1. ORDINANCE MO.. 444
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING
r-- THE TUSTIN CITY CODE RELATIVE TO FEE SCHEDULE FOR SERVICES
AT ANIMAL SHELTER.
Moved by C. Miller, seconded by Marsters that Ordinance
No. 444 have second reading by title only. Carried unanimously.
Moved by Marsters~ seconded by C. Miller that Ordinance-Noo 44~,
amending the Tust~ City Code relative to fee schedule for
services at Animal Shelter be passed and adopted. Carried by
r011 call. Ayes: Mack, C. Miller, Marsterso Noes: none.

2. ORDINANCE NO. 445
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
AUTHORIZING AN AMENDEE TO THE CONTRACT BETWEEN THE CITY
COUNCIL AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA
PUBLIC EMPLOYEES' RETIREMENT SYSTEM.
Moved by Marsters, seconded by C. Miller that Ordinance No. 445
have second reading by title only. Carried unanimously.
Moved by C. Miller~ seconded by Marsters that Ordinance No. 445,
authorizing an amendment to the contract between the City Council --
and the Board. of Administration of the California Public
Employees' Retirement System, be passed and adopted. Carried
by roll call. Ayes: Mack, C. Miller, Marsters. Noes: none°

AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING
ORDINANCE NO. 371 RELATIVE TO SPECIAL SPEED ZONES.

2. REQUEST TO BLOCK OFF PORTIONS OF COPPERFIELD AND SANDBROOK
DRIVES, AUGUST 31, FRCM 3:30 to 12:00 MIDNIGHT FOR STREET
- ~-- PARTY.
SCaf£ reports received.
Mro Fred Weinstock, resident of Copperfield Drive, stated
that this was planned as a get-acquainted block party for
38 families and that they would comply with all safety rules
and would block~:off one-half the width of the street.
Requested date of AugustSlst was changed to Labor Day,
September 1st.
Moved by C. Miller, seconded by Marstore that request to
block o£ a certain portionof Copperfield and Sandbrook Drives
September 1st ~e approved. Carried.
Mayor Mack asked the residents to work with the Public Works
Department to assure correct use of barricades.
3. APPROVAL OF DEMANDS
Moved by Marsters, seconded by C. Miller that demands in ~he
amount of ~38,436.83 be approved and paid. Carried.
1. JULY FINANCIAL REPORT
.... Mr. Blankenship presented the first monthly revenue and
expenditure summary prepared by the AuaheimComputer Center
and a report on the recent conversion to this system.
2. FIRST STREET CENTER ISLAND LANDSCAPING
Mr. Blankenship reported that due to the lateness in the
season for planting dichondra in this divider, it is recommended
that dichondra sod be used. Cost of sodding would be approx-
imately $2100.00, half of which would be absorbed in ~he budget
as previously set forth. Although cost would be approximately
$1,000 over the budgeted amount, the cost of maintenance,
weeding etc. would be greatly reduced.
Moved by Marstots, seconded by C. Miller chat the use of
dichondra sod in First Street center island divider be approvsd.
Carried.
3. A. B. 32S
~ro Blankenship stated that the Orange County Division, League
._ of Cities is encouraging the Governor to veto this bill which
requires that public officials on a local level declare assets.
..... It was the opinion of th& Council that this bill would discourage
people from serving thei= local government and that the
Council should register a protest with the Governor immediately.
Mayor Dro tem Mack directed that a night letter be senE to
Governor Reagan protesting A. B. 325.

4. DEVELOPMENT PREVIEW COMMITTEE
Mayor pro tem Mack stated that the New Sign Ordinance and
Development Preview Cormuittee will be in effect and suggested
that utilization of the Architectural Review Board be auuhorized
until new Committee is appointed.
Moved by Co Miller~ seconded by Marsters that the Architectural
Review Board serve as interim members o= the DevelOpment
Preview Con~nittee until regular members are appointed° Car½ied.
Mayor pro tem Mack asked that the Council and other interested
parties submit names for membership prior ~o the September 2nd
connail meeting and that the Council keep in mind the matter of
reimbursement of members and if to be reimbursed, in what raannero
5. REPORT ON ACTION AT ORANGE COUNTY LEAGUE OF CITIES EXECUTIVE
MEETING OF AUGUST 14, 1969.
Mayor pro tem Mack reported that this Council Resolution No.
1017 relative to local control had been read at the League
meeting and will be presented as Orange County's Resolution to
the State League.
Mobile X-Ray Ordinance was discussed and the League is in favor
of a uniform Ordinance throughout ~he County and that cities
wait for the County to take the first step and then all adopt a
like Ordinance to assure this uniformity-
6. Mr. J. Harrison, Recreation Director, reported that he had
just artended the Elementary School Board meeting where the
Master Recreation Agreement between the City and the School
District had been approvedo
7. Mrs. McGeehat of Bent Twig Lane presented ideas to the
Council for creating interest in the youth, the future leaders,
in government and in seminars condudted by the young peeple with
representatives of Government Agencies such as Police, Fire,
Communications, Civil Defense, etc., present to answer questions.
Mrs. McGeehat felt this would be one way to help channel the
energy of the young people away from drugs, pushers and similar
activities.
Mr. Blanketship stated that he and Mr. John Hardy had been given
information on Mrs. McGeehan's ideas by Mayor Coco with a request
to explore these ideas and they will be contacting Mrs° McGeehat.
Mayor pro tem Mack explained work which has been going on with
the youth and [arehis in the City by the Council and the Police
Department in conjunction with the schools and the Chamber of
Commerce and assured Mrs. McGeehat that she would be contacted
and careful consideration given to her ideas°
