SU84EGT: REQUEST TO DEFER SIDEWALK coNSTRUCTION
RECOMMENDATION:
That the Tustin City Council, at their meeting of March 6, 1989,
authorize a two-year deferment of sidewalk construction adjacent to the
Bell and Valencia Avenue frontages of the Ricoh Electronics development
subject to the posting of an improvement bond in the amount of $16,500
by Ricoh Electronics.
BACKGROUND:
Ricoh Electronics, Inc. is proposing a laboratory and testing room
addition to their facility at 1100 Valencia Avenue. This site contains
approximately 520 lineal feet of'frontage on Valencia Avenue and 400
lineal feet of frontage on Bell Avenue.
As' a condition of approval for the subject site per City Council policy
action on January · 14, 1987, staff conditioned the o development to
construct sidewalks across each frontage of the property on Valencia and
Bell avenues.
DISCUSSION:
Per the attached letter, Ricoh Electronics is requesting that the City
defer the requirement to construct sidewalks until such time· Ricoh
submits their next improvement plan for City approval. Ricoh did not
indicate when their next improvement would be submitted.
Staff has no problem with the request for deferment, but we feel a
definite date for deferment should be set. A maximum deferment period
of two years is suggested which should provide adequate time for Ricoh
Electronics to budget funds for the sidewalk improvements.
Additionally, it is suggested that an improvement bond in the amount of
$16,500 be posted by Ricoh Electronics until such time the sidewalk
improvements have been completed.

Dear ~lr. Fox:
Please consider this letter as R±coh's request for an
exception to the Conditions of Approval, Section 4.1,
construction of sidewalks on Ricoh's property.
We were not aware of this requirement when we planned and
budgeted for the lab and testing room addition to our
existing building at 1100 Valencia Avenue. Therefore we
have no budget for the sidewalk construction at this time.
We would greatly appreciate your allowing Ricoh to' defer
the sidewalk construction until our next improvement is
submitted to you for approval. We can, then, plan and
budget for
