REQUEST TO CONVERT A PRIVATE STREET (FLINT DRIVE) TO
A PUBLIC STREET
RECOMMENDATION:
That the Tustin City Council at their meeting of February 21, 1989 not
accept the offer of the five property owners to dedicate the private
street (Flint Drive) to the City for public street purposes.
BACKGROUND:
The City has received an offer from the five property owners a~ong Flint
Drive southerly of Santa Clara Avenue to dedicate the now private street
to the City for public purposes. Copy of offer letter is attached.
Flint Drive extends southerly of Santa Clara Avenue as a cul-de-sac
street a distance of approximately 215± feet. Records indicate that
this street was constructed some time in 1964-65 under the jurisdiction
of the County of Orange. Consequently, no records are available to
determine the structural section of the asphaltic concrete pavement.
This private street serves five residences, is forty feet wide and
accesses Santa Clara via a conventional driveway approach in lieu of a
standard street intersection. There are no sidewalks or street lights
within private street easements.
DISCUSSION:
Flint Drive as constructed is substandard to the °current minimum
geometric standards as follows:
* Overall street width is 40 Ft. in lieu of 56 Ft.
* Cul-de-sac radius is 30 Ft. in lieu of 46 Ft.
* There are no sidewalks within the street right-of-way.
* There are no street lights within the street right-of-way.
* The pavement structural section is unknown at this time and
would have to have core samples taken to determine if the
section meets minimum City standards.
* The intersection of Flint Drive at Santa ~Clara Avenue is
non-standard and would require reconstruction.
The properties in this development were originally developed under the
process of a record of survey/parcel map which did not require that each
property abut to a public street, but only abut to an access
easement/private street which would require less right-of-way to be
dedicated, and less improvements such as paving, sidewalk and street
lights.

Staff recommends that the City not accept this private street (Flint
Drive) as a public street due to its substandard features. In the event
the City Council desires to accept this street as a public street, it
should be subject to the full upgrading of the facility at no cost to
the City.

the five house cul-de-sac (Flint Drive) off of Santa Clara, wish to deed
%he street in. front of our homes, which is now private, to the City of
_Tustin. This would allow us to realize improved services such as police
~atrolling, street cleaning, and maintenance. Please let us have your
£eaction to our proposal, and if appropriate, advise the specific steps
necessary to implement this action.
