RESOLUTION #89-28/AUTHORIZATION OF APPLICATION FOR GRANT FUNDS - SENIOR
CITIZEN SHARED HOUSING

RECOMMENDATION
Approve Resolution #89-28 authorizing the application for grant funds from the
Senior Citizens Shared Housing Program of the State of California.
FISCAL IMPACT
If the application is successful, the grant will provide over $20,000 for part-time
staff to operate the program for two years. The City will be required to match the
grant with in-kind support such as providing space, utilities, supervision and
office supplies.
BACKGROUIqD

Currently the Shared Housing Program is an off~hoot of the TLC Program at the
Church At Red Hill and is funded by the Feedback Foundation. Because of funding
problems, the Tustin site has had to rely on volunteers to provide the program.
The Shared Housing Program provides information and referral services for seniors
needing to share living space. The staff person is required to counsel clients
carefully to weigh the benefits of security, companionship and financial gain
against loss of privacy and space.
With the opening of the Senior Center the City will provide space for both the TLC
Program and the Shared Housing Program, thus affording the opportunity for the'
in-kind match to apply for the grant. Providing the program with a staff person
would increase the level of service to those in need.
The City of Tustin is applying for a grant of $22,000 which will fund the program
for 2 years. The Council must approve the attached Resolution in order to complete
the application process. If the City is not awarded grant funding, the program
will continue to be operated by a volunteer.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUST. Ir-! AUTHORIZING THE
SUBMITTAL OF AN APPLICATION, THE ACCEPTANCE OF FUNDS, THE EXECUTION OF
CONTRACTS AND ANY AMENDMENTS THERETO, TO SECURE A GRANT OF FUNDS FROM
THE SENIOR CITIZENS' SHARED HOUSING PROGRAM OF THE STATE OF
CALIFORNIA.
WHEREAS, pursuant to Section 50533 et Seq. of the California
Health and Safety Code the California Department of Housing and
Community Development i"State") is authorized to make grants to assist
senior citizens to find others with whom they may share housing, and
to make grants to provide techni, cal assistance to shared housing
organizations; and
WHEREAS, THE CITY OF TUSTIN ("Agency/Corporation") organized
under the laws of California, is empowered and eligible to receive
said grants; and
WHEREAS, the Agency/Corporation wishes to assist senior citizens
to find other individuals with whom they may share housing.
IT IS NOW RESOLVED THAT the Agency/Corporation authorizes the
City Manager (Title of Executive Officer) to prepare and submit an
appliaation to the State for a grant to provide such shared housing
services. _

IT IS FURTHER RESOLVED THAT upon approval of said application by
the State, the Agency/Corporation authorizes the City ~anager (Title)
to execute and sign a Standard Agreement and any amendments thereto.
