TO SUBDIVIDE THREE (3) NUMBERED LOTS AND ONE (1) LETTERED LOT ON A 7.274 ACRE AREA ORIGINALLY SHOWN 'AS LOTS t21, t22, AND .'C' ON TRACT 13274 AS MODIFIED. RECOIIqENIN~TION It is recommended that the City Council approve Final Tract Map 13834 by the adoption of Resolution No. 89-30 as submitted or revised. SUI~ARY The Irvine Co,any has proposed to create two additional dealership lots on a trianguTar shaped parcel directly adjacent to the Tusttn Auto Center. While the land area is actually zoned as Mixed Use rather than Auto Center, the site is only accessible through the auto center since the final design of the E1 Modena Flood Control Channel separated the site from the Tustin Market Place as shown on the attached Final Tract Map 13834. This map was reviewed by the Planning Commission on February 27, 1989 and passed Resolution No. 2566 which recommends approval of the Final Map to the City Council. The project site includes a .7.274 acre area proposed to be subdivided to accommodate three (3) numbered lots and one (1) lettered lot. Of the three numbered lots, two are proposed for future development as auto dealerships. The third is held for future freeway right-of-way for the 1-5 widening and Tustin Clty Counci 1 Report Ftnal Tract Hap 13834 March 6, 1989 Page two Ranch Road, -off-ramp. The one lettered parcel is for the purpose of accommodating a landscape berm to be consistent with the exlsttng freeway facing treatment for the adjacent auto dealer sites. The project area was originally shown on Tract Hap 13274 approved by the Ctty Counctl on January 11, 1988. The parcels are referred to as lots 21, 22 and 'C' on the Second Amendment to thts map whlch was approved by the Ctty Council. The Subdivision Hap Act allows the subdivider to process Ftnal Haps tn phases. Therefore, thts Ftnal Hap Is asslgned a different number since It only covers a portion of the orlgtnal Tentative Hap. For the purposes of providing access to these parcels, the Map includes the necessary right-of-way dedication for the extenslon of Tustln Ranch Road. Wlth this roadway extension, both developable parcels (lots ! and 2) are in conformance with State law and all applicable City requirements. In coordination wtth the subdivider, prospectlve developer (Toyota Lexus) and City Attorney's offtce, the Public Works and Community Oevelopment Oepartment's final processing of this project has received a top priority In order to ensure completion of a facillty for Toyota Lexus by September 1989. CONCLUS~O# The Final Map has been reviewed for conformance with the Tentative .Map and all conditions have been met by the subdivider. Staff recommends that the City Council adopt Resolution No. 89-30 approving Final Tract Map 13834. That Final Tract Map No. 13834 has been submitted by the Irvine Company. B. That a Public Hearing was held by the Planning Commission on February 27, 1989. At this hearing the Planning Commission recommended approval of Tentative Tract Map 13834 to the City Counci 1. C. The Final Map reflects only a portion of the original land area shown on Tract Map 13274. The Subdivision Map Act permtts filing of phased Final Maps on lots which conform with the ori gi hal Tentative Tract Map. O. That the proposed'subdivision is in conformance with the Tustln Area General Plan and Subdivision Map Act. E. That the site is physically suitable for the type of development proposed. F. That the site is physically suitable for the proposed density of de vel opmen t. G. That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife in their habt tat. H. That the design of the subdivision or the type of improvements proposed will not conflict with easements acquired by the public-at-large, for access 'through or Use of the property within the proposed subdivision.
