',~ ,,~ ~ NO. 4' DATE: ~c~ 13, 1989 ~~~ I TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: REQUEST FOR STREET CLOSURE OF WARNER AVENUE BETWEEN  PULLMAN STREET AND WRIGHT STREET RECOMMENDATION: That the Tustin City Council at their meeting of March 20, 1989 authorize the closure of Warner Avenue between Pullman Street and Wright Street for a maximum period of seven (7) months subject to adequate detour signing and notification, and the concurrence of the City of Santa Ana. BACKGROUND: Caltrans has made a request t© both the cities of Santa Ana and Tustin to close Warner Avenue between Pullman Street (on the easterly side of the Rte. 55 freeway) and Wright Street (on the westerly side of the Rte. 55 freeway) for a period of five (5) to seven (7) months commencing in late April 1989. This requested Closure will allow Caltrans the opportunity to remove the entire existing bridge and reconstruct in one ~phase of 5-7 months in lieu of a two-phase program which would require ~ about eighteen months' construction. This two-phase program would consist of building the southerly one-half of the bridge while the existing north one-half remains in use; then traffic would be switched to the southerly half while the northerly one-half is removed and reconstructed. The need~ for the bridge removal and reconstruction is to provide a greater span across the Costa Mesa Rte. 55 freeway in order to construct additional travel lanes for each direction of the freeway. City staff has completed traffic counts along Warner Avenue between Pullman Street and Wright Street and found them to .be approximately 17,000 total vehicles per day Monday through Friday, and about 6,500 vehicles per day on weekends. DISCUSSION: Staff has reviewed the requested road closure and defined the streets/ properties within the Tustin jurisdiction that' would be directly affected. Following is a recap of the properties and/or businesses along the northerly side of Warner Avenue between Red Hill Avenue and the Costa Mesa Freeway which would.be directly affected: 1123 Warner Avenue, Steelcase, Inc. 1231 Warner Avenue, Ronald Bloom Industrial Property 1371-1431 Warner Avenue, Olen Properties 15901-15991 Red Hill Avenue, Paragon Group WARNER AVENUE CLOSURE MARCH 13, 1989 PAGE 2. In addition to the above-mentioned properties, staff has determined that the following streets/intersections will most probably be utilized as alternative routes: o Red Hill Avenue between Barranca/Dyer Road and Edinger Avenue o Dyer Road westerly of'Red Hill Avenue o Edinger Avenue westerly of Red Hill Avenue o Intersection of Red Hill Avenue at Barranca Road/Dyer Road o Intersection of Red Hill Avenue at Edinger Avenue Staff has requested Caltrans to contact each of the above-mentioned property owners/businesses concerning the proposed closure of Warner and any potential impacts to their operation. Caltrans received responses from all four affected companies with three of them being in favor of the closure and one being against the closure. Copies of these responses are attached for the Council's information. The initial project delay for the Warner Avenue overcrossing has been due to utility relocation problems which to date have now been resolved. There are only three utilities that remain to be coordinated with the new bridge construction and Caltrans has assured us that they are scheduled within the 5-7 month closure period of Warner Avenue. It is estimated that this requested Warner Avenue closure will reduce the project cost by approximately $750,000.00 and accelerate the completion of the Costa Mesa Freeway widening by about six (6) months. Staff has evaluated the traffic distribution utilizing the Warner Avenue overcrossing and determined that the following will most likely occur: o Through and local traffic approaching and utilizing Warner Avenue from the south would divert to westbound Dyer Road as an alternate. o Through traffic approaching and utilizing Warner Avenue from the north would divert to westbound Edinger Avenue with some of the local southbound Red Hill Avenue traffic continuing southerly to Dyer Road. o Local traffic generated from Warner Avenue would have the option to divert either south to Dyer Road or north to Red Hill Avenue, depending upon~their final destination. is staff's opinion that these diversions would cause some minor inconvenience and delay to the affected motorists, but would be outweighed by the overall benefits of providing additional capacity to WARNER AVENUE CLOSURE MARCH 13, 1989 PAGE 3. the'Costa Mesa Freeway at an accelerated date. Staff recommends that Caltrans' request for the Warner Avenue closure between Pullman Street and Wright Street be approved by the City Council subject to the installation of adequate detour and notification signing as approved by staff. It is our understanding that the City of Santa Ana concurs with the Warner Avenue closure and will be recommending said closure as it affects their City subject to Tustin's decision. After reviewing the proposal wit~ our management staff we foresee no problem with the closure of this overpass for a period of six months vs. the long drawn out period of 18 months doing the project in two stages. The addition-of lanes on the 55 will assist our employees and those of surrounding companies in the every day commute to and from their place of employment. The closure period of approximately six months seems reasonable for this type ofworkand the benefits which it will provide, outweigh the inconvenience associated with the construction. Contrary to your feeling that this will have a "slight 'adverse impact on local traffic circulation", the complete closure of this street' will have a disastrous local impact and we urge you to reconsider this plan.
