HomeMy WebLinkAboutCC 10 OC TRANSP GRIDLK 02-06-89TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUB3EG?: ORANGE COUNTY TRANSPORTATION ANTI-GRIDLOCK SIGN PROGRAM RECOMMENDATION: ' That the Tustin City Council at their meeting of February 6, 1989 pass and adopt the attached resolution supporting the Orange County Transportation Commission's Anti-Gridlock Program and requesting "Do Not Block Intersection, Fine Up to $500" signs for posting at congested intersections in the City and direct staff to file an application for signing to be placed at seventeen (17) street intersections within -the City. BACKGROUND: In early 1988, the State Legislature enacted a new law known as the Anti-Gridlock Act of 1987. This new provision in the California Vehicle Code makes it illegal for motorists to enter an intersection, on a green light, when there is no space to clear the intersection prior to a signal change. This provision was instituted to prevent gridlock that can result when motorists assert their right-of-way even though their presence in the intersection will block cross traffic when the signal changes. The Orange County Transportation Commission (OCTC) has initiated a program they hope will encourage local jurisdictions to install anti-gridlock signs at troublesome intersections. OCTC has allocated funds to purchase signs which read "Do Not Block Intersection, Fine Up to $500.00". These signs would be available at no cost to the City DISCUSSION: Currently, the City has signs reading "Do Not Block Intersection" at the following locations: Irvine Boulevard at Yorba Street Seventeenth Street at Yorba Street/Carroll Way Newport Avenue at McFadden Avenue Newport Avenue at Mitchell Avenue Newport Avenue at Holt Avenue Red Hil~ Avenue at E1 Camino Real Red Hill Avenue at Nisson Road Red Hill Avenue at Mitchell Avenue Red Hill Avenue at Edinger Avenue · Red Hill Avenue at Industrial Way/Parkway Loop Staff suggests that the City make application for an adequate number of new signs to replace the existing signs at the above-mentioned ten intersections. This sign replacement would help provide continuity throughout the County. OCTC ANTI-GRIDLOCK SIGN PROGRAM JANUARY 31, 1989 PAGE 2. Additionally, staff recommends that the City make application for signing at the following seven intersections: Newport Avenue at Irvine Boulevard Newport Avenue at Walnut Avenue Red Hill Avenue at Warner Avenue Red Hill Avenue at Valencia Avenue Red Hill Avenue at Sycamore Avenue Red Hill Avenue at Walnut Avenue Edinger Avenue at Del Amo Avenue (currently under construction) OCTC's program would provide the signing and each local agency would be responsible for installation. In order to obtain anti-gridlock signs under the OCTC program the City must complete the following: City Council adoption of the attached resolution endorsing, the use of anti-gridlock signs and acknowledging the need for law enforcement to prevent intersection blocking. 2. Completion of an application form and submittal to OCTC by March 1, 1989. WHEREAS, the State Legislature enacted the Anti-Gridlock Act of 1987 making it illegal for motorists to enter an intersection when no space is available to clear the intersection prior to signal change; WHEREAS, the Anti-Gridlock Act of 1987 further authorizes local authorities to post signs warning against blocking the intersection; WHEREAS, the Orange County Transportation Commission desires to encourage local agencies to install anti-gridlock signs at congested intersections throughout Orange County; and WHEREAS, the Orange County Transportation Commission has allocated $25,000 for the purpose of purchasing anti-gridlock signs to be posted by local agencies at severely congested intersections throughout the county in an effort to improve traffic flow; WHEREAS, to maximize effectiveness of anti-gridlock signs, some level of enforcement activity is necessary. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin hereby requests the Orange County Transportation 20 Commission include the City. of Tustin in this program. This request is in conformance with the guidelines and criteria set 2] forth for the OCUTT Anti-Gridlock Act Program. BE IT FURTHER RESOLVED that the City of Tustin agrees to install and maintain all devices allocated to the City by the Orange County Transportation Commission through the Anti-Gridlock Program. BE IT FURTHER RESOLVED that the City of Tustin agrees to absorb the costs for activities related to posting and enforcing the ' anti-gridlock signs obtained from the Orange County Transportation Commission. · 27 28 BE IT FURTHER RESOLVED that the City of Tustin acknowledges the need to enforce the anti-gridlock law to relieve traffic congestion and increase traffic safety.
