HomeMy WebLinkAboutCC 3 STOP SIGN INSTALL 04-03-89TO: FROM' SUBJECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION STOP SIGN INSTALLATIONS AT: (a) SECOND ST. @ "A" STREET (b) SECOND ST. @ PACIFIC STREET RECOMMENDATION That the Tustin City Council, at their meeting of April 3, 1989, adopt the attached resolution calling for the installation of the above stop signs. DISCUSSION The Engineering Department has an on-going program that identifies intersections which could present safety problems. Usually, these locations are situated in residential areas. Although these and other locations do not necessarily have a history of accidents, the potential of such an occurrence is nevertheless recognized through this program. At the Second Street intersection with "A" Street, a "four-way" stop controlled intersection was requested by the Police Department. From the City Traffic Engineer's review however, it was determined that given the uncontrolled nature of this location (no traffic control from any of the intersection's four approach legs), a sufficiently safe situation would result if only the Second Street approaches were stopped. "A" Street traffic would not be required to stop. The justification for the recommended controls fall under the guidelines of necessary traffic control in residential areas. Further, since "A" Street, is a through roadway that links First and Main Streets, the vehicle code supports the fact that roadways intersecting a through street can be controlled by a stop sign. . ~ The need to have a stop sign on Second Street at Pacific was identified by the City's Traffic Engineer. The justification for its installation is identical to that for the above intersection of Second/"A" Street intersections. It is noted that this location will also have a red zone installed to improve sight distance. Bob Ledendecker Director Public Works/City Engineer BL:JC:bf J~ry gabil 1 Consultant Traffic Engineer 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19, · :20 21 29. 23 24 25 9.6 27 28 RESOLUTION NO. 89-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALLING FOR THE INSTALLATION OF STOP SIGNS AT: (a) SECOND STREET & "A" STREET (b) SECOND STREET & PACIFIC STREET WHEREAS, both of the existing intersections are not controlled in any direction; and WHEREAS, the implementation of two-way stop controls at Second, and "A" Streets and a one-way stop on Second Street at Pacific would create a safer situation; and WHEREAS, such measures are appropriate from a residential traffic control standpoint; NOW THEREFORE, BE IT RESOLVED by the City Council of Tustin that said public works improvement be, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Stop Sign Installation at: (a) Second Street and "A" Street (b) Second Street and Pacific Street AND BE IT FURTHER RESOLVED that the City Engineer is hereby authorized to execute the installation. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin on the day of 1989. ATTEST: Mayor City Clerk
