HomeMy WebLinkAboutCC MINUTES 1994 04 19MINUTES REGULAR MEETING OF THE CITY COUNCIL CITY OF TUSTIN, CALIFORNIA APRIL 19, 1994 CALL TO ORDER/PLEDGE OF ALLEGIANCE The meeting was called to order by Mayor Potts at 7:04 p.m. at the Council Chambers, 300 Centennial Way, Tustin, California. The Pledge of Allegiance was led by Councilmember Puckett. �•-a, INVOCATION The Invocation was given by Associate Pastor Louise Fairweathre, Aldersgate United Methodist Church. Development Bettie Correa, Senior Personnel Analyst Robert Ruhl, Field Services Manager Susan Jones, Recreation Superintendent Valerie Whiteman, Chief Deputy City Clerk ^° Dana Kasdan, Engineering Services Manager Dana Ogdon, Senior Planner Doug Anderson, Transportation Engineer Gary Magill, Recreation Supervisor Randy Westrick, Recreation Supervisor Approximately 130 in the audience PROCLAMATIONS VOLUNTEER CONNECTION DAY Mayor Potts read and presented a proclamation to Janet Schwartz, Volunteer Center of Greater Orange County Board of Directors, proclaiming April 23, 1994 as Volunteer Connection Day. Janet Schwartz thanked the City for the proclamation and invited the Council to the Tustin Boys and Girls Club for breakfast on April 23, 1994. Randy Westrick, Recreation Supervisor, invited the Council to participate in the volunteer clean-up activities. SPRING EGG HUNT APPRECIATION Mayor Potts read and presented proclamations to Coldwell Banker, Kristy King, and Tustin High School Key Club and Keywannettes for their volunteer efforts in helping to make the Spring Egg Hunt a successful event. EAGLE SCOUTS, RICHARD BIERY AND JONATHAN COOMBS Mayor Potts read and presented proclamations to Richard Biery and Jonathan Coombs who recently achieved the rank of Eagle Scout. Jonathan Coombs explained his Eagle Scout, project involved rebuilding a trail used by Santiago Middle School students. Richard Biery explained his Eagle Scout project involved rebuilding a trail on Catalina Island. PUBLIC INPUT - None CITY COUNCIL MINUTES Page 2, 4-19-94 CONSENT CALENDAR (ITEMS 1 THROUGH 7) It was moved by Puckett, seconded by Saltarelli, to approve the Consent Calendar as recommended by staff. Motion carried 5-0. 1. APPROVAL OF MINUTES - APRIL 4, 1994 REGULAR MEETING Recommendation: Approve the City Council Minutes of April 4, 1994. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $628,607.12 and ratify Payroll in the amount of $317,186.97. 360-82 3. REJECTION OF CLAIM NO. 94-11 - CLAIMANT, TRI STAR TOWING; DATE OF LOSS, 10/10/92; DATE FILED WITH CITY, 3/9/94 Recommendation: Reject subject claim for indemnity damages of an undetermined amount as recommended by the City Attorney. 180-10 4. ACCEPTANCE OF PUBLIC IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT 14295 Recommendation: Authorize the release of the following bonds for the indicated amounts: Faithful Performance Bond No. 11127147327, $402,964.98; Labor and Materials Bond No. 11127147327, $201,492.49; and Monumentation Bond No. 11127147335, $17,500.00 as recommended by the Public Works Department/Engineering Division. 6. RESOLUTION NO. 94-41 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TO CALIFORNIA, STATEIAOFFICEORIZING AN OF HISTORICLICATION BY PRESERVATION H T FOR A OF TUSTIN IN CERTIFIED LOCAL GOVERNMENT GRANT Recommendation: (1) Adopt Resolution No. 94-41 authorizing the filing of an application to the State Office of Historic Preservation' for a Certified Local Government grant to be used for: the preparation of a seismic retrofit plan for the Utt Juice Company Complex, and attendance at the Sacramento CLG Workshop slated for October 1994, by members of the Cultural Resources Advisory Committee and support staff; (2) Authorize the Assistant City Manager or her authorized representative as the gn that all for the City for the scope of the grant project(s); and (3) required local matching funds or in-kind services be provided by the City for the proposed project as recommended by Community Development. 670-25 7. PLANNING COMMISSION ACTION AGENDA - APRIL 11, 1994 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 11, 1994. 120-50 RECESS - Mayor Potts recessed the meeting to the Redevelopment Agency meeting at 7:15 p.m. and reconvened the meeting at 7:15 p.m. REGULAR BUSINESS (ITEMS 8 THROUGH 9) 8. DECLARING RESULTS OF APRIL 12, 1994 GENERAL MUNICIPAL ELECTION/OATHS OF OFFICE It was moved byThomas, seconded by 5_altarelli, to adopt the following Resolution No. 94-40 declaring the results and other such matters as provided by law for the April 12, 1994 General Municipal Election: RESOLUTION NO. 94-40 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF T ELECTION CALIFORNIA, AAPRIL RECITING THE GENERAL FACT OF THE DECLARING THERES MUNICIPAL T AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion carried 5-0. 450-50 CITY COUNCIL MINUTES Page 3, 4-19-94 Councilmember Pontious thanked the citizens for the o serve the City during the pportunity to past four a challenging and rewarding years and stated it had been the communit period. She pledged future support to y; extended appreciation to her supporters; thanked staff for their professionalism; and offered best wishes to everyone in the future. Mayor Potts announced plaques commemorating service on the Council Council meeting. that due to a delay in their completion, Councilmembers Pontious and Puckett's would be presented to them at a future Councilmember Puckett thanked everyone who voted for him in the recent election. He stated the past four years had been great and thanked his supporters for allowing him the opportunity o serve the City. He commended staff and congratulated newly telected Councilmembers Mike Doyle and Tracy Worley. Mary Wynn, City Clerk, administered the Oaths of Office to Mike Doyle and Tracy Worley. Councilmember Worley thanked her parents and the voters for their support during the election and she promised to address the issues she raised during her campaign. She dedicated her victory to her husband, Geoff, who passed away last year. Councilmember Doyle thanked everyone who voted for him, and thanked his wife for her continued support. 9• SELECTION OF MAYOR AND MAYOR PRO TEM It was moved by Dovle seconded by Worlev, to nominate Mayor Pro Tem Saltarelli as Mayor. Motion carried 5-0. Mayor Saltarelli presented a plaque to former Mayor Potts for his service as Mayor from April 19, 1993 to April 19, 1994. Councilmember Potts stated that many projects had been accomplished during the past year and thanked the Council for giving him the opportunity to serve as Mayor for 1993-94. Mayor Saltarelli stated he was honored to accept the Office of Mayor. He expressed concern regarding the challenges that faced the City and nation and stated his intention to encourage a Positive direction for the City's future. He summarized his goals including: promoting teamwork; planning short-term and long-term goals to assist in termination of the recession; implementing financial caution because of the State's propensity to take additional money from the City in the upcoming year; maintaining a conservative short-term budget; maintaining flexible long-term planning; noted the opportunities available to the City with the future closing of Marine Corps Air Station, Tustin; to aggressively move forward with redevelopment projects; and to encourage community/staff involvement and pooling resources effective City changes. He noted Aristotle's doctrine for of "Golden Mean" and stated that with the help of the Councthe il, he would continue the legacy of truthfulness left him by former Mayor Potts to instill wisdom necessary for the Council to focus on the future of Tustin.
