HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: 1989 CHILI COOK -OFF LOCATION RECOM - ENDATION : P1 easu re of the Counci 1 . ALTERNATIVES: OLD BUSINESS NO. 5 2-6-89 Inter - Com 1. Continue the 1989 Chili Cook -Off at the Old Towne Tustin location. 2. Direct staff to pursue another location. BACKGROUND: Plans are underway for this year's Chili Cook -Off to be held Sunday, June 4, 1989, in the downtown area. The Committee has sent applications to all local non-profit organizations inviting them to apply for this year's Cook -Off proceeds. The Committee had its first meeting January 25, 1989, to select this year's recipient. The Chil i Cook -Off Committee requested that staff investigate changing the 1989 event from Sunday to Saturday. It has been scheduled on Sunday to minimize impact to local businesses; however, some committee members found this to be a hardship. After a survey by mail , it was determined that the businesses favored keeping the event on Sunday. As Council will recall , the E1 Camino Real Chili Cook -Off was initiated in 1984 with the following purposes: 1. To create a fun -filled family and community event. 2. To raise money for a worthy local non-profit organization. 3. To give exposure to Old Towne businesses and to "show off" the Old Towne area. CITIZENS' PETITION REGARDING LOCATION: At the December 5, 1988 Council meeting, Michael David, an Old Towne Tustin resident, presented the attached petition (Exhibit A) to the City Council. The petition stated that those signing had an interest in relocating the Cook -Off from the downtown area. The petition contains over 150 signatures of people who either live or work in the downtown area. Normally a petition would be checked to see if the signers are all residents and/or registered voters, depending on what type of petition it is. This was not possible for this petition. The Cook -Off is held on El Camino Real between Main and Second Streets. The booths Page 2 1989 Chili Cook -Off are set .up on the street; the judges and refreshment garden area are canopied on the vacant lot on Third Street and E1 Camino Real . The street closures start at 6:00 A.M., and the street is reopened at approximately 6:00 P.M. the same evening. Attached is a map (Exhibit B) to show graphically the addresses of those people or businesses who signed the petition. Roughly 20 percent of those addresses listed are in the area directly impacted by the Cook -Off. The remaining signatures are from areas west of Peppertree Park, south of Main Street, or north of First Street, with lesser impact. Regarding Mr. David's concerns, staff and the Chili Cook -Off Committee feel that the downtown area provides closure with the buildings and the blocking of the streets. Adequate restroom facilities are provided by the rental of a portable restroom building; this facility included approximately 8 to 12 flushable toilets and sinks with running water. (This portable restroom area provides more restroom facilities than any of City's parks have.) The Tustin Police Department confirms that there have been no reports or observances of problem behavior attributed to the Cook -Off in its entire history. PERSONAL INTERVIEWS: Because the petition included signers who were as far as six blocks away from the site, and because staff has a sincere interest in talking to those most impacted by the event, staff conducted a survey which included all businesses on E1 Camino Real between Main Street and First Street, and those facing the side streets on Second and Third Streets. This area is depicted on Exhibit D. Thirty-seven businesses were contacted. Of those, the majority (29) were agreeable to keeping the Chili Cook -Off in the downtown area as in the past; five respondents were neutral and only three were negative. A detailed report, complete with comments, is found in Exhibit C. I'm sure you the Tustin -City Council, the attached signatures, and myself all want to make Tustin a better place in which to live. However, in ,rder to continue to preserve Old Tocan Tustin, the only public event that .its im is the Tustin Tiller Days parade along l Camino Real, which is a happy, wholesome, family event. The survey was done on a face to face basis with the business owner responding to various questions (see attached survey form) posed by a Community Services Supervisor. The area surveyed was comprised of the businesses directly within the immediate area of the actual event activities. Object to City staff spending time conducting survey. (Staff explained that we feel talking to our customers is a good use of our time.) 11. Negatively affected business due to loitering, public urinating and vandalism. 12. Concerned about liability factors due to alcohol at event. 13. Input should be limited to those businesses in immediate area of event, not those businesses two or three blocks removed from event area. 14. It would be a pity to lose this event. 15.
