HUSTON, CITY HANAGER FROH: SUBJECT: POLICE DEPARTHENT ORDINANCE - TRAINING OF PUBLIC SAFETY OFFICERS AND DISPATCHERS Recommendation The City Council adopt the attached proposed ordinance, which amends Section 1711 of the Tustin City Code relative to the training of Public Safety Officers and Public Safety Dispatchers, and transmit a certified copy of the ordinance to the State of California. Background In 1961 the City Council adopted the original Ordinance, setting forth the City's agreement to comply with the recruitment and training standards for public Safety officers as established by the California Commission on Peace Officer Standards and Training. The public safety'dispatcher training program was not in existence at that time. Recent changes in the Penal Code allows for a portion of our training of dispatchers to be reimbursed by the State. The proposed ordinance, which has been reviewed and approved by the Office of the City Attorney, reflects the language required by the State to enable the City of Tustin to be reimbursed for a portion of the training our dispatchers receive. FRED WAKEFIELD Acting Chief of Police FW:kh Attachment 10 11 12 13 14 15 16 17 18 19 20 21 26 28 ORDINANCE NO. 1017 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING SECTION 1711 OF THE TUSTIN CITY CODE PERTAINING TO ACCEPTING THE REQUIREMENTS OF SECTION 13522 OF THE PENAL CODE OF THE STATE OF CALIFORNIA RELATING TO THE TRAINING OF PEACE OFFICERS AND OF PUBLIC · SAFETY DISPATCHERS The City Council of the Cite of Tustin, California does hereby ordain that Section 1711 of the Tustin City Code is hereby amended to read as follows: "1711 . PEACE OFFICER AND PUBLIC SAFETY DISPATCHER TRAINING A. State Aid The City declares that it desires to qualify to receive aid from the State under the provisions of Chapter 1, Title IV, Part 4, of the State Penal Code, for the training of peace officers and public safety dispatchers. B. Standards for Recruitment and Training Pursuant to Section 13522 of the State Penal Code, the City, while receiving aid from the State pursuant to Chapter One, Title IV, Part 4 of the State Penal Code, will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training for the training of peace officers and of public safety dispatchers. C.. Inquiries Concerning Recruitment and Training Pursuant to Section 13512 of the State Penal Code, the Commission and its representatives may make such inquiries as deemed appropriate by the Commission to ascertain that the City's peace officer and public safety dispatcher personnel adhere to standards for selection and training established by the Commission on Peace Officer 1 2 3 4 8 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Standards and Training.
