RECOMMENDATION
It is recommended that the Redevelopment Agency app.rove the site plan and
architectural design of the proposed restaurant remodeling by the adoption of
Resolution No. RDA 89-4.
SUMMARY
The Community Development Department has completed its review of the site plan
and architectural design of the proposed project. The Design Review process
emphasized the following issues'
Upgrading the aesthetic appearance of the existing building as a prominent
visual asset to the surrounding area.
o Conformance with the Zoning Code and development standard requirements.
As required by the adopted .Town Center Redevelopment Plan, the final site and
architectural design are subject to the review and approval of the Redevelopment
Agency. With the exception of specific details noted in the draft resolution of
approval, staff considers the submittal to be complete and recommends that the
Agency approve the project as presented.
DISCUSSION
The applicant proposes to remodel the existing 7,126 square foot restaurant's
exterior to improve the appearance of the 1.33 acre site located at the north

corner of the intersection of Newport-and Holt Avenues. The property is zoned
C-1 (Retail Commercial) and is improved with the freestanding restaurant,
parking and landscaping. The proposal does not include any expansion or change
in use for the restaurant; therefore, the project's architectural design is the
primary focus, of the review.
ARCHITECTURE
The submitted development plans propose embellished elevations for the building
including the addition of raised plaster parapets, mullion windows with
shutters, false windows, window awnings, squared pillars, and a tile roofed
tower entrance feature. These new elements are intended to compliment the
existing spanish tile mansard on Holt Avenue (front) side of the building and
upgrade the presently unattractive rear elevation facing Newport Avenue. The
colors proposed for the remodeling include:
Off-white for the plaster siding, accented by peach and light grey colors
for the entry tower, pillars, and edge details.
Light green for the window trim, shutters, awnings, doors and accent tile.
Mission tile red for the existing tile mansard.
The proposed architectural elements that represent the focus of change in the
remodeling are the new entry tower and the refinished facade adjacent to the
tower.
Entry tower - The proposed two-story entrance tower with false second-story
windows and a spanish tile roof is an element typically displayed by restaurants
within the Don Jose chain. At staff's request, the applicant has brought this
structure into compatibility wi th the existing building by lowering the height,
moving its face outward to become even with the buildings front elevation, and
providing some vertically oriented parapet elements adjacent to the tower. One
change to the entry tower that the applicant has agreed to is to recess the
structure inward one foot to allow for small vine planters fronting the bases of
the tower's two front pillars. A condition has been included in the resolution
of approval requiring this change. The pedestrian entry surface is proposed to
be a red color of enriched paving.

wall to a spanish style plaster facade with windows, awnings and detail that is
compatible with the remainder of the building.

A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF TUSTI N, AUTHORIZING THE EXTERIOR
REMODELING OF AN EXI STING 7,126 SQUARE FOOT
RESTAURANT (DON JOSE) AT 14882 HOLT AVENUE (DESIGN
REVIEW 88-75).
The Community Redevelopment Agen. cy of the City of Tustin hereby resolves as
follows'
I. The Community Redevelopment Agency finds and determines as follows'

Pursuant to the adopted Town Center Redevelopment Plan, the
Redevelopment Agency shall approve all site plans and'
architectural designs of any project proposed within the
Redevelopment Agency Project Area.
B. A proper application, (Design Review No. 88-75) has been filed
on behalf of Patrick Russell, AIA requesting authorization to
remodel an existing 7,126 square foot restaurant located at
14882 Holt Avenue.
C. The Agency has reviewed the proposed project and determines that
the project will be compatible with the surrounding area.
D. The project is categorically exempt from the requirements of the
California Environmental Quality Act (Class 1).

E, Final development plans shall require approval of the Community
Development Department prior to issuance of Building Permits.
F. The project is in conformance with the Town Center Redevelopment
Plan.
II.
The Community Redevelopment Agency of the City of Tustin, California,
hereby approves the site plan and elevations for the exterior
remodeling of an existing 7,126 square foot restaurant located at
14882 Holt Avenue, subject to the conditions contained in the
attached Exhibit A.
PASSED AND ADOPTED by the Redevelopment Agency of the City of Tustin on the

CONDITIONS OF APPROVAL
RESOLUTION NO. RDA 89-4
GENERAL
(1) 1.1 The proposed project shall substantially conform with the submitted plans for
the project date stamped February 21, 1989 on file wi th the Community
Development Department, as herein modified, or as modified by the Director of
Community Development Department in accordance with this Exhibit.
(1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be
complied with prior to the issuance of any building permits for the project,
subject to review and approval by the Community Development Department.
(1} 1.3 Design review approval shall become null and void unless building permits are
issued within twelve {12) months of the date on this Exhibit.
(1) 1.4 T~e applicant shall sign and return an Agreement to Conditions Imposed form
prior to the issuance of building permits.
(1) 1.$ No outdoor storage or operations shall be permitted without the approval of
the Director of Community Development.

PLAN SUBRITTAL
2.1 At building plan check submittal'
A. Construction plans, structural calculations, and Title 24 energy
calculations. Requirements of the Uniform Building Codes, State Handicap
and Energy Requirements shall be complied with as approved by the
Building Official.

Preliminary technical detail and plans for all utility installations
including cable TV, telephone, gas, water and electricity. Present
overhead utilities shall be undergrounded. Additionally, a note on plans
shall be included stating that no field changes shall be made without
corrections submitted to and approved by the Building Official.

required, of fire hydrants subject to approval of the Fire Department,
City of Tustin Public Works and compliance with all requirements
pertaining to construction.
SITE AND BUILDING CONDITIONS
(1) 3.1 Note on plans that all exterior colors to be used shall be subject to review
and approval of the Director of Community Development Department. All
exterior treatments must be coordinated with regard to color, materials and
detailing and noted on submitted construction plans and elevations shall
indicate all colors and materials to be used.
(4) 3.2 Plan check submittal shall reflect a recession of the entry tower indicated on
the west elevation of the building to allow for a 25 foot wide driveway and 1
foot deep planters {to be planted with one vine each) between the pillars of
the tower and the driveway.
