TERMS OF PARKS AND RECREATION COMMISSION
RECOMMENDATION:
Pleasure Of the Council.
BACKGROUND:
At the Council meeting March 6, there appeared to be some confusion
regarding terms of Parks and Recreation Commissioners. City of
Tustin Ordinance No. 1009 established the Parks and Recreat. ion
Commission; Section 1553, Appointmgnt and Terms, includes the
following "The first members of the Commission shall draw lots to
determine which will serve one year terms and which will serve two
year terms." As directed by Ordinance No. 1009, members of the
Parks and Recreation Commission drew lots to establish terms at
their November 10, 1988, meeting.
Some members of the City Council thought that the terms were
indicated when the Council made Commission appointments August 15,
1988. Upon review of the City Council minutes of the August 15
meeting, under New Business No. 2, Parks and Recreation Commission
Appointments, there is no indication that terms were discussed.
There may have been comments by one or two members of the City
Council; however, it was never moved, seconded, and voted on.
Susan Welch, Sam Randall, and Don Biery, have a term Of office
which expires July 1, 1989; Sandra Van Dorn, Jim Kane, Lois Carr,
and Jim Niemiec have terms of office which .expire July 1, 1990.
With the ~evision of Ordinance No. 1009 enacted by Ordinance No.
1016, it would appear that the first group would have their terms
extended until the third-Monday in February, 1990, and the second
group would have their terms extended until the third Monday in
February, 1991.
This is a record of the facts, as staff has researched them.
Should Council concur, no further action is necessary at this time.
