proposed improvements to the proposed parcel
would include grading, paving, fire protection improvements, and a block wall
along property lines adjacent to I-5 and the Villa Valencia Mobile Home Park.
The parcel map has been reviewed by the Fire and Engineering Departments and
final improvement plans will require review and approval by all appropriate
departments.
CONCLUSZON
As proposed, Parcel Map 88-350.provides a timely and effective solution to
right-of-way requirements of Caltrans and lost RV parking spaces for the
Laurelwood HOA. Through the imposition of the conditions contained in Exhibits
A and B Planning Commission Resolution No. 2548, improvements for the proposed
parcel will be of a high standard with no negative impacts on surrounding
properties. Tentative Parcel Map 88-350 is in conformance with the City's
Subdivision Ordinance and the State Subdivision Map Act; therefore, staff
recommends that the City Council adopt Resolution No. 89-9 approving Tentative
Parcel Map 88-350, subject to the conditions contained in Exhibits A & B of the
Planning Commission Resolution No. 2548.

1) 1.2 Preparation of plans for and construction of:

and reliability of water system design and the distribution of fire
hydrants will be evaluated. The water distribution system and
appurtenances shall also conform to the applicable laws and adopted
regulations enforced by the Orange County Health Department. Any
required reclaimed water systems shall be to the standards as required by
the Irvine Ranch Water District.

(1) 6.2 Prior to final parcel map approval:
A. Subdivider shall submit a current (i.e., within [2 months) tltle report.
B.. Subdivider shall submit a duplicate mylar of the Final Map, or 8 1/2 inch
by l! inch transparency of each map sheet prior to final parcel map
approval and "as built" grading, landscape and. improvement plans prior to
certificate of acceptance.

CONDITIONS OF APPROVAL
GENERAL
'(1) 1.1 The proposed project shall substantially conform with the submitted plans for.
the project, date stamped received Oecember 16, 1988, on file with the
Community Oevelopment Oepartment, as herein modified, or as modified by the
Director of Community Oevelopment Department in accordance with this Exhibit.
(1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be
complied with prior to the approval of the Final Parcel Map or the issuance of
any permits for the project, whichever comes .first, subject to review and
approval by the Community Development Department.
(1) 1.3 Design Review approval shall become null and void unless building permits are
issued within 18 months of the date of this Resolution exhibit.
(3) 1.4 Prior to issuance of any permits, the applicant shall submit a design Review
Application Fee.

1) A grading plan shall be prepared on the O.C. Surveyor's Bench Mark
Datum.

Information to ensure compliance with all requirements of the Orange
County Fire Chief including-required ftreflow and installation of fire
hydrants subject to approval of the Fire Department, City of Tusttn
Public Works Department and Irvtne Ranch Water District and compliance
with all requirements pertaining to construction as follows:
I) Prior to the recordation of a final parcel map, water improvement
plans shall be approved by the Fire Chief for fire protection and
financial security posted for the installation. The adequacy and
reliability of water system design, location' of values, and the
distribution of fire hydrants will be evaluated in accordance with
Insurance Services Office suggested standards contained in the
"Grading Schedule for Municipal Fire Protection".
2) Evidence that a water supply for fire protection is available shall
be submitted to and approved by the Fire Chief. Fire hydrants shall
be in place and operational to meet required fire flow.
3) Construction details for any controlled entry access shall be
approved by the Fire Chief. These details shall include width,
clear height, and means of emergency vehicle over-ride.
4) A turnaround shall be provided at the northwesterly corner of the
parcel as shown on the Tentative Parcel Map, date stamped December
16, 1988.
5) Walls shall be provided around the parcel to restrict radiant heat.
6) A fire hydrant shall be installed near the northly end of the
parcel.

l) 3.1 A!~ mechanical and electrical fixtures and equipment shall be properly
permt't~ed and adequately and decoratively screened from view from outside the

the' project and shall blend with the architectural design of Laurelwood
buildings. All electrical boxes shall be indicated on the plans and shall be
completely screened from view from outside the parcel.
