", ii I.~!. ~:,~ F"~rl ~:: CONSENT CALENDAR DATE: ~RCH 27, 1989 ...... om TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: TRAFFIC ANALYSIS FOR THE WEST LEG TRANSITION AREA OF THE EASTERN TRANSPORTATION CORRIDOR RECOMMENDATION: -. · That the Tustin City Council at their meeting of April 3, 1989 authorize City's participation in the preparation of a subarea traffic model for the Traffic Analysis of the West Leg Transition Area of the Eastern Transportation Corridor and authorize a supplemental 1988-89 Budget appropriation in the amount of $5 000.00 for Tustin's share of the total cost. ' BACKGROUND: · The Transportation Corridor Agency (TCA) as a part of the preparation of · .he environmental documentation for the Eastern Transportation Corridor ~ETC) is performing a traffic analysis of the West Leg Transition area which is located between the Santa Ana Freeway and Edinger Ave. The City of Irvine and Tustin Staffs have reviewed the scope of services of the TCA Traffic Analysis and feel that additional study is required to address local Agency and Community concerns. The TCA analysis is geared mainly to the mainline corridor analysis. The two local agency staffs have requested TCA to include a special subarea model for the appropriate area of influence for the transition area. TCA has responded favorably to this request ~nd has suggested the following agency cost share due to this additional work not being included within the original scope of services and project Budget: TCA 50% City of Irvine 30% City of Tustin 20% DISCUSSION: This special subarea model study will provide additional traffic analysis information as it relates ~o the local arterial streets within transitional area of influence. The current Irvine Business Complex Traffic Analysis Model (IBCTAM) will be extended northerly from the Santa Ana Freeway to where Tustin Ranch Road intersects with Jamboree Road. This expansion will simulate driver decisions that occur -~ortherly of the Santa Ana Freeway. Each of the alternative alignments ~ive total) for the corridor transition and arterial alignments will be ~valuated. TRAFFIC ANALYSIS FOR THE WEST LEG TRANSITION AREA OF THE EASTERN TRANSPORTATION CORRIDOR MARCH 27, 1989 PAGE 2 The firm of Austin-Foust Associates, Inc. has been requested to submit a proposal for this study. Their proposal consists of four general tasks as follows: 1. Define Study Area and Traffic Zone System - This includes the expansion of the IBC study area to incorporate the ETC portion northerly of the Santa Ana Freeway. The Traffic Zones will be expanded into the new area with appropriate land use data. 2. Model Preparation - This task will prepare a subarea model from the parent model ITAP which is the City of Irvine's Traffic Model. 3. Traffic Analysis - Each of the five alternative designs for the transition area will be analyzed. This analysis will produce peak hour volumes on the various links of the network, weaving movements, intersection volumes and I.C.U.'s. 4. Traffic Report - This task will include the summarization of the subarea traffic model and the results of the analysis in a traffic report. This study will take ten (10) weeks to complete at a proposed cost of $24,600.00. Tustin's share of this fee would be $4,920.00. Staff recommends that the City participate in the preparation of this subarea traffic model and request the Tustin City Council to authorize a supplemental budget appropriation in the amount of $5,000.00 to cover the cost of said work. ~ Bob Ledendecker Director of Public Works/City Engineer BL:bf
