RECOMMENDATION:
That the City Council authorize the City Manager to execute an
agreement with Austin-Foust Associates and appropriate $15,000 from
the General Fund reserve for services performed under the
agreement.
DISCUSSION:
The City of Santa Ana has been processing amendments to its General
Plan which could permit high-rise office buildings adjacent to
Tustin. To date, the City of Santa Aha has failed to prepare
environmental or traffic studies which document the.effects upon
Tustin or means of mitigating any adverse effect upon Tustin.
Austin-Forest has performed traffic studies for the City of Tustin
and has much of the base data needed to identify the traffic
impacts of Santa Ana's proposal upon Tustin. Austin-Forest will
identify traffic impacts of Santa Ana's current floor area ratios
(FAR) and evaluate impacts due to the increased FARs. The study
will also identify potential mitigation measures, assuming that
Santa Ana does proceed with the increased FARs, thereby permitting
high-rise development to occur. The study will include the area
bounded by the Santa Ana and Costa Mesa freeways, Tustin Avenue,
Grand Avenue and Santa Clara Avenue. It is within this general
area that Santa Aha is permitting high-rise development affecting
Tustin.
By having this study prepared, the City of Tustin will be in a
position to accurately assess the traffic impacts associated with
proposed projects within Santa Aha and to proceed with whatever
steps which the Tustin City Council deems appropriate to protect
the City' s interests.
