HomeMy WebLinkAboutNB 1 RESIDENT CONCERN 02-21-89TO: WILLIAM HUSTON, CITY MANAGER -FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: RESIDENT CONCERNS ON DUMPING OF DEBRIS ALONG WESTERLY SIDE OF RED HILL AVENUE RECOMMENDATION: Pleasure of the City Council. BACKGROUND: The City Council surfaced a resident's concern regarding the abandoned railroad right-of-way westerly of Red Hill Avenue and southerly of Olwyn Drive. This concern covered the following areas: 1. Dumping of debris within Flood Control property westerly of Red Hill Avenue. 2. Request for fencing the area. 3. The non-landscaped areas of the westerly parkway along Red Hill Avenue generally between First Street and Garland Avenue. 4. Condition of the residential structure at 1472 Garland Avenue. The attached map delineates the areas of concern with respect to property ownership as follows: 1. Area delineated in blue is owned by Orange County EnvirOnmental Management Agency Flood Control District. · Area delineated in yellow is owned by Pearl D. Loucks, with no known address, per latest County Assessor's office records. · Area delineated in green is a privately-owned residence located at 1472 Garland Avenue. 4. Area delineated in red is a dirt parkway area between the curb and sidewalk which is owned by the City. DISCUSSION: The' debris noted in concern No. 1 is a pile of concrete rubble dumped on the private property owned by Pearl P. Loucks. Once the property owner can be contacted, she will be requested to remove the debris. An alternate solution would be to have the City remove this debris, but permission to enter the property should be obtained from the property · owner· The requested fencing in concern'No. 2 would be across private property and would require permission of the property owner. CONCERNS ON DUMPING OF DEBRIS ON RED HILL AVENUE FEBRUARY 14, 1989 PAGE 2. The dirt areas within the westerly parkway of Red Hill. Avenue could be filled in with concrete sidewalk and street trees planted to minimize the total pavement effect. The estimated cost for this work is approximately $6,000.00. If the City Council desires to proceed with this work, it could be included within the upcoming 1989-90 Capital Improvement budget. The residence at 1472 Garland Avenue is currently being monitored by the City's Building Division. It is my understanding that this property is under litigation by the owners and lenders at this time.
