SUBJECT: RAWLINGS RESERVOIR REPAIR - AWARD OF CONTRACT
RECOMMENDATION:
That the Tustin City Council at their meeting of February 21, 1989 award
the contract for the repair of the Rawlings Reservoir to C. W. Neal
Corporation in the amount of $216,183.00 and authorize a supplemental
budget appropriation from the Water Enterprise Fund Unappropriated
Reserves in the amount of $216,200.00.
BACKGROUND:
At a previous meeting, the city Council declared the repair of the
Rawlings Reservoir as an emergency project which enabled staff to
advertise for bids on an informal basis. Staff solicited bids from six
firms qualified to perform said wOrk for a period of three and one-half
weeks and received two responses on the bid opening date of February 16,
1989. The original bid list was prepared by the City's consultant,
Woodside, Kubota and Associates, Inc.
The reservoir rehabilitation wOrk provides for the following work:
1. Furnish and install 3-ply, 45_mil Hypalon reservoir liner.
2. Modification of existing reservoir access opening and overflow
system.
3. Removal and replacement of existing roof structural support
connections.
4. Construction of site drainage facilities and paving.
DISCUSSION:
Bids were received on February 16, 1989 from the following firms:
C. W. Neal Corporation, Santee, CA .......... $'216,183.00
Serrot Corporation, Huntington Beach, CA .... $257,000.00
The low bid is 2.9% over the Engineer's Estimate of $210,000.00.
Due to this project being an emergency type project, funds have not been
budgeted during the current 1988-89 fiscal year. Therefore, it is
requested that the City Council authorize a supplemental budget
appropriation from the Water Enterprise Fund Unappropriated Reserves in
the amount of $216,200.00 for said repair work.
